In the Ulyanovsk region the single system of purchase management is started

At the end of 2015 the Ulyanovsk region also joined number of regions in which the ATsK-Goszakaz system is applied.

Before project implementation in the Ulyanovsk region there was no possibility of formation of all necessary documents in the field of purchases by uniform rules and regulations according to Federal law No. 44-FZ. At the same time the level of process automation existing at that time was insufficient and, thus, did not allow to organize effective work of all participants of purchasing process. So, for example, difficulties regarding formation of plans and scheduled plans of purchases, purchasing requests, decisions on holding a procedure of determination of the supplier, contracts, agreements took place, at report generation about results of a separate stage of performance of the contract, implementation of delivery of goods, performance of work or rendering service. Integration interaction with the Official website of the Russian Federation in the field of purchases (OOS) was not configured. To solve these and other adjacent problems, the Center for maintenance of purchases of the Ulyanovsk region together with BFT Company automated process of management of public procurements based on the upgraded ATsK-Goszakaz system.

Purchasing process of the Ulyanovsk region completely meets the requirements of Federal law No. 44-FZ. According to a contract system the main stages of a purchasing cycle in the region are standardized and automated: from planning process and formation of purchases before process of execution of purchases and control over their execution.

Start of the upgraded ATsK-Goszakaz version was preceded by setup of a system under the existing regulations of the Ulyanovsk region. In the subsequent experts of BFT Company implemented integration of a management system for purchases with OOS for the publication of information on order placement and also for introduction of data on public contracts and civil agreements of budgetary institutions on deliveries of goods, execution of works, rendering services to the register of public contracts. Afterwards the management system for purchases of the Ulyanovsk region will interact with the Unified information system in the field of purchases (EIS) which functions since January 1, 2016. Besides, for control of the purchase plan on compliance to the volume of the financial provision of purchase brought to the customer within Part 5 of Article 99 of Federal law No. 44-FZ, the management system for purchases was integrated with the system of budget implementation "ADC-Finance" installed in the Ministry of Finance of the Ulyanovsk region.

As a result of project implementation accounting of the claims and claims arising in the course of performance of government contracts and other civil agreements is automated. At the same time, the state customers of the Ulyanovsk region can create in a system and the consolidated purchases now. It, in turn, promotes significant economy of budgetary funds due to better planning and optimization of purchasing process.

The single system of purchase management of the Ulyanovsk region was brought into commercial operation from the middle of December. Work in a system which will integrate about 300 users will begin with starting information on purchases of 2016. As note in the Ulyanovsk region, implementation of the upgraded system should affect favorably not only increase in transparency and openness of public procurements, but also improvement of quality of works when holding control actions for check of procurement procedures.
