At the end of 2011, the University Games Directorate decided to actively switch to the Project-oriented approach to managing preparations for the Universiade. CJSC "Implementation Center," which is part of "Project Practice" Group of Companies, was selected as the partner for implementation of such an approach, as well as automation of project management processes.
Within two months from the beginning of the work, the Project Office of the Directorate was launched, temporary project management regulations were developed. Such a short start time for the project-oriented organization became possible thanks to a new, but already successfully tested approach to the implementation of project management. This approach allows you to start real project management work in parallel with the development of basic, full-featured solutions, thereby saving time, and providing early testing and adjustment of the implemented approaches to project management.

PM Forsyth is a modern domestic Project management information system. It is a web portal for conducting project activities, detailed planning, reporting, monitoring the preparation of the Universiade 2013.
The automated management system "PM Forsyth" allowed the Directorate of the Universiade 2013 to get a wide functionality designed for:
- Ensuring easy planning, maintenance, analysis and management of activity registers and directories;
- automating reporting processes;
- the formation of a single area of maintenance of calendar, resource and financial planning;

Thanks to the simple interface of PM Forsyth, more than 200 users were trained as soon as possible, and a competence center was created within the Project Office for further operation and support of the system.
Currently, PM Forsyth is in operation, developing as part of design work. The project management methodology underlying the system is undergoing its evolutionary development and is being improved and complemented.
