In July, 2015 the Moscow region government announced new competition at choice of the investor ready for own money to develop an information system in his interests and according to his requirements[1].

Creation of the Uniform information and analytical system of housing and public utilities (EAIS housing and public utilities) of the Moscow region is estimated in not less than 300 million rubles (the investor will have to invest such amount). To it it is going to connect municipalities of the region, resource supplying and management companies.

According to plans of officials, by 2020 EAIS will use up to 500 thousand residents of Moscow area. The investor will acquire the right within 7 years from the moment of creation of a system by different methods to earn from it and thus will try to return the invested money.

Accepted requests for the tender Government of the Moscow Region since August 3, 2015. Rostelecom which was recognized by the winner became its only participant.

The investor will receive from Moscow region officials the copy of the single database containing the register of passports of apartment apartment houses of the Moscow region (except for personal data of individuals which as consider in the government, will not be required to it).

On the basis of this register the operator will have to create a uniform hardware and software system from several subsystems and the public portal which inhabitants of the region will be able to use.

The rights to the system of housing and public utilities will belong to Rostelecom, but only within 7 years. After that it will have to transfer them to the regional government.

Functionality of a system

The minister of information technologies of the Moscow region Maksut Shadayev - the ideologist of public and private partnership during creation of information systems - spring of 2015 described[2] expected opportunities of EIAS housing and public utilities so:

"We should disclose information to our inhabitants: how many it is added how many it is paid, what calculations. And the main thing that it was possible 'fail' in each digit and understands how it formed (the rate is recorded in such agreement, is increased by such number of square meters, etc.). Everything should be transparent. At the same time there has to be an opportunity to compare these digits – conditionally, with adjoining houses, the next municipalities".

"For inhabitants important not only to get access to these data, but also, taking into account a distributed infrastructure in the area, to pay", - he added.

"The investor will have to create a system, to collect data from all resources, management companies, settlement centers, and in a convenient type to make available to our inhabitants. And then – to offer payment service directly in this system", - Shadayev said.

Possible methods and volumes of earnings

For carrying out payment via the portal EIAS housing and public utilities "Rostelekom" will charge the fee. Its starting value with which the Moscow region government begins biddings down makes 1.5%. "So we select the investor by the principle who will give us smaller percent for inhabitants", - Shadayev explained.

Rostelecom will be able to earn also by other methods:

  • send to inhabitants paid SMS with information on charges and debt;

  • sell advertizing on the EIAS housing and public utilities portal;

  • create analytical reports for municipalities, the management and resource supplying companies;

  • take electronic votes of homeowners.

After achievement of revenue by the investor in the amount of 800 million rubles, he will non-paid have to provide services to municipalities.

When and if revenue exceeds 3 billion rubles, the investor is obliged to transfer monthly non-paid into the budget of the Moscow region 50% of in addition received revenue.

The government of the Moscow region will be able to save 300 million rubles, having selected the investor for development of a regional information system of housing and public utilities

Target indicators of a system

Share of local government authorities of the municipalities of the Moscow region performing powers on maintenance and use of housing stock and the non-residential fund connected to an information input subsystem:

  • by January 1, 2016 - 60%

  • by July 1, 2016 - 100%

Share of the resource supplying organizations of the Moscow region connected to an information input subsystem:

  • by January 1, 2016 - 50%

  • by August 1, 2016 - 80%

Share of the management companies of the Moscow region connected to an information input subsystem:

  • by January 1, 2016 - 50%

  • by August 1, 2016 - 80%

The number of the unique users connected and using a system (data for all calendar year):

  • for 2017 - 100,000

  • for 2020 - 500,000

Integration with other systems

According to the tender documentation, EIAS housing and public utilities Moskovskoy of the region should have an opportunity to be integrated from federal GIS of housing and public utilities which is created by the Ministry of Telecom and Mass Communications and Ministry of Construction.

Information from the Federal Information Address System (FIAS) should be integrated into EIAS. Also it will have to interact with RGIS of the Moscow region (regarding providing the space information necessary for display of accounting items) and also with information systems of Federal Tariff Service of Russia, billing systems of the Moscow region and so forth.

Possible participants of tender

Maksut Shadayev said in the spring of 2015 that the project of creation of an information system of housing and public utilities is discussed with two investors. He did not tell their names.

Not the first experience of ChGP

Creation of EIAS housing and public utilities is at least the fourth example when the government of the Moscow region uses the public and private partnership (PPP) for creation of information systems.

Earlier in 2015 by the same principle it was decided to create a system of accounting of school students (also won against Rostelecom, investment volume tender - 57.2 million rubles), to start the uniform Arrow transport[2] (Sberbank, investment volume - 6 billion rubles became the partner) and to organize the system of video fixing of traffic offenses (tender as of August 19 is not complete, the investment volume should be 4.94 billion rubles).

Discontent of market participants

In August, 2015 the developer of service of the school electronic diaries "Elzhur" complained of actions of Moscow area authorities for implementation of a single system of electronic diaries and magazines -[3]. More than 270 Moscow region schools use its services.

The company addressed to Office of the Federal Antimonopoly Service (FAS) in the Moscow region and regional prosecutor's office with a request to check legality of actions of the Moscow region Ministry of Education. According to the CEO of Vebmost Denis Kuznetsov, Rostelecom with assistance of the Ministry of Education violates the antitrust law, the rights of the educational organizations of area and economic entities.

"The above-stated subjects perform actions, forcing schools to refuse the information systems selected by them for accounting of progress and to use the system implemented Rostelecom within the investment agreement", - it was said in the text of the appeal to management of FAS and prosecutor's office of the Moscow region.

The Moscow region Ministry of Education and Science said that the system of Rostelecom fully meets the requirements of the federal legislation regarding providing information on the current progress of pupils.

At the same time "schools can use the electronic journals and diaries which are earlier selected by them, but in this case responsibility for observance of all requirements of the legislation lays down on the management of school", concluded in the ministry.
