Entrusted Sapelnikov's team digitization of cartographic base of Rosreestr. Money for it is selected from the program of creation of the domestic GLONASS navigation system calculated till 2013^[1].

9/10/2010 it became known that a half of contracts more than on 1.19 billion rubles within 8 tenders on creation of digital navigation charts of Russia will be received by JSC RTI of a System. Results of tenders are published on the website of placement of state orders zakupki.gov.ru. Four of them — on creation of maps of the Central, Volga region, Ural districts and the North of the Far East — the RTI of a System concern won. According to the deputy administrator of Rosreestr Sergey Sapelnikov, the requests "RTI of a System" are recognized the most corresponding to conditions of tenders.

And as the representative of concern Irina Shanina, "cartography - rather new business for "RTI of Systems" recognized. According to her, the company intends to attract to the project of contractors and already approved it with the state customer^[1].

JSC Concern Radiotekhnicheskiye i informatsionnye sistemy is 100% subsidiary of AFK "Sistema", and the president of JSC Sitronics Sergey Aslanyan is included into Board of Directors of concern. Before arrival to Rosreestr Sapelnikov headed one of divisions of Sitronics and worked under the leadership of Aslanyan: "And then Sapelnikov became one of directors of Kvazar who joined Sitronics. "It was work for fun, as in Google", - he says. But fun, according to him, ended at the end of 2007 when Sergey Aslanyan became the president of Sitronics"^[1].

Charges of Accounts Chamber

In June, 2013 it became known that the Accounts Chamber together with FSB finished check of creation of a system of the cadastral registration in Federal Service for State Registration, Cartography and Cadastre (Rosreestr). Actions were initiated by the Ministry of Economic Development. The Accounts Chamber considered results of check on the board under the leadership of the chairman of department Sergey Stepashin.

Auditors decided that any of stated purposes and more than a half of 42.3 billion rubles selected for a system is completely not reached are spent with violations of the law.

According to Accounts Chamber, 2.5 billion rubles were the share of inappropriate expenses, 5.8 more billion rubles are inefficiently spent, without legal basis 5.1 billion rubles are spent, ineffectual expenses made 8.2 billion rubles, results of works on 0.5 billion rubles are not documented. At last, checking recognized unreasonable expenses of 1.7 billion rubles on reconstruction of the building of central office of Rosreestr in Chistoprudnom Boulevard.

The general output of auditors about the system of the state cadastral registration of a real estate in all territory of Russia is that it is not created. As there was no implementation of automated information system of the State Immovable Property Cadastre (AIS GKN) also.

"The main violations were revealed in information technology field: as at order placement on execution of works in this sphere, and at adoption of results of works on all signed contracts, said in the conclusion of Accounts Chamber. - All works in this sphere were accepted by the deputy manager of Rosreestr Sergey Sapelnikov. The representative of Investigative Committee who was present at a meeting of board confirms existence in materials of check of signs of the corpora delicti provided by the criminal code"^[2].

Suggested to direct check materials to FSB to the President, the board of Accounts Chamber supported this offer. Besides, the board decided to direct submissions to the Ministry of Economic Development and Rosreestr, the information letter to the Government and also check materials to Presidential Control Directorate and Investigative Committee.

Also auditors supported the offer of Control management on continuation of joint check in the field of cartography. The report on results of check will be sent to members of the State Duma and Federation Council.

Outputs of Accounts Chamber disperse from opinion of the Ministry of Telecom and Mass Communications. At the beginning of 2013 the minister Nikolai Nikiforov at a meeting with the Prime Minister Dmitry Medvedev said that 64% of the requests passing through the system of interdepartmental electronic interaction (SIEI) are data of Rosreestr: "The role of this organization in information flows which are in authorities today is so big".

Departure from Russia and dismissal from Rosreestr

On September 30, 2013 it became known that Sergey Sapelnikov crossed border of Russia by the machine of the acquaintance near the Bryansk region earlier, left to Belarus, and then to Ukraine. According to one of interlocutors, he is in the USA^[3].

At the end of September, 2013 Rosreestr announced that Sergey Sapelnikov who was earlier responsible for the IT directions, geodesies and cartography is dismissed by the order of the Ministry of Economic Development of 9/26/2013 from a post on the basis of representation of the head of department in connection with the termination of admission to the data making a state secret.

Since August, 2013 the Ministry of Economic Development carried out service check concerning Sapelnikov on the circumstances revealed as a result of check by Accounts Chamber of activities of Rosreestr for execution of actions of the state target programs in 2006‒2012, says department.

Check of Accounts Chamber about which there is a speech revealed that during creation of the inventory of the real estate Rosreestr allowed violations a half of the spent 42.3 billion rubles, and the system of the state cadastral registration was not created.

Rosreestr issued the message about Sapelnikov's dismissal shortly after in a number of media messages that the former IT head of department who had access to a state secret unexpectedly left Russia without the permission of intelligence agencies which is required on that appeared.

Rosreestr notes that earlier Sergey Sapelnikov was allowed to the data which are the state secret in the 2nd form of privacy. According to department, from July 1 to September 26, 2013 the materials and documents which are the state secret were not at its disposal, and since September 2 Sapelnikov was on the sick-list and did not fulfill service duties.

"Sergey Sapelnikov's dismissal will not affect activities of Rosreestr for project implementation of development of information systems, electronic services, geodesy and cartography. Since July these directions are supervised by deputies of Rosreestr Vadim Andropov and Natalya Filippova", said in the statement of Rosreestr.

Department adds that at the time of Sapelnikov's dismissal Rosreestr implements the program for elimination of the violations revealed during check of Accounts Chamber.
