The system of electronic archive of administration of Krasnodar is upgraded

November 10, 2015. ELAR corporation announced rendering a range of services on upgrade of the system of electronic archive (SEA) and digitization of the most demanded documents of archives department of administration of Krasnodar.

Project Progress

Works were carried out within 4 months directly in the territory of archives department of administration of Krasnodar using the park of the scanning equipment of different types: high-speed line, large-format and planetary scanners. On the basis of the digitized affairs by specialists of ELAR the information resource which is loaded into electronic storage of administration was created.

During upgrade in SEA a number of new features, in particular, a possibility of creation of a personal account of the user, preserving of templates of search queries, sortings of search results of inventories, affairs and documents according to the archive cipher, the name or registration date was also implemented.

Result

Upgrade of SEA became a part of the municipal departmental target program "Electronic Krasnodar" for 2015 which main task consists in increase in efficiency of use of information and communication technologies by state organizations and local government authorities for interaction with citizens and the organizations by means of electronic services.

Within the project about 3.5 thousand cases or 830 thousand sheets of paper documents among which there are resolutions and orders of the mayor of Krasnodar, heads of districts and rural administrations were transferred to an electronic form.

The project allowed to automate processes of storage, processing, search and providing information and, as a result, to increase efficiency of activities of division for execution of requests of citizens and the organizations, representatives of the company integrator reported TAdviser.

"In archives department of administration of Krasnodar documents more than 2,600 funds, a total quantity of the affairs stored in them - 52 thousand are placed. Recently the number of appeals of authorities, organizations and citizens to archive considerably grew. The most frequent of them are connected with confirmation of the property rights to the earth and the real estate (about 85%) and with confirmation of a working life or pension (about 10-15%). In a week more than 250 similar requests come to our department, - Elena Viktorovna Kovalenko, the chief of municipal archive comments on Krasnodar. – Earlier all specialists of archives department and often to the detriment of other archive works, including research activity were involved in accomplishment of such number of requests. As a result of upgrade of digital archive it was succeeded to solve relevant problems of optimization of storage of electronic documents and online access to them, to provide end-to-end document retrieval in all funds and for all years and, the main thing, to increase the speed of preparation of replies to the requests approximately by 10 times".
"We began cooperation with city administration of Krasnodar in 2013 when implemented in archives department electronic storage on the platform of ELAR SAPERION. During creation of a common information space for processing and document storage specialists of corporation scanned more than 160 thousand pages of originals from the funds concerning the property rights to the earth and real estate. At the moment 5.5 thousand cases are loaded into SEA, - Dmitry Pantyukhin, the manager of projects of ELAR tells. - SEA allowed archives department of administration to minimize number of addressing primary sources, having replaced them with electronic copies and also to considerably reduce risk of non-execution of requests of citizens and the organizations at the scheduled time".
