SKIF-Nedra Scientific and technical program
In 2015, more than five years of preparatory work later, implementation of the Russian-Belarusian SKIF-Nedra program for software development and high-performance computing systems for an oil and gas sector began. In the fall from Security Council of the Russian Federation documents according to which they should report as they carry out works on import substitution were sent to the large oil and gas companies. They contain the recommendation to look narrowly at solutions which are developed within "SKIF-Nedra".

"SKIF-Nedra" - the scientific and technical program of the Union State of Russia and Belarus which purpose are researches and development of high-performance information technologies for increase and effective use of resource potential of a hydrocarbonic raw material.
The program was approved in 2014, is going to complete the works on it in 2018.
Predecessors "SKIF-Nedra" are programs of the Union State "SCYTHIAN" (2000-2004) and "SKIF-Grid" (2007-2010) within which developments were conducted and the high-performance systems were created. On them four rows of the super computer (developers mean a set of technical solutions by "row"), based on which computer systems in several universities were assembled were created. The most known is the Chebyshev supercomputer installed in MSU. Within "SKIF-Grid" the experimental GRID-network "SCYTHIAN Poligon" integrating computing resources of a number of the supercomputer centers of Russia and Belarus was also unrolled.
Within "SKIF-Nedra" high-performance hardware and software systems are developed for processing and modeling of geologic-geophysical data for the solution of relevant and perspective geologic-geophysical tasks by search, exploration and development of fileds of a hydrocarbonic raw material and other minerals. Users of these complexes receive the ready tool with a set of the high-performance software (designed especially for working conditions on supercomputers) for use as in DPC, on the well in field conditions, onboard the seismic vessel or a floating drilling platform, and in the corporate centers oil and gas extraction and oil and gas service companies.

2017
Elbrusa for "SCYTHIAN subsoil"
One of types of the developed computing nodes within the Russian-Belarusian SCYTHIAN subsoil program is based on domestic Elbrus microprocessors. Told the deputy director general on system integration of NPO Soyuzneftegazservice about it (the executive in charge of works from the Russian side) Vladimir Turchaninov[1].
The computing node on Elbrusakh is developed for the largest system — SKIF-geo-TsOD. Three more types of nodes, but already on standard by Intel Xeon are in parallel developed for it. These works are carried out by subcontractor of Soyuzneftegazservice — RSK Technologies company therefore it applies technology of direct cooling of nodes, standard for itself, completely covering their elements with plates with the heat-removing liquid circulating in them.
What node types and in what combination will begin to be used in specific final DPC, will depend on needs of specific customers. "Those research works which were carried out showed that there are tasks which with bigger efficiency can be solved on nodes with Elbrusami" — Turchaninov assures.
Types of computing nodes for SKIF-geo-ofis and SKIF-geo-pole are developed by other subcontractor of Soyuzneftegazservice — Institute of applied mathematics of M.W. Keldyscha RAHN (IPM RAN). However here the place Elbrusam was not any more; all nodes are projected on Intel Xeon.
2015
The Russian Security Council recommends
Documents according to which they should report as they carry out works on import substitution were sent to all large oil and gas companies from Security Council of the Russian Federation. The Deputy CEO for system integration of NPO Soyuzneftegazservice Vladimir Turchaninov told TAdviser about it in November, 2015 at the Fourth National Supercomputer Forum (NSKF-2015). On its information, documents were sent about two months ago. They also contain the recommendation to look narrowly at solutions which are developed within the SKIF-Nedra program, Turchaninov told.
In the fall of 2015 in the office of the Russian Security Council the meeting of the temporary interdepartmental working group with the purpose to discuss a problem of ensuring import substitution in the field of mastering of oil and gas resources was held. According to data of the industry portal "Economy and Energy Industry of Russia"[2], representatives Soyuzneftegazservice also were a part of the working group.
