The winner of the mega-tender of Russian Post for lease of servers dropped the price twice

On March 9, 2016 Russian Post held an auction on lease (leasing) of the server hardware.^[1].

The starting price of the agreement was 1.23 billion rubles. Mail expected to receive 265 items of equipment for this amount - servers, a blade chassis, storage systems, routers, switches and so forth.

As reported TAdviser in Russian Post, within the agreement retrofitting of branches by means computing and office equipments is made for the automated jobs, the outdated equipment is replaced. As for an agreement form, according to representatives of mail operator, property acquisition in the form of leasing gives to the enterprise a number of additional financial and operational benefits.

According to the protocol of summing up of March 9, 2016, 4 companies - "I.L.S.", Northern Venice, by "Tekhtransleasing" and RB Leasing were allowed to participation in an auction. At the same time the smallest prices were offered by "I.L.S." and Northern Venice - 640.5 million rubles and 646.6 million rubles respectively.

As a result the company "I.L.S." which lowered the initial cost of the agreement for 48% was recognized the winner of purchase.

Under the terms of the customer, the winner company will have to deliver all equipment within 6 weeks from signature date of the agreement. Leasing term – 36 months.

Along with the auction on lease of the server hardware the mail operator made selection of requests for leasing of an automated workplace for the Single automated system of departments of a mail service (EAS RPE). In this auction which initial cost was 2.38 billion rubles the results are not summed up yet.

The GMCS company which won the tender of Russian Post in December, 2015 is engaged in development of the Single automated system of departments of a mail service. Using EAS RPE the staff of the enterprise can register entering and originating mail, to make out acceptance and payment of money transfers (including. "Forcing" and Western Union), a subscription for printing editions to perform pension payment and benefits, to make out services of insurance, broker service, bank deposits, credits and microloans, to sell lottery, an avia and rail tickets, to make out services of a telegraph and voice communication.

Earlier, in July, 2015 Russian Post signed the agreement with Merlion Projects company on three years' leasing of computers of Acer and other office equipment. Then it was talked of delivery of 18.5 thousand sets, and contract amount was 805 million rubles.

The facts about the winner of an auction

The CNews edition, referring to data of the USRLE, reported^[2]that the winner of purchase — "I.L.S." and his competitor — Northern Venice are registered to the same address: St. Petersburg, Varshavskaya St., 16a, room 12H. At the same time among founders of "I.L.S." Alexander Zorin and Alexander Morev are registered. The same people act as cofounders of Pliz LLC whose child structure is Northern Venice.

Besides, on the website of Northern Venice it is specified that the position of the Deputy CEO on client works in it is held by Oksana Skriptsova. It in USRLE base appears as the CEO of "I.L.S".
