2024: Seizure of property
Arbitration Court Moscow November 1, 2024 seized the property of seven former managers Russian Mortgage Bank"" (RIB) for a total amount of more than ₽4,4 billion at the request of the Deposit Insurance Agency DIA (). Interim measures are related to the case of subsidiary liability and recovery of losses.
According to Interfax, interim measures affected ex-chairman of the board Konstantin Bekov, former members of the board of directors Nikolai Alexandrovich, Vladimir Salamandra, as well as board members Tatyana Diambekova, Alexander Baskakov, Stepan Kovalchuk and Viktor Filippov.
The arrest was imposed as part of a joint dispute on bringing former top managers to subsidiary liability and recovery of losses. The DIA initiated a trial in March 2022, demanding that nine heads of the bank, including former chairman of the board Sergei Kirilenko and ex-member of the board of Alexandra Zaytseva, be brought to justice.
The Arbitration Court of the Moscow District in January 2024 canceled previous court decisions on the refusal of the DIA to recover ₽3,7 billion losses from those who controlled the bank. The case is aimed at a new consideration after in August 2023, the Ninth Arbitration Court of Appeal upheld the decision to prosecute only Konstantin Bekov.
The agency revealed that the bank issued loans to obviously insolvent borrowers and acquired illiquid securities. Management did not take the necessary financial recovery measures in the presence of signs of bankruptcy, which led to significant damage to the financial institution.
The Central Bank of Russia revoked the RIB license on November 23, 2018, and in March 2019 the bank was declared bankrupt, after which the DIA was appointed bankruptcy trustee. According to the results of the third quarter of 2018, the bank's assets amounted to ₽13,1 billion, which corresponded to 177th place in the rating of banks.[1]
