Content

The horizon (IAS the Horizon) - an information and analytical system of space development. It is intended for solving of tasks of regional and municipal levels in the field of the territorial planning, town-planning activity and other tasks connected with arrangement of the territory.

IAS Horizon is the departmental geographic information system of territorial planning transformed to the level of a software package of management of space development of territories, consisting of a set of complementary modules. The structure of modules is expanded.

IAS consists of the basic (general-system) and special (applied) software. As basic software (DBMS, GIS platform) uses freely distributed software that excludes budgeted expenses on its acquisition and reduces dependence on suppliers and software developers according to the recommendations of the Concept of the regional informatization approved by the order of the Government of the Russian Federation of 12/29/14 No. 2769-r.

Flexible configuration of distribution of access rights to data is provided in a system that provides implementation of different schemes of redistribution of the powers between OMSU and OGV (public authorities) of the subject arising owing to execution of provisions of Article 17,131-FZ of 10/6/2003.

Organizational features:

  • separation of processes of creation and use of the space data (SD) in questions of territorial planning;
  • separation of processes of creation of space and semantic data;
  • selection of service of the Operator of PD;
  • formation of shared resources (PD directory) in the course of document registration of the territorial planning (TP).

In the current version of a system a set of modules is implemented:

  • The module "Ensuring Town-planning Activity" implements execution of powers of local government authorities (OMSU) on maintaining ISOGD according to requirements of the current legislation and also can be used to the organization of creation of the centralized storage of documents of territorial planning of the regional level.
  • The module "Directory of Space Data" is intended for ensuring processes of accounting, classification, search (selection), the publication and visualization of space data in the form of maps and schemes both from the centralized base of geodata, and from external sources.
  • The module "Registers of Space Data" allows to define characteristics and to describe the objects having a space (cartographic) binding. In the module maintaining the directory of registers of space data is implemented. This directory contains data on industry (thematic) registers in which the opportunity of creation of records (objects) is given.
  • The module "Objects of capital construction" (OCC) is intended for implementation of town-planning activity regarding issue of construction licenses, reconstruction and major repair of Construction Department, on input of objects in operation, installation of transient objects, the advertizing structures.
  • The module "Town-planning Zoning" provides maintaining in the structured type of data on territorial zones in borders of territories, town-planning regulations and also issue of permissions to conditionally permitted type of use and on a deviation from extreme parameters of construction and reconstruction of objects of capital construction on in advance configured document templates.
  • The module "Projects of Designs" implements maintaining in the structured type of data on the land plots in borders of territories, formation of the development plan for a land plot (DPLP), act of the choice of the land plot on in advance configured document templates.

The modules "Library of Documents" and "Examination" allowing users of a system to have end-to-end access to the code of relevant documents of territorial planning of regional and municipal levels, to attract the selected service (division) to quality evaluation of the developed or updated documents of territorial planning are a part of IAS.

2018: Module "Calendar of Events"

Within development of the Fund of space data of the Leningrad Region working based on an information and analytical system Horizon the module "Calendar of Events" allowing to display the upcoming, current and last events on the card is created. On June 21, 2018 the NEOLANT company reported about it.

As noted in NEOLANT company, the module "Calendar of Events" due to convenient visualization on the card will allow:

  • Increase information awareness of the population, OIV and OMSU regarding the held events.
  • Optimize the schedule of holding regional actions taking into account subjects, dates and venues.
  • Reduce resources by participation in actions.

In the Calendar it is possible to plan both internal actions of OIV and OMSU, and public, defining the access level (openness) of an event. The access level allows to set restrictions for information display about an action to other users. Personal events are displayed only at the employee who created him. Events of the organization are visible only to the staff of the relevant organizations / divisions. Viewing information on events is implemented in two representations Calendar and Table.

Both tabular, and calendar displays are synchronized with cartographic representation. To each type of an event own designation on the card and color of display in the calendar is appointed. The quantity of possible types of events is not limited.

On actions selections taking into account the period of carrying out, a type of actions, organizers can be based; on the card events taking into account the set filters will be displayed at the same time.

If necessary files of any formats with the additional information – .doc, .xls, .mp4,.jpg., .avi and others can be attached to each event. Data on an event can be received both from the calendar/table, and via the card, having clicked on an icon on the card.

Formation of the printed form containing data on the planned events and cards of holding actions of the set time frame is provided in the Calendar.

Information on the public events entered to the Calendar will be open for the publication on the websites of public authorities when using designed web services.

2016

Unified register of the Russian programs

On September 5, 2016 – the information and analytical system of space development Horizon (IAS Horizon) is included in the Unified register of the Russian programs for electronic computers and databases in classes:

  • «Geographic information and navigation systems (GIS)»,
  • "Process management systems of the organization",
  • "Systems of collecting, storage, processing, analysis, modeling and visualization of data arrays",
  • "Information systems for the solution of specific industry tasks".

It means that for implementation of the tasks the state and municipal customers have technically approved and legally enforceable alternative to solutions on proprietary foreign GIS platforms now.