At a meeting of the working group it was discussed, including that with the state support the domestic companies will be able from three to five years in time (without time management on Research and Development) to occupy an essential share in the market of software of processing and interpretation of seismic data, the equipment for sea seismoprospecting works, difficult methods of geophysical surveys of wells. In this bed also the role of program implementation "SKIF-Nedra" was discussed there.
Turchaninov noted that Soyuzneftegazservice communicated with the oil and gas companies concerning cooperation earlier, however 2-3 years ago this communication was difficult: they often referred to the fact that for the tasks they have enough also software, available in the market, and own developments. Own development of the application software[3] conduct], for example,Rosneft,Gazprom Neft,Lukoil.
With the advent of sanctions and the enhanced attention of the state to a problem of substitution of import products it became visible that not all tasks can be closed own developments and other Russian products, Vladimir Turchaninov noted.
According to him, at the moment Soyuzneftegazservice discusses with the large companies among which structures of Gazprom and Bashneft, a possibility of their participation in the program on a test stage and approbation of solutions which will be developed within "SKIF-Nedra".
Beginning of works
Works on the SKIF-Nedra program began in June, 2015. In November within the Fourth National Supercomputer Forum (NSKF-2015) representatives of Soyuzneftegazservice told about results of the first stage provided by the contract with the Ministry of Education and Science. In its framework the analysis of the scientific and technical, normative, methodical literature touching on the studied scientific and technical issues was carried out, patent researches are conducted and also the business plan of further implementation of developments is developed.
The conducted research showed relevance and the importance of a task, speak in Soyuzneftegazservice. Representatives of the company provided data that more than 90% of the market of software for an oil and gas sector are busy with products of foreign production. The greatest dependence on import software at the same time is observed in the field of problems of geological and hydrodynamic modeling and seismic inversion.
Concerning the developed business plan Turchaninov noted that it is preliminary: "Now it is difficult to provide what will occur in economy in 3-4 years".
Representatives of Soyuzneftegazservice also told that the intellectual property rights, developed in Russia, will belong to their company and collaborators of works. The question of that as well as on what conditions it will be distributed between several participants at once, is not solved yet. Also the question with differentiation of the intellectual property rights and between the Russian and Belarusian side is not solved so far. According to representatives of Soyuzneftegazservice, these moments should be settled later, on the program implementation course.
Stages
On tender on which Soyuzneftegazservice in 2015 was selected by the contractor follows from terms of reference that in total the government contract assumes implementation in 8 stages. With 1 on 4 stage - research, at the 5th stage to the middle of 2017 the engineering design, at the 6th stage - a detail design and technical documentation, and at the 7th stage in 2018 - production and adjustment of prototypes, carrying out preliminary tests should be developed. The final stage includes trial operation and conducting acceptance tests.
Within the scientific and technical SCYTHIAN SUBSOIL program the whole complex of the program actions aimed at the development of supercomputer technologies is performed. Actions "SCYTHIAN SUBSOIL" are conditionally separated in two key directions. The first type of actions of the Russian-Belarusian program treat directly development of high-performance information technologies and the application software for increase in efficiency of the analysis and use of geologic-geophysical data" (software "SCYTHIAN SUBSOIL"). The second type of actions is closely connected with research activity. It represents researches and development of the application software of solving of tasks of planning and quality control of seismic shootings, processing and the analysis of seismic data on the computing SKIF-GEO platforms ("SKIF-S").
According to terms of reference on accomplishment of research and ROC on the SCYTHIAN SUBSOIL project and the main stages of program implementation of Research and Development should be during the period – 2015-2016, and stages of ROC during the period – 2017-2018. With respect thereto, contractors of the project make best efforts in order that work was conducted by intensive rates, was successful and effective. Today the attention of representatives of public authorities in Russia and Belarus is riveted on the scientific and technical program of the Union State, results of the program also interest the Russian and Belarusian companies interested in their application in practice.
