Radio frequency center of the CFD Auditor ordered software development from the Nizhny Novgorod company

On October 2, 2015 it became known of the choice of the contractor for creation of the IC "Auditor" according to the technical project of the Radio-frequency center of Central Federal District (Federal State Unitary Enterprise Radio Frequency Centre of the CFD) (jurisdictional enterprise of Roskomnadzor) - the Nizhny Novgorod company "MFI Soft". The development price - 84.2 million rub^[1].

Project Tasks

Control execution by telecom operators of requirements for access restriction to at fault to the websites the authorized staff of Roskomnadzor in the manual mode, using the software product which is independently developed by the staff of department executes. For ensuring effective control the customer needs creation of a single automated system of monitoring. A system will have to provide control of fulfillment of requirements on access restriction by all operators, to allow to organize the centralized collecting and information analysis, to create documents which can be used as confirmation of non-compliance with requirements of the legislation by the specific operator.

Preparation of the project

According to information on the portal of state procurements, the MFI Soft company will execute development and delivery for the Radio-frequency center of Central Federal District (Federal State Unitary Enterprise Radio Frequency Centre of the CFD) of a control system over observance by telecom operators of requirements for blocking of the websites with information prohibited by the law.

Information relating to a child pornography, drugs, promotion of a suicide and extremism means.

The customer appropriated to future system the name "Auditor". It should be integrated into the uniform IC of Roskomnadzor. The starting price of the contract was announced at the level of 100.4 million. The organizations acted as applicants:

• Wellink LLC with the offer to perform works for 83.7 million,
• I-Teco Ltd - said 138.5 million,
• MFI Soft LLC — 84.2 million.

The request Wellink was rejected by the commission - the amount other than the basic offer appeared in one of annexes to it. It did not allow the customer to treat price conditions of a future delivery unambiguously.

The request of I-Teco was also rejected because of explicit exceeding of the greatest possible price of the contract.

As a result, system provider of control over operators selected MFI Soft.

According to the tender documentation, in the project of creation of Auditor an automation object is process of monitoring of network of the telecom operator of availability to subscribers of those resources who are included in the unified register of the prohibited websites created by Roskomnadzor.

Within performance of the contract MFI Soft will have to give to the customer the equipment for creation of Auditor and to grant the non-exclusive rights to special to software, created for a server part of a system and the automated jobs.

At the initial stage on lines of the main telecom operators it is necessary to install 700 control probes, but the contract provides delivery to 10 thousand monitoring devices.

Earlier Alexander Zharov, the head of Roskomnadzor, explained the principle of operation of the probe: "He as the normal user, but quicker than the ordinary user, sends a large number of requests according to all list of the prohibited resources and by the number of answers is capable to tell the inspector of Roskomnadzor whether the website is blocked".

All deliveries and works should be finished till June 1, 2016.
