November 3, 2015. The Parus corporation reported[1] about creation of the centralized control system of personnel resources in the Ministry of Health of the Saratov region in which all 157 subordinated medical institutions work [2]. About 1000 users participate in process of conducting personnel records and filling of regional and federal registers of health workers.

Project Progress
The project of automation is implemented by regional department "Parus and MIAC Saratovskoy Corporations of the region within the regional Program of upgrade of health care. Its main objective — creation of the tool for full-fledged management of personnel resources of the industry as the factor in many respects defining quality of rendering medical services to the population.
The single system contains information on personnel resources of all subordinated organizations. In full the facts of acceptance, dismissal, transfer of medics, data on training, advanced training, certification, other personal information are reflected, staff lists, accounting of awards and encouragement, holidays, sick leave notes are kept, control of the basis and terms of personal employee benefits is exercised. Users work in a protect mode with observance of requirements of law No. 152-FZ of 7/27/2006 "About personal data".
Result
In a project deliverable information processing terms were considerably reduced, the quality and completeness of data and, as a result, accuracy and efficiency of obtaining results of monitoring and the analysis of all personnel base of health care of the region increased. Maintaining "The regional register of health workers" and timely periodic unloading of data in the federal register with their preliminary check is provided.
The first deputy director comments on MIAC of the Saratov region Sergey Bobyliov: "The current stage was preceded by serious organizational work with the purpose to train the staff of HR departments to work with a system, using all its functionality, for example, to create analytical reports by the indicators necessary for the regional Ministry of Health. The management of the ministry obtains analytical information on a status of personnel potential of the industry of health care of the Saratov region on the basis of data of primary accounting, but not reports of medical institutions that promotes increase in accuracy of the data and justification of the made management decisions".
