Around DPC Omsk there will be a city

At the beginning of 2016 the second stage of preparation of the master plan – the basic document for project implementation of DPC Omsk was completed. In the territory of 232 hectares (with a possibility of expansion to 400 hectares) it is going to construct DPC, the industrial and logistic park, the administrative business center and a zone of the housing estate on 14 thousand people. Initial investment volume only into construction of DPC will be 12 billion rubles.

The second stage of preparation of the master plan of DPC Omsk and the adjacent territory is complete. Offers on the functional and architectural and planning organization of the territory are formulated; schemes of its zoning, engineering and transport service, typology of residential buildings are developed; calculations of requirements to objects of industrial and social infrastructure are carried out; the main drawing of the projectible territory is prepared.

The area of the object, according to the master plan, is 232 hectares at the initial stages of construction, with potential increase up to 400 hectares at development of the project. All parameters within the master plan are specified with a binding to the real area in the Druzhinsky rural settlement of the Omsk municipal district. The territory of the rural settlement has the sufficient area of the vacant land plots and transport infrastructure provided with the Trans-Siberian railway line and federal Tyumen-Yalutorovsk-Ishim-Omsk Highway. 47 hectares are already owned "The space opened business" – the Omsky DPC management company, – on other sections there are negotiations on sale. The company also considers other platforms near Omsk for the fastest project startup.

Actually the data processing center and the power center will occupy the territory about 10 hectares (the planned quantity of racks in DPC – 2000 pieces); the logistic node will be located on 35 hectares, sections of 10 hectares everyone are taken away under greenhouse facility and technopark with the industrial zone and R&D the sector.

About 100 hectares are intended for formation of a public and business zone, construction of the low residential body and objects of social infrastructure, including educational and medical institutions, the landscape park and sporting venues. Residential and social objects are projected at the rate of population density of the town of 14,000 people.

Accomplishment of architectural concepts of the project will become the next stage of preparation of the master plan. Implementation of the master plan will begin with construction of the building of DPC. The first stage of an object including construction of the building of DPC and start of the first machine hall is planned for 250 racks to start in 2016. Initial investment volume into construction only the DPC will make 12 billion rubles.

Development of the architectural project documentation of the master plan is conducted by Siberian Laboratory of Urbanistics LLC.

The DPC Omsk is going to specialize in informatization of health care

Staff of DPC Omsk studied experience of use of Big Data technologies in foreign medical institutions and in the conditions of technoparks of other countries. This project, according to the CEO of the Center Evgenia Arestova, is included in the strategic plan on development of opportunities of data center. Residents of DPC Omsk will be engaged in development of the corresponding software. At the same time its management intends to attract actively to participation in similar works as the known domestic IT companies, and young startups.

As mobile IT are used in world health care

Use of Big Data technologies in medicine attracts high-quality changes in the level of diagnostics and treatment of patients. Growth of amounts of data and emergence of more powerful analytical tools allow to do forecasts about efficiency of different methods of treatment, based on viewing history of all addresses to the doctor of the specific patient and also on the numerous saved-up materials of another stories of diseases. Besides, these technologies allow to find similar information in real time and to apply it during consultations at this or that specialist and also to resolve issues on registration of patients and even on payment of services of housing and public utilities. All this already with success is implemented in the international practice, but does not belong to Russia where the Big Data market, by estimates of analysts, still is at a formation stage.

The DPC Omsk is going to test technologies to management of power supply and security of localities

The DPC Omsk are also going to develop and test for technologies for management of power supply and security of localities, having created thus the platform for distribution of experiment across all territory of the Russian Federation.

For the first time in Russia started talking about creation of smart city five years ago. As in our country, and the CIS countries there are already "turnkey" examples of implementation of projects of upgrade of the systems of city lighting and management of the enterprises, creations of smart parkings. It is known of implementation in the Russian companies of a management system of SAP. In particular, in retail chain stores of Eldorado, on Severstal metallurgical holding and in the company "Surgutneftegas. But the concept of "the smart city" turned into a cliche for developers: in increasing frequency on maps of the large cities of Russia there are new buildings with the loud name "Smart City" and even "Smart Village" which in practice are only residential districts of the increased improvement.

