Implementation of the ERP system of Oracle E-Business Suite in Rosatom is performed in 2005 by Borlas company and TSNIIATOMINFORM within creation in the organization of a single system of information support.

• Server framework: 3 Sun V490 servers (the one 4th processor, two 2nd processor)

Prerequisites of the Project

In the Federal agency on atomic energy the complex of actions for improvement of state was executed managements of nuclear sector. The departmental analytical program "Development of the system of planning was developed and project management by activity of the nuclear industry and power in the conditions of administrative reform". Within this program the project on creation and implementation of an automated system of information support of the Federal agency on atomic energy of ASIO Rosatom was executed. Project implementation terms: 2005-2007.

A new system was under construction on the basis of the integrated complex of business applications Oracle E-Business Suite. The system designation - complex process automation of management of activity of Rosatom on the basis of formation of uniform legal, methodological and information space. The creation purposes - increase in efficiency of public administration by an atomic cluster due to implementation of methods and procedures of project management, use of modern information and communication technologies. Creation of a system marked a new stage information technology development in Rosatom, consisting in transition from the simple computerization allowing to reduce the number of the manual transactions executed by certain workers to automation of business processes therefore the worker within the powers had to obtain information in the convenient and clear type allowing to make the correct and timely managing actions.

Project Implementation

During implementation of the first stage of the project the conceptual business process model and the procedures taking place in activity of federal executive authority at management by results was developed. The scheme of multistage budget expense control according to each program in general and to its actions and works, including the approval of the budget of all program, control of distribution of funds at a stage of the conclusion of public contracts and control of expenditure of means at implementation of payments is implemented. Thus, the Integrated management system model on to results implements integration of budgeting systems, accounting and management accounting that provides increase in efficiency of public administration in the field of use of atomic energy. The solution developed by a joint project team of Federal State Unitary Enterprise TSNIIATOMINFORM and Borlas Consulting group in uniform the integrated model implements accounting, information analytic functions and also support functions of group work and ensuring shared access to a system. Access to the integrated data and applications of a system it is performed through the uniform protected access point in the Intranet portal, through it users have the accessibility to the workplace in the ERP system. As the main platform on which the solution is constructed, the complex of business applications Oracle E-Business Suite is selected.

Results of creation of a system

The project was implemented in a short time. For development and testing of the industrial solution specialists of Federal State Unitary Enterprise TSNIIATOMINFORM and Borlas needed only 4 months (from September to December, 2005). During this period 8 modules Oracle E-Business Suite taking into account features of Rosatom were also configured.

Summing up the project results, the chief of the department of strategic planning, economy and investments of Rosatom Valery Kurbatov noted that "The integrated management system model based on activity will help Rosatom move forward according to the concept of administrative reform, solving delivered by the President and the Government of the Russian Federation of a task of increase in efficiency of functioning of public sector, to providing transparency of use of budgetary funds, improvement of quality of the provided public services".

The CEO of Federal State Unitary Enterprise TSNIIATOMINFORM Pyotr Schedrovitsky emphasized that "Institute considers a problem of increase in effective management of nuclear power and the industry as priority. Accomplishment of this project is one of stages of its implementation. We coordinate development of the program of development of the nuclear power engineering aimed at increase in a share of atomic generation in a total amount of electricity production in the country with 16 up to 23-25% by 2030".

The director of the department of business applications of Oracle CIS Andrey Drachenko noticed that "The model created for Rosatom is unique, first of all, because it in the best way meets requirements of the nuclear and power sector of Russia. Accumulating many-sided experiment on business process automation and a possibility of the advanced products of Oracle corporation in single solution, a system allows to solve effectively problems of management by results in this major industry. It is important to note that it is one of most innovation projects created by product-based Oracle in the territory of the CIS".
