Appointment of Rostec as the only contractor

On November 24, 2015 in the Ministry of Telecom and Mass Communications announced appointment of Rostec state corporation as the only contractor on development of the system project "Development of Communication and Information Technologies for the purpose of Implementation of Actions for Preparation and Carrying Out in the Russian Federation the FIFA World Cup of FIFA of 2018 and the Cup of Confederations of FIFA of 2017".

Contract amount was 239 million rubles^[1]. Completion date - till March 31, 2016.

In Rostec said that within the project will estimate the existing resources of telecom operators which can be used for creation of uniform information and telecommunication infrastructure, and will analyze the needs for its development. Financial assessment of total amount of the costs necessary for providing with information and telecommunication infrastructure actions for preparation and carrying out in the Russian Federation of the FIFA World Cup of FIFA of 2018 and the Cup of confederations of FIFA of 2017 will become result of works. Then the list of operators who can render required services will be made.

Direct authors of the system project

The National Center of Informatization (NCI) belonging to it became subcontractor of Rostec. In the company the specialized department which integrated experts in plot areas of IT and telecommunication infrastructure for sporting venues - architects, analysts, engineers and technical leads was created.

The NCI, in turn, attracted to the project some more the companies. In particular, federal state unitary enterprise Scientific Research Institute Voskhod subordinated to the Ministry of Telecom and Mass Communications signed contracts with NCI for writing of different sections of the system project for the amount about 50 million rubles, Step Logic - on 17 million, Atos - on 12 million, I-Teco - on 9.6 million, "MS-Spetstelekom" - on 8.95 million, Reys-Communication - on 5.9 million, Ogrim - on 4.5 million.

Total amount of contracts with subcontractors - about 110 million rubles.

"Voskhod" carries out the choice and calculation of software and the hardware for an automated workplace, the choice and the description of solutions for computing infrastructure (DPC), prepares requirements to service^[2].

Step Logic is responsible for preparation of the section devoted to the organization of services of fixed connection and also for uniform specifications for the technology systems and communication systems, I-Teco - for the section on mobile communication, Ogrim - for the section on delivery of a telesignal and remote transfer, "MS-Spetstelekom" - for the section on a digital radio communication of Tetra, Reys-Communication - for the section by satellite communication.

The only foreign developer of the system project - Atos (won in the tender of NCI through the Russian subsidiary company) - is engaged in preparation of the general plan of the development (deployments, as is specified in terms of reference) technology and telecom infrastructure detailed to the level of control points with indication of responsible and terms^[3]and also the analysis of the international experience^[1].

Project implementation of scale of the FIFA World Cup which will pass in Russia in 2018 requires attraction of huge resources both at the level of design, and at their implementation. And their success entirely depends on professionalism, both contractors, and coordinators, - told TAdviser in NCI. - Yes, we have very strong and experienced team, our employees have experience in preparation and holding Winter Olympic Games 2010 in Vancouver, Universiades-2013 in Kazan, the Olympic Games-2014 in Sochi and the European games-2015 in Baku. Nevertheless, any company of the country only is by own efforts not able to implement projects of scale FIFA 2018. Therefore by preparation of the system project we involve the best domestic specialists

At job sharing on subcontract organizations in NCI were guided, "first of all, the principle of the highest competence, doing it in full accordance with the Russian legislation, on the basis of open competitive procedures".

Part of works for which the Atos company was attracted in NCI is called insignificant.

The command of NCI conducts general management by the project, independently develops a part of sections of the system project, interacts with players of the market for cost estimation on implementation of creation of infrastructure from the maximum financial - cost efficiency for the state, coordinates subcontractors and carries out expertize of their works, develops and offers changes in regulatory legal acts for the benefit of carrying out a FM. To estimate practical costs for preparation of the system project preliminary works within which market participants made the commercial offers were carried out. On their basis the starting (maximum) price of the contract which became a reference point for participants of open competitions was created
