Atlas Soft developed the control accepting system for the Supreme Court of the Russian Federation

For the purpose of quality improvement of the created archive of court documents of the Supreme Court of the Russian Federation the decision on creation of a subsystem of quality control of scanning of court documents was made. By the time of execution of works on scanning in the territory of the Supreme Court of the Russian Federation the Atlas Soft company provided a scanning quality control subsystem, namely the control accepting system (CAS).

KPS is intended for automation of works both operators of scanning and retroconversion, and quality controllers of the created electronic archive.

The main objective of KPS is accumulation of results of scanning and document handling with a search capability, viewing, loading, editing and printing of documents for the purpose of control of quality of the performed works, summing up by the number of the processed documents and submission of the intermediate reporting under the performed scanning works.

The main requirements to a system were:

• Providing a multi-user operation mode with blocking of repeatedly open documents.
• Functioning in two modes "Check" and "Viewing". In the Check mode transition from the current document to another is performed only after assignment to the current document of a mark about its status.
• KPS should distinguish different statuses of the document: "it was not checked", "good", "bad", "doubtful".
• Automatic calculation of quantity of errors in the Check and Viewing modes.
• Automatic unloading of the checked scanned documents from KPS in the AIS of the Supreme Court.
• All operations of the user on change of the status of the document should be fixed in the transaction journal

KPS had to have the following functionality:

• formation of the database of indexes of details of indexing and electronic images of the scanned court documents on batches;
• viewing and editing all attributes of the processed court documents on batches;
• search of the processed court documents in attributes of indexing, advanced search in date, in batches and in all fulfilled array of court documents;
• search in any index of the database, both in job lot of court documents, and in all array of the entered court documents;
• viewing and printing of the text representation connected with the document of files and graphic image of the court document (including navigation according to pages, scaling, panning);
• possibility of selection of the document of the constructed list in a random way;
• maintaining history of browsed documents;
• report generation about a status of check of batches of court documents;
• report generation about errors;
• report generation about the number of the processed court documents, the number of pages in them and the entered files of text representations and graphic images, including on batches.

In the project progress of creation of electronic archive of court documents of the Supreme Court of the Russian Federation it was scanned, checked by the KPS system and 198,500 documents are sent to the AIS of the Supreme Court of the Russian Federation that made 496,250 sheets.

Project implementation of creation of KPS was executed in only one month. As a result of use of the control accepting system the Supreme Court of the Russian Federation could accept independently quickly and qualitatively created archive.
