On December 15, 2015 the Technoserv company announced end of the complex project on creation of the Centers of collecting, processing and transfer of hydrological information for Federal State Budgetary Institution Northern Management on a Hydrology and Monitoring of the Environment in Arkhangelsk and Vologda.

Project Progress

The project was executed within the FTP "Development of a water management complex of the Russian Federation in 2012-2020".

During the project:

  • in Arkhangelsk the Center of collecting, processing and data transmission providing collecting of hydrological information from network of points of observations is equipped
  • in Vologda the auxiliary center of data collection in the building of Vologda TsGMS branch is created
  • on three posts - Mr. Kargopol, the villages of Shangaly, with Makarovo are created the automatic hydrological complexes (AHC) intended for operational obtaining information on level and water temperature
  • the stations "Severodvinskaya", "Velsk", "Kargopol" and Vologda TsGMS branch are equipped with measuring sets of a profile of a bed, speeds of currents and a consumption of water
  • the specialized software (software) which allows to receive and process quickly hydrological information with AGK of different type and different producers is developed
  • specialists of integrator carry out upgrade of a system of observations on 17 hydrological posts in the territory of the Arkhangelsk and Vologda regions

Project implementation results

The system of collecting, processing and transfer of hydrological information which allows is implemented:

  • obtain automatic data of observations from the automatic hydrological complexes (AHC) set on hydrological posts
  • obtain visual data of observations from the observer of a hydrological post
  • maintain the database of hydrological observations
  • make monitoring of receipt of these observations from hydroposts
  • carry out remote control by production of observations of AGK
  • make processing of operational these hydrological observations

All upgraded posts and automatic complexes set by specialists of Technoserv work steadily and without failures. Modernization of hydrological network Federal State Budgetary Institution Severnoye UGMS allowed us to increase survey accuracy on posts, to provide stable functioning of the supervisory network, to enter the automated technology of registration and data storage of measurements on technical carriers and also to organize timely collecting and processing of operational messages.

Observations on the reweaponed posts are made in the automatic mode. Information from complexes quickly comes to the Centers of collecting, processing and transfer of hydrological information where it is processed for forecasting of the hydrological mode of the rivers. The obtained information is especially valuable during development of a spring high water and floods. All interested organizations, including the Ministries of Emergency Situations making operational decisions will be able to trace a status of water bodies online. Today we can tell with confidence that Federal State Budgetary Institution UGMS Severnoye it is armed with modern technologies for accomplishment of the important tasks of Roshydromet directed to the benefit of inhabitants and economy of areas subordinated to it.
