"The judicial department of the Russian Federation" replaced the supplier of VKS

On September 30, 2015 the Avaya company announced project completion on implementation of telecommunication solutions in courts of law of Judicial department at the Supreme Court of the Russian Federation.

Project Tasks

The Russian judicial system is provided to nearly 3 thousand by courts, including regional, regional and district courts where more than 120 thousand work human. The judicial department at the Supreme Court of the Russian Federation is responsible for providing courts with necessary resources. The state automated system "Justice" (Justice state automated system) is information communications system with which all judges and employees of offices of courts of law work.

Avaya proposed the technical solutions conforming to all requirements of the customer. During the project Avaya Aura Communication manager, Avaya Aura System manager, Avaya Aura Session manager and Avaya Aura Application Enablement Services are implemented.

The Iterion company was engaged in the implementing solutions Avaya.

Project Progress

Project implementation took place in several stages. At first the departmental telephone network was built for what from 2005 to 2006 executed a pilot project on automation objects of Justice state automated system located in the territory of St. Petersburg and the Bryansk region and then, since 2012 mass replication of the tested technical solutions on other subjects of the Russian Federation was made.

As the main solution for functioning of VTS the technology of voice transmission over the IP protocol is selected. The IP telephony is implemented on topology "star". IP phones and subscriber carrying out set in regional and district courts, district warships, in managements of Judicial department and garrison military courts are registered on federal and regional cores of VTS. The federal core also serves for integration of regional cores into uniform VTS. For voice transmission and the fax in courts and organizations of FPS VoIP-gateways of different producers (about 3500 units) are in addition used. Respectively, on a reserve federal core are got and subscriber records for integration of analog devices by means of VoIP-gateways in VTS Justice state automated system are used.

Project Results

Within the project the single telephone network of courts and structures of Judicial department at Russian Armed Forces for processing and voice transmission and the fax is created. Operative telephone communication between objects of Justice state automated system of different levels is provided.

The technology from Avaya allowed to solve all problems facing the customer at the beginning of upgrade. Change of supplier of the equipment

On May 11, 2017 it became known of change of supplier of a batch of VIDEOCONFERENCING technology for the Russian courts. It is not Iterion company, but "The center of speech technologies". Equipment manufacturers will not change, possibly.

Justice state automated system sets of a video conferencing (VIDEOCONFERENCING) in 2017 the St. Petersburg integrator "Center of Speech Technologies" should execute retrofitting of a judicial IT system of Russia. The customer of works — Information and analytical center of support of Justice state automated system — summed up the tender results in April, 2017 according to the results of which the request of this organization became only. She is recognized by the winner of a cancelled auction without decrease in the starting price of lot of 578.1 million^[1].

In 2014, 2015 and 2016 the Iterion company won tenders. In two last procedures the victory was uncontested — applicants for contracts were not.

In 2014 at the starting maximum price of the contract of 471 million rubles, Iterion won with the offer in 468.6 million rubles. The rival of the company — offered Orbit Service LLC the same amount, but assigned to the request the second number.

In 2015 in the tender with the starting cost of 405.4 million rubles the agreement was signed with the only applicant — Iterion, without decrease in the amount.

In June, 2016 the tender is won back with the starting price of contract of 635.4 million rubles. The only applicant - Iterion. The contract is signed without lowering of the starting price.

"The center of speech technologies" did not take part in thematic tenders for delivery of VKS for courts earlier.

The nomenclature of delivery supports 1218 sets of VKS of five types. These types include a different type and quantitative structure VKS terminals, LCD TVs, multi-function printers (printer/ scanner/copier / fax / phone), the gateways VoIP, supply line filters uninterruptible power supply units, IP phones, power supply adapters and also routers, vandal proof handsets, columns, speakerphones, the document, cameras, recording devices of sessions and so forth.