The current economic crisis and, as a result, lack of means is considered one more reason of decrease in interest in the concept of smart city. Even under the mentioned implemented projects financing of such international organizations as the European Bank for Reconstruction and Development, the Islamic Development Bank, and a number of commercial banks was attracted.

The DPC Omsk is going to develop and implement the software within the concept of smart city in the territory. Today's concept of smart city means management of city life using information technologies. It generally concerns such characteristics of life as mobility, management, economy, the environment. According to the forecast of Nikkei Business publications, investments into infrastructure of the smart cities in the world will make 30-40 trillion dollars within the next 20 years. Now Russia which made initially the decision on construction of own data centers within import substitution policy in IT sphere also is entered in this concept thanks to DPC.

2015: The first stage - the outline sketch

On October 29, 2015 it became known of completion of development of the outline sketch of DPC Omsk. The document prepared from August to October, 2015 group of authors of DC Kvadrat company. The project manager Alexander Martynyuk certified by UPTIME Institute. The outline sketch sets key parameters of further design of a data processing center and considers climatic conditions of the region, a possibility of local material and technical resources, equipment configuration options on producers. The document is approved and accepted by the customer.

After completion of outline design the General designer will be selected and the development stage of the project documentation will begin.

Evgenia Arestova, the CEO "Open business space", noted: "For today we have a complete vision as work of our DPC will be organized. The outline sketch includes the detailed description of all premises, including auxiliary and for administrative activity, the requirement to reservation of systems, options on service providers and equipment manufacturers. It is one of important steps on implementation of our project since the data center is that key object around which the city planned by the principles of "new urbanism" will be created further.


Key parameters

The outline sketch – the first step in project development which considers location, climatic conditions, terms of construction and start in operation of the Data processing center Omsk.

When developing the outline sketch there was a purpose - to receive the maximum flexibility at the most adequate project cost.

In the worked options on construction and engineering solutions of the outline sketch, the pacing factor is considered - the first machine hall should be built by the end of 2016. This parameter became key in decision-making for benefit of the fact that the DPC Omsk is planned to construction as the pre-fabricated building.


Construct

The DPC Omsk is designed as the one-storey building of hangar type of the big area. The floor height will be located at the height of 1.2 - 1.5 m. Adjustments will be made after geodetic researches when the picture on soil and bedding of underground waters clears up.

The outline sketch assumes the standard project with a framework from metal or steel concrete. The final decision will be made after more in-depth study of opportunities local - the Omsk resources, both in terms of cost, and in terms of delivery dates. In the building of hangar type construction of one more building - "a sarcophagus in a sarcophagus" is provided.

For construction of the "internal" building are selected sandwich panel. Such constructive solution is optimal at the cost, opportunities of fast announcement, and that is especially important - practically at once after construction of walls from panels it is possible to start installation of the engineering systems, in difference, for example, from a bricklaying which still should be plastered and colored.

This constructive solution allows to solve a priority problem - by the end of 2016 to offer potential clients of service in lease of racks and machine halls in DPC Omsk.

The outline sketch provides - any machine hall does not concern external walls. They are "in an environment" the special technology premises located on external perimeter. In these special premises all engineering equipment will be placed.

In turn, the machine hall is separated into several premises too. Directly machine hall is in the center in which before an input there will be a platform gateway where the same temperature and pressure, as well as are maintained in the machine hall. Also the area selected under storage of the equipment of the client is provided by the outline sketch.

If the client rents the machine hall completely, at a design when all infrastructure is taken out out of borders of the machine hall, installation of own control system of access since the service of operation does not need pass to the hall for its service is possible. It is model when the service of operation (management company) services DPC, and the client independently services the machine hall. Buildings of this kind are built on average in four months that is dictated by climatic conditions. In Omsk the period from May to September is considered optimal for construction.


Design

Regarding a design the building represents two one-storey "wings" between which three-storeyed office block with premises of nearly 6000 sq.m will be located. Offices are intended for clients and operational services of the Omsky DPC Management company. Clients will be able to place on office space of own employees exercising control of operation of the equipment in machine halls, a security service and other necessary customer services.

