The Russian Post purchased 49 thousand computers for 4.2 billion rubles

The Russian Post buys 49 thousand sets of the automated jobs (AJ) for 4.2 billion rubles for continuation of replication of the Single automated system of departments of a mail service (EAS RPE) in 23 thousand post offices. EAS RPE is developed by Russian Post by the principle of "single window" and replaces more than 15 different software products used earlier.

In 2016 the Russian Post completed installation of 30 thousand sets of the automated jobs (AJ) for replication of the EAS RPE system in 17200 post offices.

The new tender of 2017 included two lots, Unicredit Leasing companies and the leasing company "I.L.S." became winners of a public electronic auction. Economy on purchase of sets of an automated workplace made 12.3%. According to experts, the price of purchase of sets of an automated workplace in leasing is at the moment one of the best offers for the company of level of Russian Post. The set of the automated workplace includes the system unit, the monitor, the multi-function printer, uninterruptible power supply unit and the scanner of a barcode.

Also the Russian Post buys 1038 units of the server hardware for 4.3 billion rubles. Economy according to the results of this public electronic auction made 7.2%. The equipment includes different types of servers, switches, routers and other devices. It will be used in the main information computer center and branches of Russian Post on all territory of the country.

The carried-out purchases open a new stage of large-scale IT upgrade of network of post offices which will cover all 42 thousand departments of Russian Post, having connected them in the unified information system. A new system essentially changes architecture of approach of Russian Post to transfer of all system of customer service to information and digital technologies. Any product whether it is started in a format online (via the portal or mobile application) or offline (in department of a mail service), adapts and built in the universal online service integrated by the Single Automated system. The new platform provides faster and high-quality service, increases reliability and information security, including protection against potential external interventions.

The Russian Post continues to carry out purchases at the minimum cost. For the first time the Russian Post applied new approach to formation of the starting maximum price: for its determination on an input the prices of last year adjusted for inflation were taken as a basis, but were not established as it is accepted, by the participating companies that in practice led to inflated prices. As a result, already on start the discount was received, and the total prices were much lower not only in comparison with purchases of the state enterprises, but also private companies, – the deputy CEO of Russian Post for information technologies, development of new products Sergey Emelchenkov notes.

The Russian Post updated 30 thousand sets of the automated jobs (AJ). In new workplaces in 17200 post offices for 1.5 years the Single automated system of departments of a mail service (EAS RPE) is installed. It is developed by Russian Post by the principle of "single window" and replaces more than 15 different software products used earlier.

For installation of the new equipment first of all the post offices located in the large cities with high traffic of clients were selected. Updating of the software product already affected 54 branches of the enterprise. In particular, new to software it is set in 444 post offices of Moscow.

The Russian Post purchased in leasing more than 30 thousand sets of the automated jobs for post offices in March, 2016. Thanks to holding the auction electronically the enterprise managed to reduce the price rather initial almost by 50% and to save 1.2 billion rubles on purchase.

According to experts, purchase price in 44 thousand rubles for one set of the automated workplace in leasing is at the moment one of the best offers for the company of level of Russian Post. The set of the automated workplace (AW) includes the system unit, the monitor, the multi-function printer, uninterruptible power supply unit and the scanner of a barcode.

2016: Auction results on lease (leasing) of an automated workplace

On March 15, 2016 Russian Post summed up the auction results on lease (leasing) of the automated jobs (AJ) for the Single automated system of departments of a mail service [1] (EAS RPE)^[1].

Russian Post saved more than 1 billion rubles on lease of computers and MFP

6 companies - RB Leasing, by MT, DEPO Computers, Unicredit Leasing, "I.L.S." and USP Compulink were allowed to participation in an auction. The winner announced Unicredit Leasing which made the best price proposal - 1.218 billion rubles that is 48.8% lower than an initial stoimsta of the agreement (2.38 billion rubles).

Thus, the cost of one set of an automated workplace for the mail operator will be 44.4 thousand rubles.

Let's remind that according to the technical project, the mail operator needed more than 27 thousand units of an automated workplace. At the same time the system unit had to be a part of each automated workplace (the processor with a frequency not lower than 3.2 GHz, quantity of cores not less than 2; amount of RAM is not less than 4 GB; hard drive with a capacity not less than 500 GB; the preset Professional OS Windows 7), the LCD monitor with diagonal not less than 21.5 inches and permission of Full HD, the laser monochrome MFP of A4 format, uninterruptible power supply unit, the wire reader of barcodes.

Under the terms of the contract, the term of leasing will be 36 months from date of acceptance, and everything the equipment will have to is delivered in 51 branches of Russian Post within 14 weeks from signature date of the agreement.

In new workplaces the Single automated system of departments of a mail service (EAS RPE) will be installed. It is developed by the principle of "single window" and replaces more than 15 different software products used earlier. The GMCS company which won the tender of Russian Post in December, 2015 is engaged in development of EAS RPE.

Using EAS RPE the staff of the enterprise can register entering and originating mail, to make out acceptance and payment of money transfers (including. "Forcing" and Western Union), a subscription for printing editions to perform pension payment and benefits, to make out services of insurance, broker service, bank deposits, credits and microloans, to sell lottery, an avia and rail tickets, to make out services of a telegraph and voice communication.

Along with the auction on leasing of an automated workplace, the mail operator made selection of requests for leasing of the server hardware. In an auction with the starting price of agreements of 1.23 billion rubles the victory was won by I.L.S. company, having brought down purchase cost for 48% to 640.5 million rubles.

Earlier, in July, 2015 Russian Post signed the agreement with Merlion Projects company on three years' leasing of computers of Acer and other office equipment. Then it was talked of delivery of 18.5 thousand sets, and contract amount was 805 million rubles.

As reported TAdviser in Russian Post, within the agreement retrofitting of branches by means computing and office equipments is made for the automated jobs, the outdated equipment is replaced. As for an agreement form, according to representatives of mail operator, property acquisition in the form of leasing gives to the enterprise a number of additional financial and operational benefits.
