Why the Ministry of Education and Science was required a monitoring system of employment of graduates of the Russian universities

On October 12, 2015 the IBS company announced the participation as the contractor in the project of creation of a monitoring system of employment of graduates of the Russian universities by request of the Ministry of Education and Science of the Russian Federation.

Project Tasks

In 2013 the Interdepartmental commission on carrying out monitoring of activity of universities addressed Committee of RUIE on professional training and professional qualifications with the offer to work the procedure of monitoring. Experts of RUIE offered the concept for such analysis: developers suggested to correlate data on each graduate to data on employment and the salary level of each resident of Russia from a federal information system.

For its implementation in 2014 of the Ministry of Education and Science started the project which contractor selects IBS company.

Project Progress

Within the project of IBS company it was necessary to solve together with the staff of the Ministry of Education and Science organizational and technology questions of collecting and information analysis from the departmental systems for obtaining statistics.

At this stage of the project the analysis of employment of graduates of 2013 was carried out. By IBS development of project solutions on the organization of obtaining necessary information from departmental information systems with ensuring personal data protection of graduates then information services for collecting, processings and formations, data views on employment are designed and created carried out.

The IBS company developed the solutions necessary for support of processes of collecting and data analysis:

• departmental circuit of the Ministry of Education and Science (services of verification of data, formations of packets and also processings of the received answer)
• external circuit (the Internet portal, service of providing statistics about employment).

Approbation of the created information services when forming packets with the information about graduates for data retrieval about employment in departmental information systems is carried out. At a final stage processing and the analysis of data retrieveds is carried out. The generalized statistics is available on the Internet on specially created portal.

The technique of monitoring is unique for Russia as the complete sample of graduates for obtaining information on employment and the salaries from the departmental systems is used.

One of difficult tasks during preparation and carrying out monitoring of employment in 2015 - the organization of interdepartmental interaction between Rosobrnadzor maintaining the federal document register about education, the Ministry of Education and Science and RPF. Agreement signature about information exchange – necessary base of successful carrying out monitoring of employment of university graduates became result of negotiations.

Project Results

In 2015 the Ministry of Education and Science, Rosobrnadzor and RPF organized collecting, processing and the analysis of data bulks about graduates. During monitoring these 1 million 200 thousand graduates of 2013 who completed training in more than 600 directions of preparation and specialties are processed.

Projects of similar level are implemented in several North European countries (Denmark, Finland, Sweden and Norway) and also in two South American (Chile and Colombia). Uniqueness of the Russian project, according to initiators - scale: the number of graduates of 2013 of the Russian universities on whom monitoring was carried out made about 24% of all population of Norway.
