Russian Post will render state services on the leased system of IT

Russian Post carried out purchase of access to the ready online service of rendering state services (AIS GU) unrolled at capacities of the contractor and to a system for training of the employees in work with it. The IT Departmental Systems company - its only participant became the winner of the tender.

The starting price of the announced purchase was 127.5 million rubles^[1]. Mail expects on two years to receive for this money in the order the service filled with functionality for rendering services and also its technical and consulting support.

"Mail" can render state services in regions in agreements with the multifunction centers (MFC). They have the right to attract to themselves in the help the contract organizations having the developed branch networks (in the territory of not less than 50 percent of the municipal entities which are a part of the subject of the Russian Federation), secure channels of communication and IT infrastructure.

"Proceeding from these requirements, Russian Post as the attracted organization has absolute advantage in the majority of regions", - told TAdviser in the press service of the enterprise.

Since 2014 Mail in the pilot mode renders state services in five regions — Kaluga, Moscow, Tyumen and Yaroslavl areas and also in the Udmurt Republic.

The information system, access to which is bought by Mail, according to her representative, "is the necessary tool for high-quality execution of terms of the contract" with MFC.

At determination of the starting price Mail was based on estimates of the companies"Corus Consulting", "Evolenta" and "Laboratory of Free Solutions".

In 2015 for rendering state services the enterprise expects to open 342 windows, in 2016 and 2017 still on 654, follows from technical specifications. At the same time, performance of the AIS GU should ensure simultaneous operation not less than 20 thousand users, said in terms of reference.

Russian Post will render state services through a cloud information system

By the time of the beginning of works on implementation in regional branches "Pochty" a system should be filled with services from the list of MFC (according to government decree No. 797 of 9/27/2011^[2]).

This list includes services of Rosreestr (registration of the rights to the real estate, etc.), FMS (documents acceptance for registration in the place of stay and for obtaining the passport), the Ministry of Internal Affairs (providing data on traffic offenses) and some other departments.

Requirements to a system assume that it should support a possibility of loading not less than 300 thousand state services and maintaining not less than 1 million at the same time loaded affairs.

Service should be integrated with the main systems entering infrastructure of the electronic government – EPGU, SMEV, ESIA, GIS GMP and also should support authentication of users using UEC. The interface should be "simple" and "friendly".

Staff of Mail will pack the documents provided by citizens for receiving state services into special containers and to send couriers to MFC, follows from standard regulations of the interaction attached to terms of reference. If documents are lost, Mail will suggest to issue duplicates at own expense.