One-storey "wings of buildings" are intended: one – for colocation (colocation), another – will be given for "cloud" services. In office part, as envisioned by initiators of the project of DPC Omsk, the point of creation of jobs will be located. help-desk and offices for programmers and other specialists who will be engaged in support of the server hardware and "cloud" services are provided in this zone placement.

Evgenia Arestova told: "Universities of Omsk let out a large number of IT specialists, but they, unfortunately, are forced to leave due to the lack of work in the region. We are going to build the city that people not only could work there, but also live. And the DPC is that key object around which other infrastructure will develop. Will enter it: An IT cluster, a campus, the logistic center, a hi-tech agricultural complex, production, laboratory and office spaces, objects of the residential and social real estate, trade, the entertainment complex, a sports and improving complex, the congress center, hotels, etc. planned by the principles of "new urbanism" according to which environmental friendliness of the operating objects and comfort for the person are on the first place".


Engineering systems

Own cooling system with the minimum quantity of the equipment is developed for the project of DPC Omsk. Already at a stage of the outline sketch it is in sufficient detail worked out. Also it is possible to speak about that, as the factor of minimization of operating costs is considered here. The cooling system of DPC Omsk is a complex of technical solutions of the world practices which appeared within five last years.

All world analogs which are for today use the similar solution which provides the outline sketch of data center in Omsk now. The only difference - in the project all types of cooling will be used, and each of them will work in the temperature moisture conditions.

All engineering systems - fire extinguishing, power supply, a klimatika – are taken out out of borders of machine halls that creates the maximum comfort and security for the client. Only the cold air and electricity come to machine halls – any more there is nothing. At service of such structure the service of operation cannot enter the hall since all engineering systems are outside. Such arrangement of the engineering systems also works for model when the service of operation (management company) services DPC without intervention in working a zone and processes of the client.

Dmitry Butsik, the technical director [Open business space|DPC Omsk]], reported: "We optimize project costs at the expense of construct of the building and terms of its construction. Besides, technical and engineering solutions – everything are based on serially released equipment that excludes difficult configurations and not predicted delivery time. Thus, and regarding engineering solutions the possibility of rise in price of the project and change of terms of commissioning of utilities is initially excluded".

The engineering systems, according to the outline plan, will begin to work at the same time with the building at the expense of what deadlines of commissioning of the first machine hall are also maintained.

Alexander Martynyuk, the technical adviser of the project of DPC Omsk, the chief executive noted DC Kvadrat: "The analysis showed that the climate of Omsk is as good as climate of Finland or Iceland. We will work as only 15% of time in a year at forced cooling. For comparison in Moscow this indicator about 40%. And it means decrease in operating expenses that, eventually, allows to optimize the final cost of services for clients. Formation of final cost for the consumer is influenced also by construct of the building: the pre-fabricated building from sandwich panels and terms of construction – all this allows to say already now that the cost of lease of racks will be very attractive to clients".


Security

According to the outline plan the building of DPC Omsk will be behind barrier 5 meters high over ground level and with burying on 2 meters. On perimeter two check points - the main and reserve, separate fire entrance will be located.

Journey through the check point on the DPC territory – the first boundary of security. In the building 3 more points of identification of the personality are supposed.

Having entered the building, it will be necessary to receive the admission to get to so-called "common area" with negotiation. It is the second boundary.

Further it is necessary to pass one more – the third level of identification to get on one of floors of the office building. If identification is not undergone and there is no admission, then it is necessary to expect in "common area".

And at last, to get to the machine hall either the admission of the high level, or maintenance will be required. It is the fourth boundary of identification.

At each boundary of security of an object the outline sketch supposes use of biometric identification by different parameters.


Networks

Routes of underlay of backbone networks of communication are developed in the outline sketch. In the territory of DPC Omsk 4 entry points of optical fiber are provided that will allow to provide repeated reservation of networks of providers. Data on such networks can be transferred in any volume. For corporate the client provides a possibility of providing "dark" optics.

All communication channels of providers will be brought to the special selected premises from where on the duplicated routes they will be entered directly into machine halls.

Let's note that according to the outline sketch, practically all engineering systems and communications are dubbed. It is made that it was possible to carry out any works and it did not affect operation of the data center and at work of clients in any way.
