Pulkovo Airport abandons the recently introduced Russian HRM system and switches to another - from 1C

As TAdviser discovered, Pulkovo Airport decided to create an automated personnel management system based on 1C - 1C software: ZUP KORP 3.1. In early September, the Northern Capital Air Gate, the airport's management company, placed a corresponding request for proposals from potential^[1] on the procurement site^[2].

The following processes are subject to automation:

• Recruitment;
• Aviation Training Center;
• Occupational health and safety;
• Medical records;
• Military accounting;
• Management of personnel numbers and expenses;
• Time and attendance;
• Personnel cost budgeting;
• Bonuses for personnel;
• Calculation of wages, taxes and contributions;
• Displaying salary data;
• Personnel reporting.
• Payroll reporting.

The new HR solution will integrate with many other systems already operating at Pulkovo, as well as external ones. Among other 1C solutions are: ActiveDirectory (user account management), FriendWork, (HRLink personnel electronic document management), MRMS (airport mobile resource management), Start-Link (candidate reception module),, BI banking systems, systems, etc Rosaviatsia FTS.

The developed HRM system shall ensure the functioning of at least 500 simultaneously open user sessions and be able to expand the number of working sessions by at least two times.

It is planned to introduce a new personnel management system by the end of April 2027, follows from the terms of reference.

In parallel, Pulkovo is undergoing a large-scale project to switch from ERP SAP to 1C, which covers many airport business processes, and the transfer of personnel processes to the solution of the same vendor fits into this landscape in a unified way. However, in this case, as follows from the published technical assignment, personnel management and payroll calculation for solution "1C" are transferred not from SAP, but from another Russian platform - "BOSS-Personnel," the developer of which is the company "BOSS Personnel Systems."

The airport was not used by BOSS-Personnel for so long: the vendor announced the completion of the introduction of this product in 2021. At the same time, the project was characterized at the same time as unique, which was fully implemented remotely in the difficult conditions of the 2020-2021 lockdown.
