515.5 million rubles of economy during creation of ICT infrastructure of a FM

On December 28, 2018 Rostec reported that joint work from the Ministry of Telecom and Mass Communications allowed to save 515.5 million rubles of budgetary funds at direct implementation of the public contract for creation of ICT infrastructure of the FIFA World Cup in 30 Russian cities. Economy is confirmed by results of check of the commission of expanded treasurer maintenance which was applied to control of expenditure of target means in the IT project and the telecom industry. At the request of Rostec the National Center of Informatization (NCI) acted as the contractor of the contract.

Reduction in cost became possible thanks to effective management of the project, use of high-tech solutions of the Russian production and tough competitive procedures at acquisition of products and services of subcontractors. Participation in the project of the Federal Treasury which provided transparency of all financial processes was of particular importance. In total due to budget efficiency contract amount was reduced by 4.3 billion rubles. At the initial value assessment of the project in 14.7 billion rubles calculated on the basis of market prices, the approved budget of the government contract made 10.9 billion. During direct implementation the customer and contractors managed to achieve its further decrease by half a billion rubles. Thus the final cost of the project was 10.4 billion rubles.

Expanded treasurer maintenance was not applied in practice of the IT and telecom industry yet. Despite obvious complexity of the procedure, its implementation in the project became big advantage. Treasurer control covered all chain of suppliers that gave the chance of NCI flexibly to manage processes at each level. Use of the similar tool when implementing large federal and national projects will allow to increase considerably their budget efficiency and will create the highest level of trust between the state and society. During expanded treasurer maintenance 60 exit checks of controllers of the Federal Treasury Department to 24 cities where State Corporation Rostec, NCI and their collaborators provided demonstration of the operating services were organized. Contractors under the direction of NCI also provided 204 cost accounting on cost elements and profit which are the mandatory requirement to expanded treasurer maintenance.

Results of checks confirmed that services were rendered in full accordance with requirements of the public contract. To guarantee uninterrupted transmission quality to 220 countries of the world, the most difficult IT communications infrastructure with total capacity in 200 Gbps for each stadium was constructed. The ICT infrastructure created by the National Center of Informatization during FIFA 2018 FIFA World Cup ran smoothly. In total in its communication networks 2.8 million calls were made. Nearly 5 million minutes of voice traffic were transferred in mobile networks at stadiums in a set-up time and holding matches. Total amount of data, transferred from stadiums, exceeded 262 terabytes – the size of 175 thousand movies. On the most geographically spaced section – from Kaliningrad to Yekaterinburg – length of network exceeded a third of extent of the territory of Russia, having been 2500 km.

The created infrastructure will be used further for the organization of communication on large actions and also will provide the needs for high-tech solutions for digitalization of the industry and the social sphere more than in 50 regions of the country.

During the World Cup 2018 more than 150 difficult cyber attacks to authorities are reflected

On December 6, 2018 the Rostelecom-Solar company reported that together with the Regional center of cyber security of the Samara region summed up the results of collaboration in security of regional public authorities during the FIFA World Cup (World Cup 2018) as main event of 2018.

According to the company, even before start of World Cup 2018 it was obvious that this action will cause surge in activity of cybercriminals. The government of the Samara region where a number of games of the championship was held, made the decision on increase in level of security and control of infrastructures of key public authorities and also connection for the purpose of information exchange on cyberthreats to the state detection system, warnings and mitigations of consequences of the computer attacks (State system of detection, prevention and elimination of consequences of computer attacks).

An opportunity to perform monitoring and the analysis of threats in the round-the-clock mode was one of key criteria when choosing the supplier. According to the results of competitive procedures the center of monitoring and response to cyber attacks of Solar JSOC of Rostelecom-Solar company was defined. The area of responsibility of Solar JSOC included identification, the analysis and development of recommendations about response to incidents of information security, the analysis of threats and interaction with the Main center State system of detection, prevention and elimination of consequences of computer attacks. The regional center of cyber security of the Samara region undertook works on rapid response and mitigation of consequences of possible incidents.

For us building of joint incident management processes between the Solar JSOC command and the staff of the regional center was of particular importance. During the World Cup of 2018 Solar JSOC and the regional center of cyber security of the Samara region had to resist to extremely difficult attacks combining instruments of external penetration (operation of vulnerabilities, attacks on a web) with elements of social engineering. At the same time cybercriminals applied the next types harmful SOFTWARE which was not detected anti-virus by means of protecting and was revealed only thanks to tools and to data Threat Intelligence. As of December, 2018 specialists of Solar JSOC and the regional center of cyber security identified all and reflected more than 150 difficult, developing in time attacks. It is noted that the number of basic incidents of information security during World Cup 2018 Samara also increased in the city and made more than 1000.

Step Logic ensured smooth operation of network infrastructure of FIFA

The Step Logic company announced on July 26, 2018 project implementation on technical support of telecommunication infrastructure of FIFA almost on two hundred objects used in a set-up time and holding the FIFA World Cup of FIFA 2018 in Russia.

