The All-Russian Union of Public Associations "Olympic Committee of Russia" is a public association - a union of legal entities - public associations of a physical culture and sports orientation (September 2015).

The Russian Olympic Committee leads the Olympic movement in the country, holds the largest Olympic official events and represents the Russian Federation in the international arena: in relations with the International Olympic Committee, international sports federations and national Olympic committees of the countries of the world. The ROC also finances all-Russian sports federations. In accordance with the state policy of the Russian Federation in the field of physical education and sports and the IOC Charter, the ROC annually implements a number of national projects and programs related to the development of mass, youth and amateur sports.

History

1989: Establishment of a company

Union of Public Associations. It was formed on December 1, 1989 by the decision of the Constituent Congress as an independent public organization, which has been called the All-Russian Olympic Committee since its inception. On August 13, 1992, the All-Russian Olympic Committee was renamed the Russian Olympic Committee (ROC). Received full and final recognition of the International Olympic Committee at its 101st session in September 1992.

According to the Charter of the ROC, its goals are to fully develop and protect the Olympic movement in the country in accordance with the Olympic Charter; promotion of Olympic education, physical and spiritual education of Russian citizens by means of physical culture and sports; promoting the development of mass sports and sports of the highest achievements in all regions of Russia; strengthening positions and increasing the prestige of Russian sports in the international arena.

The tasks of the ROC are to promote the fundamental principles of Olympism among the population of Russia; disseminating knowledge about Olympism, the Olympic movement and OI in educational institutions; promoting the establishment of institutions aimed at the development of Olympic education; support for Olympic academies, Olympic museums and cultural programmes related to the Olympic movement; promotion of mass sports, folk games and national sports; realization of cultural and educational potential of sports and related moral, aesthetic and other humanistic values; implementation of activities under the Olympic Solidarity programme for ROC members; Promotion of physical education and sports among persons with disabilities; creation of conditions for close contacts and mutual enrichment of sports and spiritual culture; promotion of the ideals and principles of honour and nobility in sports and in life; implementation of measures to ensure the preparation and successful performance of the Russian national teams at the Olympic Games; protecting the interests of athletes, coaches, sports judges, veterans of physical education and sports; creation and support of foundations and charitable organizations in favor of mass sports and sports of the highest achievements; Organization of scientific and practical conferences, meetings and seminars on all matters of ROC interest; combating the use of doping and other negative phenomena in sports; annual celebration of the All-Russian Olympic Day; Active participation in environmental protection.

Members of the ROC may be legal entities recognized by him - public associations of citizens and organizations that share concern for the development of the Olympic movement, support him and recognize the Charter of the ROC (collective members) and individuals (individual members).

2003

As of July 1, 2003, 33 All-Russian federations in summer Olympic sports, 12 in winter Olympic sports, 7 All-Russian all-sports federations, 20 All-Russian federations in non-Olympic sports, 12 regional Olympic academies, 14 All-Russian sports associations and organizations were legal entities.

Members of the ROC - individuals are members of the IOC - citizens of Russia (3 people. - V. G. Smirnov, S. A. Tarpishchev, A. V. Popov); elected leaders of the ROC - the president, first vice presidents, vice presidents, general secretary, deputy general secretary, members of the Executive Committee of the ROC, chairman of the control and audit commission of the ROC before the expiration of their elected position (67 people); a number of Russian citizens, contributing to the successful activities of the ROC, making a significant contribution to the Olympic movement in the country, Olympic athletes (7 people); representatives of federal public authorities of physical culture and sport, health care, education, science, Olimpiyskaya Panorama magazine, research, experimental and design and design Institutes of Technology of physical culture and sport of federal importance (7 people); representatives of state bodies of physical culture and sports management of the constituent entities of the Russian Federation (89 people).

In accordance with the Charter, the governing bodies of the ROC are the Olympic Assembly (the highest body), the Executive Committee of the ROC, the bureau of the Executive Committee of the ROC, which exercises the rights and obligations of a legal entity on behalf of the ROC and is its permanent governing body.

To carry out the current organizational, executive and financial and economic activities, the ROC has a working apparatus. Leading functional divisions of ROC: management of elite sport and on communications with federations, management on work with territorial and sports associations, management of the Olympic education, management on communications with non-olympic federations and public associations, management of economic policy and finance, management on information policy, legal department, the press service, management of promotion, management of international relations, the working group on coordination of preparation for OI. In accordance with rule 31 of the Olympic Charter, the ROC has the exclusive right to form an Olympic team and represent the country at the Olympic Games.

Since 1994, athletes of the Russian Federation have been performing at the Olympic Games as an independent team. At the XVII Olympic Winter Games 1994 in Lillehammer (Norway), Russian athletes won 11 evils., 8 silver., 4 bronze. medals, ahead of the number of evils. the rest of the team medals. At the Games of the XXVI Olympics 1996 in Atlanta (USA ), Russian athletes won 26 evils., 21 silver., 16 bronze. awards, losing only to US athletes. At the XVIII Olympic Winter Games 2002 in Salt Lake City (USA), Russian athletes won 6 evils., 6 silver., 4 bronze. medals, losing to athletes from Germany, Norway and the USA.

Since the creation of the All-Russian Olympic Committee, its chairman was V. A. Vasin. Since March 6, 1992, V. G. Smirnov was the president of the VOK, and then the ROC. On July 18, 2001, L.V. Tyagachev was elected president of the ROC, V.G. Smirnov was elected honorary president of the ROC; the first vice presidents were elected G.P. Aleshin, V.A. Vasin, V.V. Kuzin, vice presidents - A.A. 22.12.2005 The next reporting and election Olympic meeting of the ROC was held, at which L.V. Tyagachev was again re-elected president of the ROC. V. A. 2006

C 1.01.2006 according to the new version of the Charter of the ROC, registered with the Ministry of Justice of the Russian Federation, the full name of the ROC has changed - "All-Russian Union of Sports and Sports Associations' Olympic Committee of Russia '."

2015

The total number of participants in the All-Russian Olympic Day in 2015 amounted to about 2.4 million people, Winter Sports Day attracted more than 1 million participants. The traditional projects of the ROC "Olympic Patrol" and "Olympic Changes" brought together hundreds of thousands of children and adults in various regions of the country, more than 150 Olympic champions and prize-winners took part in these events.
