Software Selection

At the end of 2001 there was a need of replacement of the accounting programs working under control of DOS (GSI system) for more modern Windows programs. Several systems, including 1C and "COMPASS" were considered. As the main selection terms an opportunity to keep account of the non-profit organization working at target financing and also an opportunity to keep project account of organization activity, including payroll, on financing sources were defined.

The preference was given to "COMPASS" as the system which is the most easily adapted to needs by TsLP (due to existence of the instrument of the visual setup "Masters of the COMPASS"). The important role was played by the recommendations of consultants of the Finansist salon which was engaged in selection of programs of control automation by the enterprise. In addition, essential discounts for licenses and consulting which were provided to TsLP as charitable organization had an impact on the choice.

General Description of the Project

System implementation was performed in several stages by the working group of 3 - 4 accountants, one IT specialist of TsLP and one consultant of KOMPAS company.

The most intensive stage of implementation occupied the first half of 2002. On it the standard functionality of modules "the COMPASS was implemented: Accounting and tax accounting", "COMPASS: Document flow", "COMPASS: Registration of personnel", "COMPASS: Payroll" and "COMPASS: Inventory control". Upon termination of this stage working operation of a system began.

The second stage passed in the second half of 2002 in parallel with working operation. It was much less intensive: more or less significant additional settings were carried out. The third stage took about a year more. It was devoted to implementation using the instrument of the visual setup "Masters of the COMPASS" of the specific accounting functions covering individual requirements of "The center of medical pedagogics".

In 2011 for conducting non-financial accounting of the relations with philanthropists and students of advanced training and seminars and also for the organization of electronic mailings the CRM system "the COMPASS was bought in addition: Marketing and management" which gradual implementation took about a year.

Now on the basis of "COMPASS" jobs of the following specialists are automated:

  • accountants;
  • clerk of the salary;
  • project managers;
  • managers on execution of contracts for educational services

From a response of the President of RBOO TSLP A.L. Bitova: ... "COMPASS" allowed to achieve stable accounting and creation of the reporting in the conditions of growth of the organization, the number of projects and also permanent complication of statutory requirements. With its help the work with contracts for educational services which was earlier performed manually was automated. The additional indicators and reports received in a system increase efficiency of a financial analysis and planning...

Some Specific Features of the Project

  • Payroll, taxes and contributions to funds becomes on projects (financing sources) due to use of the mechanism of appointments and ShPZ.
  • Payroll is conducted taking into account both requirements of the legislation, and charitable foundations.
  • By completion of a personnel card file and the register of agreements financial and personnel records of children receivers of educational services whose financing is performed both at the expense of parents, and due to charitable donations are implemented.
  • Holding campaigns for fundraising is automated.
  • Accounting of currency donations is organized.
  • Using the CRM system "COMPASS: Marketing and management" is organized non-financial accounting of the relations with philanthropists and students of advanced training and seminars.
  • Electronic mailings are automated.
  • In the Chart of accounts sub-accounts of the 86th account and some other accounts on the implemented projects are organized.
  • A number of specific forms of financial statements is added.
  • Export of payment orders to Internet bank of Citibank is configured.
  • Transfer of tax and accounting records in the Taxcom system is organized.
  • Using the business procedure of "COMPASS" import of data from the specialized database on accounting of occupations with children and the activity of teachers working at Firebird 1.5 DBMS under the FreeBSD operating system is performed.
