Battle of Chelyabinsk: "Дневник.ру" will pay the authorities to remain in the region

In 2016 in Chelyabinsk the regional segment of the interdepartmental Contingent system is created. The system purposes - to increase efficiency of a state administration and quality of electronic state services in the field of education.

The regional segment should provide the solution of the following tasks:

• obtaining information on the contingent of students of Chelyabinsk region;
• obtaining operational information about queues on transfer in the organization of formation of Chelyabinsk region and about extent of their filling;
• forecasting of necessary number of places in the organizations of formation of Chelyabinsk region;
• accounting of students in the organizations of formation of Chelyabinsk region;
• formation of a full range of data on grade levels and achievements of students at their training in the organizations of formation of Chelyabinsk region, including results of additional education;
• obtaining information on the impact of educational process on the state of health of students;
• increase in availability to the population of information on the organizations of formation of Chelyabinsk region and the educational services rendered by them through the state informational portals.

The Chelyabinsk Regional assessment center of quality and informatization of education selected the contractor on delivery and implementation of a regional segment at an electronic auction. "Дневник.ру", "IRTeh", Obverse, Rostelecom and Netrika decided to participate in it. The starting price of an auction was 2 million rubles.

As it appears from the protocol of the holding the auction^[1]which took place on March 15, 2016 Netrika fell in price to 1.71 million, Rostelecom - up to 1.59 million, Obverse - up to 940 thousand rubles.

The main fight was started between "IRTeh" and "Дневник.ру" which biddings went to a negative zone. "IRTeh" stopped on-920 thousand rubles, Diary fell up to-930 thousand and with this price won.

Thus, "Дневник.ру" will have to not only perform works on the technical project, but also pay to the customer 930 thousand rubles.

Explaining the solution to go to minus, in "Дневник.ру" reported to TAdviser that for many years Chelyabinsk region is strategically important region for the company.

First, in the region the high level of development of information society and electronic government. Secondly, the educational organizations of the region work in our system for a long time. For this purpose we enclosed many resources. At last, we see high potential for further development of educational services in the subject. Not only implementation of a regional Contingent segment, but also the additional systems for different types of the educational organizations is a part of works on the contract. Accomplishment of these works will allow us to save an opportunity to work in the region and to provide high-quality educational services
