The MS SQL Server is used in 132 FSIS from 321 investigated, Oracle Database - in 90 federal systems.

DBMS open source of MySQL (Oracle develops and supported) and Postgres are also very popular - on them 50 and 31 FSIS respectively are constructed.

The most active user of DBMS with the open code is the Ministry of Economic Development - 17 of 31 FSIS of this ministry are constructed on Postgres or MySQL.

Among adherents of Oracle it is possible to select Rosreestr and Federal Treasury. 12 of 15 FSIS of Rosreestr and 4 of 5 - Federal Treasury work at DBMS of this producer.

In the federal systems which operator is the Ministry of Telecom and Mass Communications Microsoft SQL Server DBMS enjoys the greatest popularity - on it 8 of 16 FSIS are constructed. Oracle is used in 6 systems.

Domestic goods as DBMS use Rosgranitsa (1C: The database), State Duma administration and the Ministry of Education and Science (IRBIS64), the Federal agency on legal protection of results of intellectual activity of military, special and dual purpose (Linter of AF), FSSP, Rosaviatsiya, Roshydromet and Federal State Unitary Enterprise Radiochastotny the center (Red the Data Base - fork free Firebird DBMS).

In the system of the automated databanks of dactyloscopic information of the Ministry of Internal Affairs DBMS of own development is used.

In large FSIS (with number of users more than 1000 - all them 114) alignment of forces is similar, but the leading DBMS is the product of Oracle.

"At such indicators it is not necessary to speak about technology independence, - Oleg Bartunov, the CEO of Postgres Professional company considers. - In 2011 there was a trial pancake (unsuccessful) with Scientific Production Enterprise. Then I already said that we need to bring up the personnel that in Russia there is no school of the subd-building that we need to use the international examination of open projects, in particular, of Postgres where the Russian participation is considerable. Now there is the second wave. As far as it will be successful, depends first of all on the state because the main money in the market is state money and the state has the right to define policy here".

According to Bartunov, support of the state - both financial, and political is necessary for competitive DBMS for creation in Russia:

"Many state heads and owners of the companies are quite ready to leave from Oracle, but all hope to overstay. Some even bought licenses beforehand. State companies also do not know how legally to refuse systems on Oracle, money is already paid. Here the state needs to be helped with something like amnesty".

Sane people, Bartunov adds, understand that migration of the working system is equal to the fire, plus nobody can count possible risks. Therefore he recommends to project the new systems on the open source software, in passing gathering new examination (specialists and experience).

"It will give the chance to estimate all risks of migration of a working system (including political). After accounting of all risks it is possible to begin to build sideways a new system, replacement old", - he considers.

Process of import substitution and leaving from the proprietary software, according to the CEO "Postgres Professional", is not the Russian invention, the similar trend is observed also in Europe.