Within the project on creation of uniform ICT infrastructure of World Cup 2018 the Step Logic company organized smooth operation of temporary network infrastructure of FIFA. Championship objects in Moscow, the Moscow region, St. Petersburg, the Leningrad Region, Kazan, Sochi, Rostov-on-Don, Nizhny Novgorod, the Nizhny Novgorod Region, Kaliningrad, Yekaterinburg, Samara, Saransk, Volgograd, Gelendzhik, Yessentuki, Kaluga were a part of the project. These are 12 stadiums, the international broadcasting center, the main and reserve DPC, the headquarters of FIFA and arbitrators, training platforms, the airports, railway stations, transport stations, hotels, stations, places of sale of tickets, etc. The network infrastructure configured and supported by specialists of Step Logic ensured functioning of delegations of FIFA, journalists, press photographers, members of sports delegations and commands, functioning of a system of video reviews (VAR) and also work of representative offices of World Cup 2018 companies sponsors on an action.

Step Logic performed works on setup and technical support of the network wire and wireless equipment, a security system and control of data. In addition, the integrator organized the monitoring system of network including all necessary equipment rooms (server and network equipment) and program resources unrolled and supported network infrastructure of two data centers of temporary network FIFA.

Throughout the entire period of preparation and holding the championship specialists of Step Logic in mode 24x7 performed monitoring of availability and quality of work of network infrastructure. On July 25, 2018 the AMT Group company announced project completion on ensuring delivery and distribution of digital TV-signals of Full HD using IPTV and DVB-C technologies on subjects to holding the FIFA World Cup of FIFA of 2018.

To carrying out a FM of 2018 practically from "zero" the network of cable television which integrated tens of objects from Kaliningrad to Yekaterinburg with the International broadcasting center located in Moscow was built. Rostec: the marginality of the contract on ICT infrastructure of the FIFA World Cup was 10%

On July 16, 2018 the State Corporation Rostec reported that the ICT infrastructure created by the National center of informatization (the NCI, is included into Rostec) during FIFA 2018 FIFA World Cup, fulfilled without failures.

Rostec summed up the results of communication services provision within the World Cup 2018

Subscribers in networks of the fixed, mobile communication and a professional radio communication of the TETRA format during the FM matches in the amount made more than 2.8 million calls. Total amount of data, transferred from stadiums, exceeded 262 TB – the size of 175,000 movies. Geographical extent of the created network on the longest section – from Kaliningrad to Yekaterinburg – exceeded a third of the territory of Russia (2500 km).

We made serious work, and made it, I will not be afraid of this word, perfectly well, gained unique experience. For this purpose we involved practically all telecom infrastructure of a half of the country: for provision of services opportunities more than 50 subjects of the Russian Federation were used, - the director of the department of implementation of strategic projects of the Ministry of digital development, communication and mass communications Andrey Chernenko reported.

The project on creation of ICT infrastructure of the FIFA World Cup became record on geographical dispersion of places where communication services were rendered. Stadiums, the international broadcasting center, offices FIFA and the Organizing committee Russia-2018, training platforms, hotels, stations, transport depots and places of remote cargo inspection were among objects.

Within rendering services in the World Cup of FIFA of 2018 the NCI started 44 services and provided - for the first time in the history of a FM – carrying out TV broadcasts from all stadiums in the Ultra HD format. Broadcastings took place on 220 countries of the world. Nearly 5,000,000 minutes of voice traffic were transferred in mobile networks at stadiums in a set-up time and holding matches. Our forces was networks of cable television – more than 5000 screens at each stadium are unrolled. Total time of viewing programs in these networks was 343,000 hours - it is more than 39 years. Also thanks to infrastructure of Rostec the international commentators from 34 countries could tell from stadiums during the matches of 320,000 minutes - in the amount 222 days, - the director of special orders of State Corporation Rostec, the chairman of the board of directors of NCI Vasily Brovko told.

Besides, within a FM 250 briefings, before - and the post-match press conferences provided with services of remote synchronous translation took place.

According to the CEO of NCI Konstantin Solodukhin, for the company it was especially important to sustain the royal requirements for uninterrupted operation of television broadcastings. The most difficult communications infrastructure providing for each stadium total capacity in 200 Gbps was for this purpose constructed. Reliability of work of infrastructure was daily provided by more than 2000 people, he specified.

For project implementation the project office at which worked of 150 specialists, without false modesty – the best in the country was created. They took part in ensuring communication at the APEC summits, the Olympic Games, G20 summits and other actions. Project teams were in 11 cities. 30 companies took part in cooperation, domestic collaborators were most involved. In general the unrolled infrastructure contains 230 objects in 17 regions. What, multiplied by the Russian scales, has no analogs, - Vasily Brovko added.

The structure of the contract, according to him, was difficult: organizing committee of FIFA, Ministry of Telecom and Mass Communications, NCI as head contractor. At the same time its uniqueness consisted not only from technology, but also from the administrative point of view: the contract went on expanded treasurer maintenance.

It is also for the first time the applied measure which provides absolute transparency of the contract. All contractors and subcontractors had accounts in the Moscow treasury and calculations were performed within this circuit. The extreme marginality on each contractor which on all contract in general was 10% was set. It allowed to show a certain economy: such experience can be applied and further, - Brovko concluded.