In own centers of geological and technology monitoring specialists of Soyuzneftegazservice company use a line from domestic goods – Wellook (LLC NPO SNGS, for transfer and processing of data processing), tNavigator ("RFD", for geological and hydrodynamic modeling), ATHOLL ("OT-oil" a corporate information system).
Contractors
NPO Soyuzneftegazservice according to the results of the competition held by the Ministry of Education and Science in May, 2015 became the head contractor of the program from Russia. The volume of the contract with the company is 487.5 million rubles To perform work Soyuzneftegazservice attracts and selects collaborators whose list then approves the Ministry of Education and Science. According to representatives of the companies, the list of collaborators should affirm every year again at the state customer.
In the first year of program implementation act as collaborators:"Gazprom Georesource", Center of the analysis of seismic data of MSU, provider of services in interpretative processing of seismic data Geolab,IPM of M.V. Keldysh,JSCC RAS,RSK Technologies, "Research center of the super computer and neurocomputers" and OT-oil company.
2014
Approval of the program
In October, 2014 in Minsk took place a meeting of Council of Ministers of the Union State of Russia and Belarus where the SKIF-Nedra program was approved. Earlier the draft of the program got approval of the Government of the Russian Federation of August 30, 2014, it was signed by the prime minister Dmitry Medvedev. The resolution of the Belarusian Council of Ministers, similar on contents, of September 16, 2014 was signed by the prime minister Mikhail Myasnikovich.
According to Evgeny Lilitko, one of candidates for a position of the chief executive of the program of Russia, money is reserved for the project, the start is planned for the beginning of 2015.
Developments within the program
According to the contents of the program approved in 2014 "SKIF-Nedra" provides development of specialized software and creation of prototypes of the high-performance SKIF-Geo computing systems optimized for solving of tasks of the oil and gas industry. Computing systems will be available in two configurations. The first of them - SKIF-geo-TsOD - is held for use as collective data center. The second - SKIF-geo-Ofis - for separate industry companies, the research centers and educational institutions. The second configuration will also have mobile option for field works — "SCYTHIAN-geo-field".
The software set which should be developed within the program includes packets for solving of tasks in two directions. The first provides software development for planning and quality control of seismic observations, data processing of seismic exploration, creation of deep seismic images, ensuring seismic inversion. The second direction - creation of software for geological modeling and stock counting of the field of a hydrocarbonic raw material and other target minerals and also for hydrodynamic modeling when developing fields.
Financing
In concepts of the program approved in 2014, the necessary amount of financing makes about 1.369 billion rubles. From the budget of the Union State 750 million rubles should be in total selected. Distribution of budgetary funds between the Russian and Belarusian contractors of actions of the program is planned in the ratio 65% and 35%, respectively. Other funds should be raised from non-budgetary sources. At the same time the required volume of the raised extrabudgetary funds for the Russian contractors of the program is 100% of the funds allocated from the budget, and for contractors from the Belarusian side - 50%.
Financing of works on the program from the Russian side is performed through the Ministry of Education and Science which acts as the customer under contracts with the head contractor.
2012
Approval of the concept
Four years later from the moment of development the concept of the SKIF-Nedra program came to a final stage of approval[4]. By October, 2012 it underwent approval in all departments required Russian, including the Ministry of Economic Development,the Ministry of Finance, the Ministry of Education and Science and the Ministry of Natural Resources. Similar approval was got by the concept and from the Belarusian authorities.
2009
Development of the offer
The offer on the SKIF-Nedra program was developed in 2009.IPS of Eilamasjana RAHN, representatives of NO Soyuzneftegazservice and "The oil and gas center MSU", and from the Belarusian — the Joint institute of problems of information science of National Academy of Sciences and the Belarusian research prospecting institute participated in creation of the concept of the program from the Russian side.
At that time authors estimated the general required amount of financing at 1.5 billion rubles, and a deposit from the Russian budget – at 682.5 million rubles.
