The project of automation of AHD in Gazprombank

The IT Capital company implemented at the end of 2015 the project on process automation of management of administrative activity in Gazprombank. A system based on "1C:Enterprise 8" covered 2500 jobs at head office and all branch network of bank. During the project with the help of this solution accounting of the entering services was adjusted, the processes connected with supplier payments are optimized, control budget procedures of bank are implemented, planning of expenses on business activities is provided, the possibility of centralization of purchase of all property of bank is implemented.

A system helped to begin reorganization of accounting service: based on one of bank branches the new Operational center of support of business activities of bank which will undertake further problems of the centralized document handling of head office and all regional network is already open. By a preliminary estimate, the managements of Gazprombank, the successful completion of this project will allow to increase process performance of maintenance of administrative activity of bank by 30%.

For effective ensuring activity of head office and tens of regional representative offices the bank needs to manage administrative activity quickly. Earlier for the solution of these tasks at head office and bank branches several separate information systems were used, approval of budgets and requests for a funds expenditure was executed on paper, there was no single system of the normative reference information regarding business activities. In 2013 the management of Gazprombank made the decision on creation of the new centralized automated control system for administrative activity.
For the solution of assigned tasks the offer of 1C Company was selected that corresponds to the strategy of bank on investment into high-tech industries of Russia. The IT Capital company for which the task of development of a new system based on "1C:Enterprise 8" was set became the key contractor of the project. As an important factor for benefit of the choice of the platform of 1C the fact that in one of branches of Gazprombank the accounting system on the basis of "1C: Enterprise" adapted for requirements of bank was already used served. This experience was used during creation of a new system. Also it was important for the customer that a system was developed under designer's service of 1C Company, conformed to all security requirements, and stability of its work did not depend on specific programmers, closeness of the code and other risks.



The solution "1C: Integrated Automation 8" adapted by specialists of IT Capital for requirements of bank became a basis for creation of the centralized control system of administrative activity ("1S:AHD"). During the project the following tasks were automated: budgeting, control and budget implementation of AHR; an application campaign in branch when planning AHR; purchase management; operational and inventory control; accounting and tax accounting; accounting of material values and services; accounting of settlings with partners and advance holders; accounting of agreements and other obligations; control and procedural bank procedures.

According to the results of project implementation: the centralized solution "1S:AHD" in all branch network of bank is implemented; "1S:AHD" allows to support implementation of administrative activity of bank in mode 24*7.

According to 1C, at accomplishment of this project Gazprombank tested new approach of implementation of complex projects — the pilot project started not at head office, as usual, and in a branch network. Use of such approach allowed: implement the project completely for 1.5 years; reduce influence of project risks; minimize operational risks from system implementation for implementation of administrative activity; reduce the cost of implementation services on (~ 50%).

On a response of the customer, centralization of all control functions of AHD of bank and their organization on the platform of one branch — the Operational center became a key project deliverable. In a new system all processes connected with management of AHD are automated and concentrated. Systems capabilities allow to trace history of an asset or service at all stages of lifecycle: planning, choice of the supplier, purchase, registration, write-off.

Automation of accounting of the entering services is also executed: services of lease, protection, utilities, services of insurance, information support and also the expenses accompanying banking activity — the commissions, duties, taxes. It helps bank to plan thousands of regular monthly payments more precisely. Now system "1S:AHD" allows one person to create several thousands of payment documents within one working day and to reflect charge of these services in accounting under different agreements. Thus, expenses on planning and carrying out payments and charges are reduced.

Operational registration and approvals of thousands of agreements of a different type is organized (standard, frame, regular, on primary activity) on each of which the templates of routes of approval in which, in turn, "expert divisions" of Gazprombank participate are configured.

Accounting labor costs are reduced by processing of primary documents, the main loading on input of primary data is distributed on functional divisions of bank (PIER) now. The mechanism of routing allows to manage daily processing of thousands of documents by thousands of users. The system of routing will not allow the user to make incorrect actions in a system, will check correctness of filling of fields, will execute only records, necessary at this stage, in accounting registers.

In system "1S:AHD" budget planning and approval of agreements are uniform process. Thus, at each stage of approval all information on the agreement (terms, the amounts, budget distribution) is available to the responsible person that reduces choice reaction time at approval of the agreement. Transfer or return of the agreement on the next stage of approval is executed "by one button" that also accelerates all process. All this gave the chance to bank quickly and in details to plan expenses on business activities, to reveal and cut down inappropriate and unreasonable expenses, to allocate funds for development of activity without increase in the budget, noted in 1C.