During the World Cup 2018 nearly 25 million cyber attacks to the related IT infrastructure are reflected

During the FIFA World Cup nearly 25 million cyber attacks and other criminal impacts on the information infrastructure of Russia anyway connected with the FIFA World Cup are neutralized. On July 16, 2018 the Russian President Vladimir Putin said it at a meeting with representatives of the Center of the international cooperation of Interdepartmental operational staff on security of World Cup 2018.

According to the head of state, 126 representatives of intelligence agencies from 34 countries of the world took part in this collaboration in security of a FM.

As the president specified, within preparation for the World Cup more than 2 million people involved in construction and preparation of objects, the organization of a tournament, volunteers, other categories of people were checked. At the same time more than 400 checks of 194 infrastructure facilities regarding a radiation, chemical, biological, explosive situation are executed.

Implementation of a system of identification of football fans with production of the personified cards of the audience and also the control system of access to stadiums integrated with it is a huge organizational work. And it allowed to check entry of fans into Russia in a visa-free order, free pass by land transport between host cities, access to stadiums, tracking of the persons posing a threat for security — the head of state noted.

According to Vladimir Putin, the people who arrived to Russia felt safe, could move quietly and comfortably between the cities and through the whole country in general, to watch matches of favorite teams both at stadiums, and in fan zones. All procedures connected with security were reliable, but did not cause excessive inconveniences. Besides, as the president emphasized, for all the time of holding the championship it was not recorded any serious incident.

The NCI provided with telecom services World Cup 2018 opening ceremony

The National Center of Informatization (NCI) of State Corporation Rostec provided with telecommunication services holding the opening ceremony and opening match of the FIFA World Cup of FIFA 2018. The NCI provided to organizers of the championship, representatives of FIFA, ANO Russia-2018 and media a number of services, crucial for holding an action, reported on June 18, 2018 in Rostec.

The NCI started in total more than 40 services and created the telecom infrastructure capable to support including television broadcastings in the Ultra HD format. In particular, the NCI provided providing mobile communication to organizers of the event (including providing mobile devices), digital and analog telephony, Internet access and ISDN, uninterrupted power supply, a digital radio communication of the TETRA format (including providing radio stations). Broadcasts of HBS company — the basic exclusive TV-broadcaster of FIFA — were performed in the Ultra HD format more than on 200 countries and territories of the world, the band of 2х100 Gbit / per second taking into account reservation for this purpose was used.

Specially to the championship upgrade of the Russian communication networks is carried out that allowed to increase many times their capacity and for the first time in the history to organize broadcast of sporting events in the Ultra HD format. Cooperation from more than 30 domestic collaborators led by subsidiary company of Rostec — the National Center of Informatization is involved in project implementation. For the organization of services mainly domestic technical means and technological solutions are used. The created infrastructure will be used also after the Championship many years — the director of special orders of State Corporation Rostec Vasily Brovko said.

According to Rostec, during the action around stadium in the network servicing target groups of FIFA more than 22 thousand subscribers of mobile communication were registered. Users of communication services made more than 100 thousand telephone conversations in networks of the fixed and mobile communication and also in TETRA network, from them voice traffic — more than 120 thousand minutes. Total amount of data, accepted and transferred to action time by Internet users, connected on the fixed networks, on Wi-fi networks and through mobile networks, was near the 7th terabyte. About 2 thousand users during the peak period used network from more than 200 Wi-Fi of the points unrolled for the client FIFA groups at stadium. The general time of viewing broadcasts of 19 internal television channels per network of cable television at stadium in day of a match was more than 8700 hours. Using the system of remote synchronous translation broadcast of the opening ceremony in 6 languages and also holding two press conferences in 4 languages everyone was provided. Besides, functioning of 25 international broadcasters was ensured, from commentators of a match there passed more than 10 thousand minutes of the international digital telephone traffic.

The head Ministry of Telecom and Mass Communications Konstantin Noskov held in June a meeting on preparation of information and communication (ICT) infrastructure for the FIFA World Cup of FIFA of 2018. Rostec in full completed creation of ICT infrastructure for World Cup 2018

Within preparation for World Cup 2018 Rostec implemented the digital project which allowed to bring domestic info - telecommunication infrastructure to the next stage of development. The project covered dozens of the cities and hundreds of objects, thousands of items of equipment, system solutions thanks to which possibilities of communication networks and quality of television broadcasting are optimized, reported in Rostec on June 1, 2018.

Large-scale works are carried out on 230 objects in 30 cities located in 17 regions of the Russian Federation. Stadiums, the international broadcasting center, offices FIFA and the Organizing committee Russia-2018, training platforms, hotels, the airports, stations, transport depots and places of remote cargo inspection are a part of objects.

For the purpose of image transfer of ultrahigh clearness at each stadium capacity of fiber optic network in 200 Gbps is provided. So, capacity of an optical network on each city grew by 3 times — from 80 to 240 Gbps, the radio covering of objects in standards 2G/3G/4G supports service about 1 million subscribers, 13 terrestrial stations of satellite communication were set, at stadiums networks of cable television for 5 thousand television panels are unrolled, the system of remote synchronous translation on 8 foreign languages is organized. The network of a digital radio communication TETRA is ready to service about 11 thousand subscribers.

Cooperation from more than 30 domestic collaborators led by subsidiary company of Rostec — the National center of informatization is involved in project implementation. For the organization of services mainly domestic technical means and technological solutions are used.