Release of Horizon version

On June 23, 2016 the NEOLANT group announced a release of the version of an information and analytical system of space development Horizon[1].

In this release of the version of a system opportunities are implemented:

  • Registration, processing of addresses and providing answers concerning receiving the public and municipal services in the field of town planning and a property and land complex:
    • setup of structure and regulations of the services rendered to citizens and legal entities by executive authorities and local government, with a possibility of independent expansion of structure of the services registered in a system;
    • decision support in thematic (subject) modules;
    • the organization of interaction with physical persons and legal entities with selection of the front office in which registration of statements and providing answers, and a back office in which preparation of answers in the directions is executed is performed. By preparation of answers as auxiliary information the documents placed in ISOGD are used (data on a design and zoning of the territory, the card, etc.).

Examples of addresses – providing data from ISOGD, preparation of allowing documents on objects of capital construction and the advertizing structures, approval of schemes of placement of the land plots and providing the land plots.

  • The automated preparation of the documents provided within rendering the public and municipal services. The created documents remain in the document register, are available to reuse, can automatically be attached to requests.

Example of such developed documents is the development plan for a land plot (DPLP), the provided information from ISOGD, allowing documents on objects of capital construction.

Creation of the documents containing drawings is implemented using the Drawing Object tool which is added to tools of the card which is built in a system. Such approach allows to create space data, without setting specialized GIS editor on user workstation.

  • Submission of open documents, data of territorial planning and town-planning activity via the Portal.

The portal provides data access and to documents of town-planning activity in the web interface adapted to work on different devices – the workstation, the tablet, the smartphone. The portal is implemented based on free open technologies.

  • Development of functionality of the module "Viewing Space Data" (Card)

The functionality on setup of thematic search which allows to look for objects in the configured layers and semantika is added to a system. Such implementation reduces search time and increases quality of the issued results. Tunings of search are performed by the system administrator.

There was a possibility of creation of space representation of objects of a system – drawing new geometrical data on the card in newly created layers or in the layers loaded into a system from external files. The possibility of drawing allows users to create objects in layers without use specialized by GIS editors. The created space data can be used both in a system, and in external applications through OGC geoservices.

  • Use of data of Rosreestr by preparation of allowing documents on the objects of capital construction (OCC)

Data of Rosreestr are loaded into storage of a system using the configured loader implemented based on the open source. The loaded data are displayed in a system in the special created register, synchronized with cartographic representation. By preparation of allowing documents for reconstruction of Construction Department the data loaded from the cadastral plan of territories, the cadastral statement of the land plots, Technical data sheet provided by Rosreestr in the form of XML files of the approved formats are used. The allowing documents created in a system accumulate in the document register and can be browsed jointly with data on Construction Department.

The designer of analytical representations of IAS Horizon allows to analyze the tax capacity of the territory

Important component of the budget of municipal entities is land tax. The volume of receipts from land tax depends from:

  • cadastral cost of the land plots;
  • the rates of land tax and tax benefits set by representative bodies of local government;
  • quantities of the registered land plots;
  • collectings of land tax.

Growth of receipts of a payment for the earth can be reached in several ways. One of them – compulsion to a design in the order of the rights to the land plots used by legal entities and physical persons without right certifying documents established by the law. The second – identification of the "doubtful" land plots, in use or accounting of which violations, and elimination of these violations are probable.

Can be carried to such violations:

  • lack of data in the Federal Tax Service (FTS) on the sections registered in cadastre;
  • incorrect application of a tax rate according to FTS for types of the permitted use according to the State Immovable Property Cadastre (SIPC);
  • discrepancies of the cadastral costs applied in GKN and FTS to section;
  • lack of a part of data or malformed data in GKN revealed as a result of holding actions of land control (inventory).

Identification of self-occupations of lands is impracticable without use of space data. And identification of "doubtful" sections – without analysis of cumulative data of FTS, GKN and results of inventory.

Understanding the importance of a problem of mobilization of collecting of land tax, NEOLANT Group within development of an information and analytical system of space development Horizon (IAS Horizon) the designer of analytical representations announced in the spring of 2016. Use of such designer allows to analyze the tax capacity of the territory, to reveal doubtful sections and also to analyze the data processed in IAS on the different thematic directions.

The developed module "Analysis" passes test, but already now using its tools the following representations are created:

  • determination of the land plots without owners;
  • compliance of tax data on sections of FTS and Rosreestr;
  • share of the registered sections with the wrong tax rate in FTS;
  • the data on the land plots standing on the cadastral registration, which are not entered to the database of FTS;
  • data on the actual and potential collecting of taxes;
  • analysis of collecting of taxes.

Initial data for the analysis are the cadastral plans of the territory represented by Rosreestr in the approved format; the structured data provided to FTS; results of holding actions of municipal land control.

According to experts of NEOLANT Group, such analysis is demanded not only by the bodies of municipal self-government, but also the regional authorities performing coordination of activity of municipalities and interested in cost reduction in the region on implementation of the automated monitors and the analysis of use of lands.

