As in the Russian Ministry of Health management accounting works

In central office of the Ministry of Health of the Russian Federation the project of automation of management accounting in the unified information system is implemented.

The project allows to solve the problems connected with separation of the automated processes in structural divisions. Prior to works a system was based on 12 different software platforms that led to information input duplication, violation of integrity of budget processes, to risk of emergence of discrepancies in the same data from different programs and also impossibility to quickly provide to the management summary analytical indicators for the objective analysis and acceptance of management decisions.

The director of the department of account policy and control of the Russian Ministry of Health Nadezhda Borisovna Savolaynen notes: "We had difficulties connected with insufficient information exchange between divisions. Regularly there were situations when it was necessary for receiving and comparison of data to hold meetings with other departments, to request data letters and also to transfer them. For the complete solution of similar problems and creation of a modern system of management accounting and the reporting we initiated the corresponding project".

In central office of the ministry the automated processes of administrative activity are transferred to a single platform in DPC, in particular, distribution and finishing budget granted to subordinated network, subsidies to subordinated organizations and also interbudget transfers. IT support of all stages of budget procedures, including comprehensive control of observance of regulations of purchases — from planning before execution is provided. In the created common information space duplication of input is excluded and data processing time is reduced, it is used on a centralized basis - the managed array of NSI.

As the Director of the department of information technologies and communication of the Russian Ministry of Health Boyko Elena Lvovna emphasizes, "the most important — uniform data source for acceptance of management decisions is created. A problem of the current stage of the project — transformation of these data in information suitable for use by the management of departments and departments in the daily activity".

The subsystems of collecting and the analysis of indicators of work of divisions of central office and subordinated organizations allowing to control quality of internal budget processes and procedures are created.