By June 1, 2018 in all participating cities technical commands — as a part of each about 200 people — for ensuring smooth operation of ICT infrastructure are created during the Championship.

The equipment which will be used within the World Cup 2018 underwent testing by "fight" during the Cup of confederations of FIFA 2017 in 4 cities of Russia earlier — continuous operation within 54 days confirmed the high level of its reliability. Joint complex trainings of all project participants and check of technology interaction of all telecom operators on objects are held to the time frame which remained before opening World Cup 2018 — the director of special orders of State Corporation Rostec Vasily Brovko noted.

Group-IB: the number of persons interested to earn unofficial from the FIFA World Cup of 2018 continues to increase

Group-IB, the international company specializing in prevention of cyber attacks and product development for information security fixes growth of number of registration of the domains which are illegally operating scope of the XXI FIFA World Cup of FIFA 2018 again. In three months the number of such domains increased by 13.5% and at the moment makes 42,000. Concerning May of last year this indicator was about 40%. A dangerous trend is use of official advertizing for promotion of fraudulent websites in top issue of searchers and also intensive involvement of groups in social networks: totally their scope makes 1 million subscribers.

For the first time experts of Group-IB provided analytics on tens of thousands of potentially dangerous websites registered under ChM2018 in February of this year. In names of their domains such words as FIFA, "Russia", "WorldCup2018", "tickets", "World Cup" and their different combinations are actively used. In February, 2018 the quantity of these websites was 37,000. In May this digit reached a point in 42,000 and continues to grow.

Group-IB considers a serious problem growth of fresh registration of the websites: among them as the "dealers" who inflated ticket prices to 150,000-300,000 rubles and swindlers who leave the victims without tickets and money. A considerable part of the detected resources is made, the so-called "the sleeping domains" - at the moment they are not active, however deployment of phishing or any other fraudulent content on already registered domain, it is a question of several hours.

Who monitors advertizing issue?

Besides, in comparison with a situation for May, 2017 the number of the advertizing on the Internet which is brought to priority positions in search issue grew twice. Group-IB detected about 1000 similar advertisements conducting on fraudulent websites where it is offered to purchase or sell the ticket for FIFA 2018 World Cup and also to remove housing in the Russian cities for carrying out the FIFA World Cup. Obviously, such resources are created bypassing official, often copying their domain names with small distinctions to which users often do not pay attention.

Since the beginning of year complaints to the websites trading in tickets for a FM began to come to the Center of response to incidents of information security of CERT Group-IB. Some fans did not manage to purchase tickets through the official procedure of draw on the website fifa.com, but in attempt of search of opportunities for a campaign on the games ChM2018 came across a set of fraudulent websites in advertizing issue of searchers. "The websites dealers profit on high demand at the zero offer of official tickets", says the appeal of, come to CERT. Some of resources, for example, of russiafifa.ru were blocked. In other address the client service of the Coordination center of the national domain of the Internet announced in CERT the website http://worldcuprus2018.ru which is engaged in unauthorized sale of tickets for ChM2018 and collects personal data. The resource was blocked, however hundreds of the websites on the Internet remain active, including months being in a top of advertizing issue of Yandex and Google.

Testing of work of operational services in LTE network 450

Subscriber devices in this range can work in the mode of the radio set (Push-To-Talk) and transfer video. The network differs in high speeds and short delays. And providing a steady covering requires the minimum number of base stations. The standard also allows to connect the increased protection level, including E2E-enciphering and SIM cards with cryptoprotection support. At turning on of the subscriber device user identification is performed.

Infocommunication infrastructure of World Cup 2018 is created by the National Center of Informatization (NCI), subsidiary company of Rostec which implemented the project of creation of ICT infrastructure for the Cup of Confederations 2017 earlier. Command centers will be headed by the specialists with experience of the leading work having competences of implementation of technical functions of operators and integrators of communication.

In general thanks to work of NCI organizers of the championship and the staff of FIFA will be provided with all necessary for carrying out the FIFA World Cup by services: the mobile Internet and cellular communication, a data network, telephony, satellite communication, a professional radio communication of the TETRA standard and also services for broadcasters. Ensuring draw of a FM by 2018 infocommunication services

"National Center of Informatization" (NCI) of Rostec state corporation at the beginning of December, 2017 provided with infocommunication services carrying out draw of a final part of the FIFA World Cup of FIFA of 2018. The infrastructure created by NCI sustained peak loads — during draw which lasted slightly more than an hour, users of communication services made more than 40 thousand telephone conversations.

On December 1, 2017 in the State Kremlin Palace draw of a final part of the FIFA World Cup of FIFA of 2018 which will take place in Russia from June 14 to July 15 took place. During the action the structure of groups on 4 commands in which participants of a final tournament will battle among themselves was defined.

The NCI performing the contract on creation of a communications infrastructure and information technologies for the FIFA World Cup of 2018 provided carrying out draw with IT services necessary for organizers. In particular, in accordance with the terms the contract, the NCI provided providing draw of a number of services to organizers, including Internet access, digital and analog telephony, access to ISDN, uninterrupted power supply, mobile communication (including providing mobile devices) and a digital radio communication of the TETRA format (including providing radio stations).