Tools of the module "Analysis" in IAS Horizon allow the customer independently not only to create analytical representations, but also to execute data preparation for such representations without involvement of the developer.

In IAS Horizon data acquisition process for review of the land plots is simplified

According to the Land code of the Russian Federation, 210-FZ "About the organization of providing the public and municipal services", 221-FZ "About the State Immovable Property Cadastre", orders of the Ministry of Economic Development of the Russian Federation "About the Approval of the List of the Documents Confirming the Applicant's Right to Acquisition of the Land Plot without Tendering" of 1/12/15 and "About the statement of an order and methods of filing of applications about the approval of the layout chart of the land plot or the land plots on the cadastral plan of the territory …" of 1/14/15, regional executive authorities and local government authorities render the public and municipal services on providing the land plots which are in the state-owned and municipal property.

One of components of such type of service is approval of the layout charts of the land plots (LCLP). At making decision on a possibility of approval of the schemes provided by citizens or legal entities it is required to analyze the large volume of information:

  • Data about SRZU and data on the sections registered in cadastre approved earlier.
  • The approved site plannings of territories.
  • The existing land management documentation.
  • The approved boundary-setting plans.
  • Information about owners and encumbrance.
  • Applicant's rights.
  • Data on admissible types of use of the land plot, restrictions, the existing town-planning regulations, the especially protected natural territories (EPNT), lands of forest and water fund.
  • Stay on the land plot of the objects of capital construction or incomplete construction which are in the state-owned or municipal property.
  • Data on reservation of section for the state or municipal needs.
  • Other data, stipulated by the legislation.

Practically all these data have a space binding (i.e. can be provided on the card) and contain in documents of town-planning activity. It formed the basis for NEOLANT group to include in an information and analytical system of space development Horizon (IAS Horizon) functionality of decision support at approval of SRZU.

Similar development of IAS Horizon allows to coordinate even more closely problems of town-planning activity, management of the state and municipal property, gaining effect in the form of considerable reduction of time expenditure and quality improvement of the made decisions when rendering services to citizens and business.

Within improvement of IAS Horizon in the module "Territory Design" tasks were implemented:

  • Data access and to graphical representation of the land plots located in the territory of the region or the municipal district. The data on the land plots from Rosreestr (for example, cadastral plans of territories) provided in the form of XML files of the approved formats are loaded into a system. When developing the tasks connected with loading unloading of files of XML the possibility of change of rules of import/export without processing of a program code of IAS is implemented. Need of such changes inevitably arises because of change of the schemes XML files in Rosreestr.
  • Registration of statements on approval of SRZU of a set of related documents which includes XML file of the approved format (Fig. 1).
  • Print preview of data and borders of the planned land plots on the card loaded by one "click" from XML file as a part of the statement (Fig. 2).
  • Providing the additional information across the analyzed territory from the documents of town-planning activity loaded into ISOGD and the cartographic materials registered in IAS (for example, layers of SRZU approved earlier and the memory registered in cadastre, placements of objects of capital construction of the state-owned or municipal property, OOPT, etc.).
  • Preparation of drafts of solutions on statements based on templates. At the positive solution – data of the approved SRZU are added to the corresponding layer and to the register of the projectible land plots. The decision on approval is entered to XML file which is a part of documents of the answer the applicant.
  • Accounting and monitoring of all projectible memories in the separate register with a possibility of viewing data on section, about SRZU, the request, validity periods of the approved SRZU and also viewing project memories on the card.

2015: The functionality of document retrieval is expanded

On August 14, 2015 the Neolant company announced Horizon of a complex of modules of territorial planning, including the module ISETPA (information system of ensuring town-planning activity) inclusion in the structure of IAS of space development.

The module provides maintaining documents (text and special parts of documents of town-planning activity) according to requirements of the Order of the Ministry of Regional Development No. 85 of 8/30/07 "About document approval on maintaining an information system of ensuring town-planning activity".

Horizon was included into this release of IAS the functionality implementing drawing circuits of territories (scope borders) to which action of the document registered in ISOGD extends. In books of registration/storage the tools allowing to draw on the card (without use third-party GIS) the polygon defining the territory of action of the document became available to the user.

After such binding by information search in the card document retrieval can be executed. If the selected point gets to a polygon, to the user data on geospatial objects of layers and on documents which action extends to the selected territory will be output.

The implemented approach allows users of a system – the staff of departments of architecture, construction of municipal districts and regional departments – without use specialized by GIS to place documents in a binding to the card for the subsequent fast receiving set of the documents existing in this territory.

Receiving a documentation kit, defining:

  • rules of land use,
  • the issued permissions,
  • data on the general plan,
  • etc.,

will help to reduce search time and receiving from ISOGD of information at decision making when rendering the public or municipal services. The lack of need of use specialized by GIS allows to lower significantly qualification requirements to users of a system and ISOGD implementation cost.
