Good-bye, Oracle-2: The Moscow region passes to PostgreSQL

The Moscow region is going to refuse completely Oracle DBMS in large IT systems of the region in the nearest future, TAdviser in August, 2015 the Moscow region minister of public administration, IT and communication Maksut Shadayev told. Instead of it DBMS with the open code PostgreSQL will be used.

The interdepartmental electronic document management system numbering several tens of thousands of users will become one of the first systems which are going to be transferred to PostgreSQL according to him. A system is constructed based on the Kazan EDMS "Practice". Its participants are both the central state agencies of the Moscow region, and the public and municipal budgetary institutions, the unitary enterprises and also the commercial organizations in which authorized capital there is share of budget funds of the region.

The regional geographic information system of the Moscow region will become one more system with which large-scale migration on PostgreSQL will begin. It contains data on a real estate, land management, about zones with special terms of use, including security zones, a design of a street road network, cartographic and statistical information.

Also within this system information on especially protected areas, town-planning plans, data on solid waste landfills (MSW), the markets, data on health facilities, cultures, educations and so forth gathers.

"We calculate that until the end of this year all our main systems will be transferred to PostgreSQL. It's not true much and not only question of cost efficiency, but also question of political history", - Maksut Shadayev told TAdviser.

He added that migration on open DBMS will be performed according to the plan for transition to use of the domestic software and Internet services of the Russian companies approved by the governor of the Moscow region.

Earlier the minister of a state administration, IT and communication of the Moscow region reported[1] that within the same plan since October, 2015 the regional government is going to block access for staff of regional departments from jobs to cloud services of exchange of documents and messages from the Internet companies and to transfer them to the domestic protected solutions with similar functionality.