Especially for an action about 200 sets of the equipment of FIFA network were mounted, 123 items of equipment of communication and data transmission of the telecom operator are set, more than 140 points of Wi-fi which during the peak period more than 1600 people used are organized. Total amount of data, transferred to time of an action for Wi-fi networks and through mobile networks, was 2.3 terabytes. 225 lines of telephony with devices were provided to NCI, 166 ISDN lines for 35 international broadcasters from 15 countries are selected. Capacity of the fixed Internet was given at the level of more than 6 gigabits, at the same time the band was used for providing an action between all objects in 40 gigabits.

Only in the Kremlin and in the adjacent territory about 35 km of additional cable communication lines are laid. In addition, 14 base stations of TETRA network and 2 switches of signals, including the mobile communication hub on Vasilevsky Descent are set, about 500 TETRA radio stations are provided, more than 350 sim cards and 330 mobile devices are issued to users of FIFA, 15 base stations in a mobile network are set in addition. Earlier in 2016-2017 the NCI successfully rendered a number of services in ensuring digital support of carrying out the Cup of Confederations, including carrying out its draw on November 26, 2016.

Costs of the federal budget for World Cup 2018 grew by 35 billion

The total costs of the federal budget of the FIFA World Cup of 2018 increased by 35.16 billion rubles to 390.3 billion rubles. It follows from the latest revision of Order of the Government of the Russian Federation No. 518 of June 20, 2013. The document is officially published on the portal of legal information.

Generally expenses on two main positions increased. The estimate on construction and reconstruction of stadiums raised on 16.3 billion rubles up to 149.7 billion. Costs for similar works on objects of transport infrastructure — on 17.9 billion rubles up to 170.3 billion rubles.

The previous changes were made to estimate World Cup 2018 in May, 2017. Then expenses of the federal budget increased too, but it is significantly less: on 4.7 billion rubles. At the same time costs both for stadiums, and for infrastructure remained at the previous level.

Telecommunication infrastructure and the information services deployed to the Cup of Confederations-2017 (KK-2017) by the National Center of Informatization (NCI) of State Corporation Rostec during the opening ceremony and on the course of holding actions of the Cup worked regularly and without failures.

16 matches which took place in 4 Russian cities — Moscow, St. Petersburg, Kazan and Sochi — visited more than 600 thousand people, on average was present at each of stadiums on 39 thousand. More than 3 thousand representatives of domestic and foreign media covered matches. Also more than 5 thousand volunteers used communication services and information services. In total during games on communication networks nearly 1.5 million calls were made and more than 57.5 TB of information are transferred. It is comparable from two week traffic of the million-plus city.

According to the chairman of the board of directors of NCI Vasily Brovko, within KK-2017 more than 19 thousand people used a professional radio communication of the TETRA standard, having made about 280 thousand calls from the different cities of the country.

"Now preparation for the World Cup which final will be held in Moscow where from St. Petersburg also the international broadcasting center will move will be the next important stage. It will demand reconfiguration of the created infrastructure and formation of new resources. Matter not only in increase in number of the involved cities — 11 instead of 4, but also in volume of the services provided at stages of a semi-final and final and also the sizes of global television audience" — Vasily Brovko explained.

The corporate data network on 4,500 ports, including 351 access points of Wi-fi was developed in the cities of holding matches for the client FIFA groups. 84 GB of information were transferred to the opening day of the Cup on it; on a peak load about 750 users used access points. In total 14,440 GB of information were transferred to the days of the event; access points on a peak load at the same time used up to 1,842 user devices.

In total on networks of the fixed, mobile communication and also network of the TETRA standard 1,481,640 calls were made. Total amount of data, the actions transferred to time Internet users connected on the fixed networks, on Wi-fi networks and through mobile networks exceeded 57.5 TB.

During KK-2017 using the system of remote synchronous translation 33 press conferences in 4 languages are held. 288 international broadcasters worked at the ISDN network unrolled to an action, and commentators of matches reported on it more than 91,185 minutes of the international digital telephone traffic.

Awards

The Minister of Telecom and Mass Communications of the Russian Federation Nikolai Nikiforov awarded a command of Rostec ​ for development of ICT infrastructure in the cities of Russia. According to the results of completion of the actions connected with ensuring functioning of ICT infrastructure during preparation and carrying out the Cup of confederations of FIFA-2017, four employees of the National Center of Informatization (the NCI, is included into Rostec) received awards on behalf of the Ministry of Telecom and Mass Communications of the Russian Federation for the solution of difficult organizational and technical tasks of infocommunication providing. In the Russian history broadcast of matches in the Ultra HD format became unprecedented.

The award was presented to the staff of NCI: Philip Latyshev, program manager, Oleg Kornilov, project manager, Andrey Zuzenko, regional manager of the project and Rinat Zaripov, deputy regional manager of the project.

Preparation and carrying out the Cup of Confederations-2017 and the World Cup-2018 of FIFA demand providing the special services corresponding to world level of comfort and security from transport companies and operators of St. Petersburg.

Athletes, representatives and guests of FIFA, members of the media, sponsors, audience, fans and personnel – all these groups need fast, convenient and modern transport service.

