GUO of the mayor's office of Novosibirsk controls subordinated organizations using cloud solutions based on 1C

On May 20, 2016 the 1C-Rarus company announced completion of automation of accounting of financial and economic activity and consolidation of the reporting of municipal authorities of an education system of Novosibirsk. The information system is created on a basis of 1C: Budget Institution Accounting 8 and 1C:Reports 8 PROF and unrolled in own "cloud" of GUO of the mayor's office.

Project Results

A system covered 1200 jobs of GUO of the mayor's office and 507 organizations subordinated to it. Own Data Processing Center (DPC) equipped with necessary server capacities is created. Databases of users are stored only in DPC, without unloading on local workstations of users. Users connect to information bases through the Internet, using web browsers or regime of "thin client". It ensured the necessary system performance and safety of data and also allowed to save considerable funds for upgrade of the computing equipment and support of a system.

Using web services accounting records are exported from 1C: Budget Institution Accounting 8 directly to the 1C:Reports 8 PROF program where it gathers automatically, checked and consolidated. GUO of the mayor's office without additional finance costs or use of third-party software products receives automatically created regulated accounting records. As a result the number of the specialists involved in process of consolidation of the reporting decreased twice. Time for holding a reporting campaign is reduced from several weeks to several days. By estimates 1C-Rarus, economy of working time for accountants of 507 organizations of an education system of Novosibirsk made 15,096 man-hours annually.

During the project integration of 1C: Budget Institution Accounting 8 into the program which is used in municipal treasury and subordinated organizations for formation of payment orders, agreements, budget commitments and also with a billing system - for information exchange about parent payments is executed. It helps to control quickly exchange of payments between all participants of educational process.

Besides, the accounting methodology, uniform for all GUO subordinated organizations, is developed and implemented. Specialists of GUO of the mayor's office received online access to all information bases of organizations of an education system in "cloud" of the organization. It helped to strengthen control of timeliness of entering into the system of data, volume of the processed documents, providing reports and drawing up the summary reporting. Data exchange between GUO of the mayor's office, curators and accountants of organizations accelerated. Intra uniform and interuniform control of indicators of report forms is organized. In general, it led to increase in reliability of the reporting, and now GUO of the mayor's office finds more time for the analysis of key indicators of financial and economic activity of organizations.

The operational centralized updating of a system, set of the regulated reporting and budget classification is in addition organized. On the configured schedule on servers of DPC backup copies of information bases of organizations are regularly created. All updates are executed in off-duty hours and without separation of employees from primary activity. It helped GUO of the mayor's office to save budgetary funds for maintenance of a system.

For maintenance of users of a system in 1C-Rarus company the separate line of consultations is organized, courses on advanced training of accountants of organizations, the seminars devoted to changes in the legislation and innovations in software products are conducted.
