FOSTAS NO Fund

FOSTAS fund is the non-profit organization focused on standardization and certification in the field of IT and also on the analysis, development, implementation in practice of modern approaches and methods, knowledge and skills in this area. FOSTAS foundation is set up on the principles of openness, voluntariness, broad communications with production, scientific, educational and other organizations (commercial, state, public) and in the practice considers wide international experience of the similar organizations.

FOSTAS is formed at the beginning of 2012. The fund takes active part in projects on creation of the electronic Government of the Russian Federation, holds seminars and educational programs for Chief information officers, carries out and participates in the international conferences and the congresses.

2016: FOSTAS obtained accreditation for carrying out certification in the field of IT

The non-profit fund "FOSTAS" (Fund of support of system engineering, standardization and project management) obtained accreditation of SDS "IT Standard" (The system of voluntary certification in information technology field) for carrying out certification in the field of IT.

FOSTAS starts certification of IT heads on compliance to the Russian state professional standard "Information Technologies Manager". Certification is carried out on the 4th levels of the standard:

• Manager on management of IT resources,
• Manager on management of IT services,
• Manager on management of information environment,
• Manager on management of IT-Innovations.

The applicant for obtaining the certificate should select one of levels, in writing confirm the competences on accomplishment of the corresponding labor actions described in the professional standard and protect them before experts. Experts of FOSTAS fund are the acting IT heads of the large domestic and foreign organizations. Among them Simakov Oleg Vladimirovich, the Member of Expert advice of the Russian Ministry of Health on use of ICT in the field of health care, Herman Alexander Ayzikovich, the CIO of company Baring Vostok Capital Partners Group, Alferov Pavel, the Head of the Center of methodology, examination and control of project activity of JSC Interrao, Lviv Galina Vladimirovna, the Director of the department of development of corporate information systems of JSC Sukhoi Company, Ligachev Gleb Vladimirovich the Director of information technology of JSC System Operator of the Unified Energy System.

The procedure of certification according to the professional standard will allow a wide range of heads of IT to systematize the experience in the field of management, to receive the invaluable recommendations of experts, to confirm the qualification and competences, to increase the cost in labor market. For the organizations certification of managers will allow to confirm the high level of management of IT.

Let's remind that since July 1, 2016 amendments to the Labor code and the Federal law "About Education in the Russian Federation" become effective, (No. 122-FZ of May 2, 2015) according to which professional standards become a basis for determination of requirements to qualification of workers.