By the beginning of the Cup of confederations in the city there arrived smart Volgabus buses. These are the jointed Cityritm-18 buses which and in 2018 will service games of the FIFA World Cup. In total for the Northern Capital 125 unique machines were released.

The NCI to KK-2017 started 28 services and created Ultra HD infrastructure

The National Center of Informatization (NCI) of State Corporation Rostec during preparation for the Cup of Confederations-2017 (KK-2017) started in total 28 services and created the telecommunication infrastructure capable to support including TV broadcasting in the Ultra HD format. The broadcasts of the opening ceremony in June, 2017 organized by HBS company - the basic exclusive TV-broadcaster of FIFA, took place without failures on 183 countries of the world, the band of 2х30 Gbit / per second taking into account reservation for this purpose was used.

Football fans, representatives of FIFA and service of providing an action at St. Petersburg Arena stadium made more than 163,000 calls using mobile devices, having told generally more than 206,000 minutes and having given more than 2,000 gigabytes ^[1]

To KK-2017 the NCI unrolled the professional radio communication of the TETRA standard supporting more than 4000 subscribers in the different cities. In day of the opening ceremony on it 31,654 calls, from them 28,507 - in St. Petersburg were made.

In the opening days 5 press conferences in four languages were held. 12 international broadcasters worked at the ISDN network unrolled to KK-2017, and commentators of matches reported on it more than 6,000 minutes of the international digital telephone traffic.

T8 and Raidix provided video broadcasting

Two residents of an IT cluster of Skolkovo Foundation – T8 company STC and Raidix – participated in ensuring video broadcasts of football matches of the Cup of confederations from St. Petersburg.

The cup of Confederations of FIFA 2017 passed from June 17 to July 2 in Moscow, St. Petersburg, Kazan and Sochi. At St. Petersburg — the Arena stadium the high-speed equipment of wavelength division multiplexing (DWDM) Volga developed by T8 company was installed. Capacity of the organized channel made 100 Gbps. The equipment was used on the Russian section of network for transfer of video signal and data to studios of the foreign television channels located in London and Frankfurt.

Within the program for construction of facilities of a communications infrastructure to the Winter Olympic Games 2014 in Sochi the high-speed DWDM network which integrated all large cities and settlements of Krasnodar Krai was organized. Total length of lines was more than 700 km, channel speed on different sections — from 2.5 to 100 Gbps.

The DWH developer, Raidix company provided (RAIDIX) together with the OKHO-TB St. Petersburg system integrator a hardware and software system for providing TV broadcasts of matches of the Cup of confederations 2017 from St. Petersburg Arena stadium for the American TV company Fox Sports 1. The storage for video data under control of RAIDIX became a part of the complete solution from OKHO-TB – the official contractor who performed deployment of the systems of technology television and communication center for forward translations.

Specialists of OKHO-TB equipped St. Petersburg Arena stadium with the television equipment of the last generation with a possibility of transfer of the graphics image on the main boards of stadium and sound reinforcement systems. Besides, the company implemented necessary infrastructure for live broadcasts and television broadcastings from mobile TV stations.

The contract about MegaFon

On February 3, 2017 "subsidiary" of Rostec – "National Center of Informatization" (NCI) made the decision to sign the agreement with MegaFon on creation of telecommunication infrastructure of the FIFA World Cup of FIFA 2018 and Cup of confederations of FIFA 2017. Its cost will be 4.25 billion rubles^[2].

This solution was preceded by two tenders within which NCI tried to select the contractor on a competitive basis. One of tenders ended with a rejection of requests, the second - the admission only of one participant. In either case purchases were declared not valid. Details about attempts to select contractors and also about what tasks face the contractor, read below.

As a result within preparation for the Cup of Confederations MegaFon:

• involved 11 thousand km of the communication fiber lines (CFL);
• installed more than 1.5 thousand antennas at stadiums;
• organized a radio covering on more than 80 subjects to carrying out from which 60 indoor were upgraded and provided with a covering. Treat them: stadiums, hotels, the operational centers, training platforms, places of sale of tickets, racks of FIFA at the airports and at transport stations;
• provided on all objects of an action communication channels, services of mobile data transmission, telephone communication;
• unrolled geo-spaced DWDM network with elements independent from each other which allowed to provide high-quality TV broadcasting from stadiums to the International broadcasting center in St. Petersburg;
• three times reserved network that guaranteed its fault tolerance and provided permanent monitoring of the created infrastructure. For monitoring of the equipment installed on objects own solution Life Control was used;
• organized ISDN telephony which allowed commentators to carry out the reports.

Matches of the Cup of Confederations were visited by more than 600,000 fans from whom third – subscribers of infrastructure of MegaFon. In total for last matches at all stadiums accepting the Cup of Confederations in network of MegaFon fans spoke more than 1.2 million minutes - it is more than 2 years of a continuous talk. The general Internet traffic reached about 20 Tb.

Average speed at stadiums in Moscow, St. Petersburg, Kazan and Sochi was about 20 Mbps on loading and 35 Mbps on downloading. The maximum record of speed in 181 Mbps on loading was set up at a match on June 18 and 25 in 4G network at Fisht stadium. The most popular match among subscribers of infrastructure "MegaFon was held in St. Petersburg between the national teams New Zealand – Portugal.

