Rostelecom (Oracle Hyperion Financial Management (Oracle HFM))

Rostelecom during electronic tender selected the contractor for rendering implementation services of a system of the consolidated statements based on Oracle Hyperion. The starting price of the contract was 39.573 million rubles. The Lanit company which suggested to execute the project for 35.848 million rubles was recognized the winner.

In addition to Lanita FORS group companies, AT Consulting and NVision Group took part in tender. Applications for tender were also submitted Borlas, Asteros and Philosophy.IT, however, they were rejected.

Description of a system

The purpose of creation of a system is requirement of Rostelecom for the information analytical system covering both directly parent company, and all its subsidiaries and intended for the solution of the following tasks:

• Automation of process of formation of the consolidated statements according to the International Financial Reporting Standards (IFRS);
• Collecting and data validation for transfer to the system of formation of the management reporting.

A system should provide data loading in a month of not less than 50 million postings on all branches. Also the possibility of parallel loading on several branches should be provided (from 1 to 200 branches at the same time). At the same time not less than 500 users are required to provide a possibility of simultaneous operation.

In addition the customer needs presence of the client for mobile devices (tablet PCs) with operating systems iOS, Android, Windows Mobile/Phone with preserving of basic functionality of a system.

According to documentation to the project the following products Oracle Hyperion are required:

• Oracle Hyperion Financial Management - 120 licenses
• Hyperion Financial Data Quality Management, Enterprise Edition – 25 лицензий
• Hyperion Financial Data Quality Management, Enterprise Edition Adapter for Financial Management - 25 лицензий
• Hyperion Financial Data Quality Management, Enterprise Edition Adapter Suite - 25 лицензий

Project Steps

The project should include the next stages:

• Inspections and amendments of requirements
• Design and development
• Setup of a prototype
• Testing
• Elimination of defects and completion on the specified requirements according to the results of testing
• Acceptance testing
• Training
• Trial operation
• Commercial operation (comes to the end after successful consolidation and closing of the accounting period on complete organizational (all branches and DZO) and the functional volume (all functionality stated in this document))

Within the first 3 months of commercial operation of a system by the contractor patronage of users (consultation and the help in work) should be performed.

Start terms

The period January, 2016 at a complete functional and organizational scale of the project (in the organizational plan the number of the consolidation companies / branches will be on 1/1/2016 about 150-200), including taking into account migration of balance for the beginning of year should be the first accounting period of a system.

Full-function readiness of a system (including integration interfaces) should be provided by 4/10/2016 (transfer of a system on acceptance tests – not later 3/10/2016).
