2020: Lanit seized hundreds of millions from Russian Post

On July 2, 2020 CNews reported that Russian Post should leave at least from 231.7 million rubles for benefit of LANIT company. It follows from the decision of Arbitration court of Moscow which the integrator took with the claim to state company at the beginning of February, 2020.

The claimant demanded compensation of debts and payments of the penalties concerning the development project and maintenance of a single automated system of departments of a mail service (EAS RPE). The agreement on these services was signed between Russian Post and Lanit on June 29, 2017. At the same time Lanit acted as the leader of the whole consortium of the companies including also "GMCS vereks", NIP "Informzashita" and NST.

The analysis of the website of state procurements shows that Lanit got the agreement and associates according to the results of tender with the starting price of agreement of 1.035 billion rubles. At different stages also participated in it IBS which is made bankrupt by Central Research Institute EISU and MPO "Classics" — as a part of consortium, the including TsIEKS and Yuztekh of integration. FAS interfered with determination of the supplier. The agreement was signed with the winner without decrease in the starting price of lot. Its execution should come to the end on July 31, 2020. In the course of this execution its price grew to 1.14 billion rubles.

According to the results of ended court Russian Post should pay off 198.9 million rubles a principal debt for a certain fragment of works, 4 million rubles a penalty and also a penalty at the rate of 0.1% a day — from February 6, 2020 on date of the actual debt repayment. So on the date of adoption of the judgment (on June 30, 2020) the size of this dynamically calculated penalty was already about 28.8 million rubles.

Follows from materials of court that objecting to the claim upon unpaid works, Mail referred to the fact that the requests for rendering services submitted by the claimant in the disputable period were not signed by the defendant, therefore, cost and the volume of services by the parties are not approved. And the claimant in defiance of Article 65 HSC RUSSIAN FEDERATION did not prove the fact of rendering services and acceptance by their defendant, and delivery and acceptance certificates of services were transferred by the claimant to the defendant with violation of the terms set by the agreement.

These arguments of Mail were recognized by court unreasonable and insolvent and rejected — in view of a contradiction to the actual facts of the case, the produced evidence and also the wrong application of regulations of the substantive right. In particular, the court took into account that the fact of rendering services and their volume are confirmed by notarized unloading from the EAS RPE system of the list of request processing from March 1, 2019 till October 31, 2019[1].

2017

Transfer of 21 thousand departments

By May, 2017 the Russian Post connected more than a half of the departments through the whole country (over 21 thousand) to the Single automated system of departments of a mail service (EAS RPE). It is developed by Russian Post by the principle of "single window" and replaces more than 15 different software products used earlier.

In 2016 the Russian Post set 30 thousand sets of the automated jobs (AJ) for replication of the EAS RPE system in 17,200 post offices. In the current year the corresponding equipment and the software is installed still almost in 4 thousand post offices.

In particular, in Moscow 95% of departments are already transferred to a new system which allows to increase considerably service quality of visitors, to ensure reliability and information security of the performed operations, including protection against potential external interventions.

Due to transition to the new platform where the principle of "single window" is applied, the Russian Post managed to reduce considerably quantity of errors of operators, to increase process automation and to make all types of service available in all windows of post offices that allows to service clients quicker. On average holding time of one client was reduced by 2-3 times depending on service type.

Installation in departments through the whole country of the uniform software opens a new stage of large-scale IT upgrade of mail network which will cover all 42 thousand departments of Russian Post, having connected them in the unified information system. New software essentially changes architecture of approach of Russian Post to transfer of all system of customer service to information and digital technologies. Any product whether it is started in a format online (via the portal or mobile application) or offline (in department of a mail service), adapts and built in the universal online service integrated by the Single Automated system.

Russian Post will complete automation of the departments by forces of four integrators

On January 20, 2017 Russian Post summed up the tender results on execution of works on replication of the Single automated system of departments of a mail service (EAS RPE).[2] a New system replaces more than 15 different software products used by the enterprise earlier.

Four integrators for 1 billion rubles will help Russian Post to complete automation of the departments

The GMCS company was engaged in creation and piloting of this solution on the contract of April, 2013. As of December, 2015 a system was implemented and tested in 100 departments of Mail.

