2020: Complexes of photovideo fixing of Moscow area will equip with video cameras for fight against vandals

The MVS Group company, the operator of a regional system of fixing of violations of traffic regulations, intends to equip in addition until the end of 2020 more than 1600 road complexes with surveillance cameras. Such step was taken by the enterprise for prevention of cases of vandalism in relation to photovideo fixing complexes.

Cars of mobile complexes of photovideo fixing equip with video recorders of the circular overview, and in a zone of work of stationary the hidden video cameras of high resolution will appear. According to MVS Group, from January to May, 2020 152 cases of vandalism are recorded that is twice more, than for the same period of 2019. At the same time in half of cases assaults on complexes are committed using weapon. In 8% of cases bodily harms are received also by operators of mobile complexes. However in those locations where surveillance cameras in the pilot mode were the day before mounted, it was possible to identify the personality of vandals in more than 90% of cases.

For perfect offense malefactors are threatened by criminal sanction, up to four years of imprisonment, with compensation of damage for the damaged equipment.

2015

In August, 2015 the Ministry of public administration, IT and communication of the Moscow region announced competition at choice of the investor which will invest in infrastructure of control of traffic in exchange for the commission from each penalty paid by drivers. The winner of competition should mount not less than 1055 stationary cameras on roads of the Moscow region and 778 on entries into the cities of Moscow area. Besides, he it has to is necessary to start 150 mobile complexes of video fixing. Cameras will control the movement on a roadside, driving into the oncoming lane, motion speed, journey of intersections and railway crossings. Together with traffic police the ministry selected installation sites of cameras on the most abnormal sections.

As of August, 2015 in the Moscow region 226 stationary complexes which on average fixed per day 20,000 abuses of regulations worked. For the first half of 2015 these cameras brought 560 million rubles in the budget of the Moscow region. According to the minister of public administration, IT and communication of the Moscow region Maksut Shadayev^[1], all project which is expected 12 years, should bring areas more than 50 billion rubles.

The investor will have to invest about 4.94 billion rubles in the project. Budget money will not participate in it. Invested funds will return to the investor from the paid penalties, but from each penalty he will receive a fixed amount – no more than 233 rubles, other money will go to the budget of the Moscow region.

Operation on creation of the special software, installation of the server hardware and the most part of cameras (the equipment will come to the property of the Moscow region) should take no more than a year then a system can use. Data will be transferred to information systems of traffic police, Russian Post and Federal Bailiff Service across the Moscow region. In 11 years the project should pay off, Shadayev calculates.

Choice of the winner

Competing with each other, participants of tender should offer the payment amount from each penalty, the smallest offered amount also will become the main criterion for evaluation of offers. In such model the motivation of the investor directly depends on quality of work of each complex, Maksut Shadayev explained.

Participants became one of structures of AFK "Sistema" – Sitronics-KASU integrator,MVS Group company (together with head Scientifically Manufacturing Enterprise MVS LLC she created a similar system in Krasnodar Krai) and an investment partnership of "MSK-SIP" (consolidation of MSK-integration LLC integrator and Stroy Invest Project company). The winner of competition selected MVS Group.

Complaint FULL FACE

In September, 2015 the Kommersant newspaper wrote that requests "Sitronics-KASU and "MSK-SIM" were eliminated by the tender commission. "MSK-SIP" filed a complaint FULL FACE, considering that the requirements of tender stated by committee on competition policy of the government of Moscow area create "unreasonable advantages" to MVS Group whereas they to other participants "limit possibilities of participation"^[2]