Protection of sporting venues in the Uniform Control Center (UCC) of MegaFon

For the first time in the history of sporting events at stadiums where matches of the Cup of Confederations were played smart home devices were engaged in protection of objects of communication. Server premises and also base stations were in four cities of the Championship (Sochi, Kazan, Moscow and St. Petersburg) under the round-the-clock observation of electronic guards from Life Control.

53 sets of the equipment among which motion sensors, video cameras and sensors of opening of doors were used for protection of objects. Information accumulated the Center of the smart house Life Control and was transferred to the data-center of a system. In case of an emergency situation a system notified the operations duty officer UCC (Uniform Control Center) of MegaFon.

"During the Olympic Games in Sochi we several times faced acts of vandalism concerning our equipment. In order that such situations did not repeat, we involved devices from Life Control. Thanks to this system, we round-the-clock obtained information from our objects, including audio and video in HD quality that especially it was useful during installation of equipment", - Kukhalsky Jan, the director of new businesses and partnership of MegaFon notes.

The Life Control system appeared in the Russian market at the end of 2016. It is the first ecosystem of smart things created by the mobile operator in cooperation to developers from the USA, Italy and China.

The second attempt to define the contractor for construction of telecom infrastructure of the FIFA World Cup

On February 2, 2017 NCI recognized cancelled purchase of services in creation of a communications infrastructure for the FIFA World Cup of 2018.

The tender was announced on January 9. Its cost in comparison with the first purchase was reduced by 236 million rubles to 4.286 billion rubles^[3].

The offers directed 2 participants - MegaFon and jointly MTT with Rostelecom. However, the request of the last was rejected on an absence reason of a number of documents and data. So, the participant submitted not in full copies of current licenses, the approved acts of commissioning of network of telecommunication, acts of commissioning of technical means for conducting investigation and search operations on network of telecommunication and so forth.

Thus, only the MegaFon company was allowed to participation in purchase. However, because only one company became the participant of the tender, purchase was recognized cancelled.

2016

The first attempt to select the contractor for creation of telecom infrastructure of the FIFA World Cup

At the beginning of December, 2016 "National Center of Informatization" (NCI) announced competition for the amount of 4.5 billion rubles^[4]. The selected contractor had to create telecom infrastructure for mobile and fixed connection during the FIFA World Cup of FIFA 2018 and the Cup of confederations of FIFA 2017.

However, on December 30 the procurement commission of the customer rejected both arrived requests. The offer of MegaFon did not pass because of the shortage of a number of documents and data, and the joint request MTT and Rostelecom was rejected on an absence reason of some documents and insufficient experience of MTT.

As explained TAdviser in NCI, services for user groups of FIFA during the competitions are provided according to the government contract by Rostec and NCI. At the announced competition it was supposed to find the contractor for providing infrastructure for these services. In this case it was talked of providing objects of the championship and the Cup of confederations with mobile and fixed connection, i.e. the contractor had to create communication network infrastructure – to provide the equipment and other resources for this purpose (including to provide consultation and technical support).

From the total amount of the project of 11 billion rubles Rostec was ready to spend 4.5 billion rubles for creation of infrastructure of the fixed and mobile communication at World Cup 2018

According to documents of state procurement, the contractor had to provide with communication different objects (from stadiums to hotels) in a set-up time and carrying out the Cup of confederations in 2017 and in a set-up time and holding the FIFA World Cup in 2017 and 2018.

Providing FIFA with mobile and fixed connection - only a part of works from the general project worth 11 billion rubles on which Rostec should create infrastructure for functioning of such services:

• fixed connection, including: providing trunk channels, services of a data network, Internet access, telephone communication, ISDN, service of a LAN, etc.;
• mobile radio (mobile) communication, including: solutions on creation of the improved radio covering for certain client groups, mobile phones, sim cards, 4G routers;
• professional digital radio telephone communication of TETRA, including: the organization of a single network for needs of FIFA/LOK, providing the subscriber equipment, the organization of points of distribution of the subscriber equipment;
• satellite communication, including: selection of a satellite resource, deployment of stations of satellite communication;
• granting Data processing center, including: providing is permanent - places and power supply, the data warehouse and network equipment;
• providing information systems, including: the information system "Spectrum" and an information system for ensuring interaction of access control at stadiums and the systems of check of the accredited persons of FSB;
• technical support, including: selection of specialists, providing service of acceptance of addresses;
• SOIB of Information systems and services, including cryptoprotection of personal data.

The companies which had a license for communication services provision which already put into operation of network and a construction of communication could participate in tender for 4.5 billion rubles, rendered telecom services at least in the last three years, and did similar deliveries a minimum of 150 million rubles.

Appointment of I-Teco as the only contractor of a system of identification of fans

The I-Teco company the order of the Government was appointed by the only contractor on creation of a system of identification of fans of the FIFA World Cup of 2018, reported to TAdviser two sources in federal bodies in November, 2016 [1] (in more detail).

The order about appointment carries a signature stamp "For office use" therefore in open access it is not published, interlocutors specified.

I-Teco should develop a system of accounting of passports of fans (Fan ID), to approve with all interested departments and to organize services on printing, issue and delivery of documents and also rules of their application during the World Cup. The centers in all cities of holding a tournament should be open for certification.