In December, 2015 one more tender which was also won by GMCS was held. Within this contract a system had to be installed in 25 managements of a mail service, 15000 departments and 274 post offices (all - in 19500 workplaces).

On January 25, 2017 the mail operator reported that EAS RPE is set in 17200 post offices.

The new tender with the starting price of contracts of 1.15 billion rubles which came to the end in January, 2017 meant replication of a system in 25 managements and 24600 departments of a mail service. According to the protocol of a tender committee, on the procedure of consideration of requests one proposal from the collective participant was submitted. GMCS acted as the leader of consortium, other participants were Lanit, Informzashita and NST.

The request was recognized documentation conforming to requirements therefore the tender committee recommended to Russian Post to sign the agreement. Changes of the starting price of purchase it was not announced.

The EAS RPE system is created based on the platform solution by setup of basic functionality and development of new software modules. EAS RPE is developed in three configurations differing according to the destination. It is a configuration of level of RPE, the Central Office configuration is Post office, UFPS, and the Federal Headquarters configuration - MPE (Management Personnel Enterprise).

Contractors of the contract for 1.5 years should organize monitoring of all stages of replication of EAS RPE, to unroll a system in departments and managements of a mail service and also to train users.

Let's remind also that in March, 2016 Russian Post purchased in leasing more than 30 thousand sets of the automated jobs for post offices. Each set cost the mail operator 44 thousand rubles.

2015: Development and replication of EAS RPE in 15 thousand departments

The GMCS company in December, 2015 won the tender of Russian Post and within 1.5 years[3] had to be engaged in development and replication of the Single automated system of departments of a mail service (EAS RPE)]. The cost of the contract was about 890 million rubles.

"The new software product for post offices of EAS RPE is designed by the principle of "single window" and will integrate in itself more than 15 different software products which were used earlier by operators in departments of a mail service as separate applications", - said TAdviser in Russian Post.

Using EAS RPE the staff of the enterprise can register entering and originating mail, to make out acceptance and payment of money transfers (including. "Forcing" and Western Union), a subscription for printing editions to perform pension payment and benefits, to make out services of insurance, broker service, bank deposits, credits and microloans, to sell lottery, an avia and rail tickets, to make out services of a telegraph and voice communication.

Thanks to synchronization of EAS RPE with the database of mailings the operator can keep track of the status of passing of departure in a foreground mode, noted in Mail. A system allows to exercise multilevel control of passing of money that guarantees their additional safety for the client.

A system allows to transfer rendering some services to "bezblankovy technology" (filling of information only in electronic form).

Besides, using EAS it was going to solve problems of formation and maintaining the sheet of a time recording, accounting of development of personnel of departments and also to considerably simplify the reporting thanks to obtaining the unified information in electronic form.

Using EAS RPE, spoke at the enterprise, it is going to accelerate twice customer service process (including due to preserving of client history) and also to make more operational implementation and distribution on network of post offices of new products and services.

Under the contract of April, 2013 the GMCS company was also engaged in creation and piloting of EAS RPE (its amount in Mail by the time of the publication could not be reported). As of December, 2015 a system was implemented and tested in 100 departments of Mail.

Based on the tender of December, 2015 15000 departments and 274 post offices were going to install a system in 25 managements of a mail service (all - in 19500 workplaces).

After the termination of the duration of the agreement with GMCS "Russian Post" expected independently to continue to implement EAS: "In the long term we are going to install a system in 42 thousand departments through the whole country".

"The EAS RPE system is created based on the platform solution by setup of basic functionality and development of new software modules", - it was said in terms of reference.

The client of EAS RPE is the Windows application. The server of the application is Microsoft Windows OS service which requires the operating system based on Windows Server. As DBMS the Microsoft SQL Server is used.

Earlier, we will remind, GMCS implemented in Mail an automated system of treasury based on Microsoft Dynamics AX.

In July, 2015 Mail for 805 million rubles took in three years' leasing computers of Acer and multi-function printers of Samsung (18.5 thousand sets) for employees - operators of EAS RPE.
