Software Selection

The choice of the basic software for control automation of "GTSS" was performed in the first half of 2001. As a part of divisions of institute is engaged in development of software products, including software for design management, the openness of a system was one of the main requirements to the selected complex. It had to allow adaptation, connection of own modules. Assessment of software of external development was performed on the basis of previously made technical specifications (TS) in which the main requirements and criteria to the subsystems which are the center of an ACS were defined.

The maximum compliance of terms of reference appeared at the ERP system "KOMPAS of MS of ELITE" therefore in June, 2001 the agreement was signed with KOMPAS company on its implementation.

From an interview of the Chief of an ACS of "GTSS" A.N. Tezeykin: ... For solving of tasks of automation of a management activity the technical specifications (TS) in which the main requirements and criteria to three subsystems which are the center of an ACS were defined were made previously. Terms of reference were made by department of ensuring the automated release of the project documentation and enterprise management. Solutions were developed and approved with the divisions which are in a guidance loop (accounting and PEO). Then the concept was considered on technical council and affirmed the director. General Description of the Project

ERP system implementation KOMPAS in "GTSS" was performed by forces of the working group kept from consultants of KOMPAS company and the staff of service ACS "GTSS" and took place in several stages. On the first of them implemented in the second half of 2001 tasks were automated:

• accounting;
• preparation of primary documents;
• import and export of payment orders from (v) "the client-bank" system(s);
• registration of personnel;
• payroll;
• unloadings of individual data in PF and FTS in electronic form;
• accounting of fixed assets;
• managements of material stocks;
• control of settlement with suppliers and clients.

At the second stage implemented at the end of 2002, a subsystem "the COMPASS: Management of finance" "The currency cash-book" was added with functionality.

At the third stage passing at the end of 2003 work as the dining room, including preparation of calculation cards and automatic write-off of products on the made dishes was automated.

At the fourth stage in 2004 the subsystem "the COMPASS was implemented: Cost management". Unloading of tax statements in electronic form was in parallel provided. In general the management of institute considers one of the main results of project implementation failure from an archaic boiler cost accounting system and transition to methods of exact cost accounting on each work type and by each order.

Now in "GTSS" about 60 licenses for different modules the ERP systems "COMPASS" are used.

Our specialists can easily get access to any data and independently do completions in internal language of the program During operation the COMPASS system proved from a positive side. Some Specific Features of the Project

• In account policy of "GTSS" the developed five-level analytics is put. As analytical ciphers on some accounts of accounting not only ShPZ, employee IDs, divisions, but also document numbers are used. Consultants of KOMPAS company carried out the corresponding setup of the Chart of accounts and algorithms of functioning of a subsystem "KOMPAS: Management of finance".
• According to the regulations accepted in "GTSS" on management accounting of cash the functionality of the currency cash-book, afterwards, included in "COMPASS" in drawing delivery of the ERP system was developed.
• As a result of the accepted detailed system of analytical accounting the table of postings in a subsystem "the COMPASS: Management of finance" is characterized by very big sizes, increasing approximately by 1 million records a year. The COMPASS system provides good high-speed performance during the work with a DB of such volume.
• For implementation of accurate accounting of calculations for the VAT for the imported materials by numbers of cargo customs declarations the functionality of line-by-line inclusion of commodity sections of invoices in Sales ledgers and purchases is used.
• In account policy of "GTSS" detailed analytical accounting of the VAT with distribution of the VAT for materials and services of general purpose by ShPZ, articles, divisions is put it is proportional to several indicators, including in proportion to the salary of the main contractors. Such distribution is executed in the separate database using a subsystem "the COMPASS: Cost management", and then in the form of final postings returns to the main Magazine of Economic Transactions.
• In a subsystem "COMPASS: Cost management" the difficult analytics using which account not only on divisions, ShPZ (agreements) and cost items, but also on certain partners of the company is kept is organized.
• In the course of project implementation by consultants of KOMPAS company considerable amount of works on setup of payrolls – more than 100 codes of charges and deduction is executed.
• For the purpose of exact analytical accounting of the salary hourly accounting of a worked time on ShPZ and agreements is organized.
• Using "The master of reports" a number of specific forms on registration of personnel and the salary, in particular statistical P4 form on areas of residence of employees and interpretation to the report on average number is developed.
• Using the module "COMPASS: A production warehouse" work as the dining room of "GTSS" is automated.
• Forces of staff of service ACS of the Customer carry out integration with a management system for design of own development.
