Croc won the mega-tender of Rosselkhozbank for purchase of licenses of Microsoft

Rosselkhozbank announced on December 31, 2015 (RSHB) holding a public electronic auction for right to contract on providing rights to use of the software of Microsoft on the terms of the simple (non-exclusive) license^[1].

According to the protocol of consideration of requests published on January 25, 2016, willingness to participate in an auction was shown by integrators"Croc", "Lanit" and "I-Teco" and also the company Comparex which, however, did not meet criteria of bank.

The financial institution needed more than 46 thousand licenses, including 26,500 licenses Professional Desktop (office applications of Microsoft Office, a packet of licenses of client access of Microsoft Core CAL, updating of the Microsoft Windows operating system), 9,880 licenses of terminal access to server operating system, 1,049 server licenses Windows Server Standard, 5,000 licenses of client access to SQL Server, 1,000 licenses of the vector graphics editor Visio, 420 licenses of the solution for project management of Microsoft Project and others.

The starting price of purchase was about 872.5 million rubles. By this parameter it is the second in value purchase of software of Microsoft in 2015. Larger acquisition (according to the portal of state procurements) products Microsoft performed at the beginning of 2015 VTB bank - for 1.25 billion rubles.

Terms of providing licenses are divided into 3 stages:

• Stage No. 1: The rights to the period from the date of signing of the contract (but not earlier than 3/1/2016) till 2/28/2017 (inclusive); the rights are granted within 10 (ten) working days from the date of signing of the contract, but not earlier than 3/1/2016.
• Stage No. 2: Rights to the period from 3/1/2017 till 2/28/2018 (inclusive); the rights are granted from period end date of action of the rights on stage No. 1.
• Stage No. 3: Rights to the period from 3/1/2018 till 2/28/2019 (inclusive); the rights on stage No. 3 are granted from period end date of action of the rights on stage No. 2.

The participant of a procurement procedure had to have experience of performance of agreements for 2013, 2014, 2015, an auction of character, comparable to a subject, and the volume (providing rights to use of the software) a minimum of the amount of the starting (maximum) price of the agreement.

The bank also required that the supplier was a certified partner of Microsoft and had the statuses Licensing Solution Provider (LSP) and Enterprise Solution Provider (ESP). According to the official site of Microsoft, the second of them was only at system integrators "IT", "Croc" and "Lanit", Vedomosti reported.

At Rosselkhozbank since 2013 the agreement affects use of software of Microsoft for servers and workstations, its updating and technical support. As the representative of RSHB reported Vedomosti, in 2016 the agreement comes to an end, and the bank prolongs it. In the last 15 years the bank uses products of Microsoft, they are closely integrated with other RSHB systems and therefore their replacement is connected with considerable labor costs and investments. But the new agreement assumes stage payment and if domestic analogs appear, RSHB will consider the possibility of transition, the bank representative assured.

Auction results

According to the protocol of holding the auction, the Croc company which offered the smallest price of the agreement - 859.4 million rubles was recognized the winner. On the second place - I-Teco with the price of the agreement of 863.8 million rubles, on the third - Lanit (868.1 million rubles).