Costs for creation of a system, according to one of interlocutors of TAdviser, can exceed 5 billion rubles. The second says that it is about the amount of 4.3 billion rubles. The main part of this money will go to a service component.

The system of identification should earn in 2017 from the Cup of confederations (should take place from June 17 to July 2, 2017 in Russia).

Appointment of Rostec as the only contractor of ICT infrastructure

At the end of July, 2016 it became known of appointment of Rostec as the only contractor of the project on creation of a communications infrastructure and information technologies for the FIFA World Cup in Russia.

Vedomosti with reference to the source familiar with several managers of state corporation reported about it and also on the federal official. The representative of the secretariat of the first Deputy Prime Minister Igor Shuvalov confirmed information, having specified that the government decree which appointed the Ministry of Telecom and Mass Communications the customer, and Rostec – the only contractor of the project is signed.

Rostec is ready to construct ICT infrastructure for World Cup 2018 for 11 billion rubles

Initially the Ministry of Telecom and Mass Communications expected 38.54 billion rubles of budgetary funds for project implementation. Then expected expenses were cut down to 6 billion rubles. At the end of June, 2016 the Minister of Communications Nikolai Nikiforov estimated costs on work at 14.7 billion rubles, referring to the system project of Rostec. The state corporation is ready to lower this amount to 11 billion rubles, the director of communications and strategic researches of Rostec Vasily Brovko at the end of July, 2016 told the edition.

He noted that  the National center of informatization (NCI; "subsidiary" of Rostec") calculated project cost,  proceeding from  market prices of  services and  the equipment. According to him, it was succeeded to reduce the price with  the help  "the combinations found Rostec and  unification of engineering solutions". He also  told that  at  project implementation  technologies of domestic production will be used first of all, and  foreign will be applied only   in case of  lack of the Russian analogs.

The project assumes providing with data transmission channels, the video conferencing fixed and mobile communication, a professional radio communication, satellite communications and cable TV. For all works and services competitions will be held, Vasily Brovko promises.^[5]

In respect of informatization of the Ministry of Telecom and Mass Communications on operation of telecom infrastructure of football superiority in 2016 2.4 billion rubles, and on information exchange — 67.5 million rubles were put. Also in respect of the Ministry of Telecom and Mass Communications expenses almost in 366 million rubles on creation of an information system for the championship appear.

2015

Development of the system project

On November 24, 2015 in the Ministry of Telecom and Mass Communications announced appointment of Rostec state corporation as the only contractor on development of the system project "Development of Communication and Information Technologies for the purpose of Implementation of Actions for Preparation and Carrying Out in the Russian Federation the FIFA World Cup of FIFA of 2018 and the Cup of Confederations of FIFA of 2017".

"Until the end of 2015 specialists of Rostec will estimate the existing resources of telecom operators which can be used for creation of uniform information and telecommunication infrastructure, and will analyze the needs for its development. Financial assessment of total amount of the costs necessary for providing with information and telecommunication infrastructure actions for preparation and carrying out in the Russian Federation of the FIFA World Cup of FIFA of 2018 and the Cup of confederations of FIFA of 2017 will become result of works. Then the list of operators who can render required services will be made. For providing a stable and uninterrupted relation operators need to construct two communication channels: the main and reserve", - it was said in the statement of the Ministry of Telecom and Mass Communications.

"The national center of informatization" which attracted a number of integrators to the project (in more detail here) became the direct contractor from Rostec.

In April, 2015 the Government of the Russian Federation approved [20150413.pdf concept|http://www.tadviser.ru/images/3/38/Koncepcia 20150413.pdf the concept] of development of means of communication and IT for the purpose of implementation of actions for preparation and carrying out in Russia of the FIFA World Cup of FIFA of 2018 and the Cup of Confederations of 2017. A developer of the document is the Ministry of Telecom and Mass Communications. It in April should provide to the government the actions plan on implementation of the concept, and until the end of November - to create the system project containing system technical solutions in the field of communication and IT.

Main objective of the concept is determination of the key directions on creation of the ICT-ICT-infrastructure conforming to "the highest international standards". Ensuring wireless communication of Wi-fi, mobile radio telephone communication, providing a professional digital radio communication of TETRA belong to these directions the organization of information transfer by means of telecommunication.

Other directions is the organization of work of information systems of the International federation of football associations and the organizing committee of the championship, provision of services of DPC, providing temporary technology infrastructure of the objects used for preparation and holding the championship, providing delivery of a TV signal to network and also ensuring service of providing customer premise equipment for the main consumer services.

Members of national teams, judges, official representatives of FIFA, etc., service staff and volunteers, members of the media and important guests, including heads of state and government will be the main consumers of communication services.

Target indicators of the concept include providing with a mobile radio communication at stadiums and in the cities of holding actions in 2017 – 220 thousand consumers, and in 2018 – 700 thousand consumers. Capacity of communication channels for data transmission by means of wire telecommunication and network for transfer of a TV and radio signal should be in 2017 – 1060 Gbit/sec., in 2018 – 3140 Gbit/sec. Professional digital radio telephone communication of TETRA plans in 2017 more than 4.1 thousand consumers, and in 2018 – 10.8 thousand consumers.
