In September, 2010. The Federal State Statistics Service (Rosstat) announced results of an open competition on execution of works within the complex project on development, implementation and maintenance of an automated system for preparation, carrying out, processing of materials and receiving results of the All-Russian population census of 2010. (AS of VPN-2010).

According to the protocol, only one company – Croc Inc. which bid was recognized documentation conforming to requirements became interested in biddings. The price offer Croc made 34.95 million rubles. For comparison, the initial cost of the government contract specified by the customer was 34.97 million rubles.

As other applications for participation in biddings before the termination of term of their giving were not submitted, tender was recognized cancelled, and the draft of the government contract, according to Paragraph 5 of Article 27 of the federal law of 7/21/2005 No. 94-FZ "About placing orders for the supply of goods, works and services for state and municipal needs", is transferred to the only participant of the tender – Croc.

The purpose of execution of works within the government contract is timely preparation for the automated processing of materials VPN-2010, carrying out at the federal level of the automated processing of materials VPN-2010 and receiving reliable results of VPN-2010 in the terms set by the Government of the Russian Federation.
