The partner of DIRECTUM to Naberezhnye Chelny, the Projects and Solutions company announced in 2010 project completion of implementation of the DIRECTUM ECM system in Paritet management company. Specialized business solution – "Management of housing stock" is the basis for the project.
In structure of management company there are 6 ZhEU. One of the main functions of dispatching ZhEU and also the central dispatching service of management company is work on citizens' appeals. The efficiency of response to requests of residents in many respects depends on the used tools, and in particular – the information system providing registration of requests, appointment of contractors, control and the analysis of execution of addresses. Growth of quantity of the serviced objects and volume of the customer base require quality improvement and efficiency. Therefore the management of UK "Parity" organized the choice of the solution for creation of an information system on work with requests.
The choice was performed among the different systems on management of electronic documents and business processes. Special attention was paid to adaptability of a system and a possibility of development on its basis of the specialized solution for housing sector. As a result a choice was made for benefit of business solution "Management of housing stock" based on an electronic document management system and interaction management of DIRECTUM. As the supplier the Projects and Solutions company, being the Certified partner of DIRECTUM and direct developer of business solution acted.
The implementation project started at the end of 2009. The following tasks were set for the working group which part consultants of Projects and Solutions company and the staff of service of the chief engineer of UK "Parity" were:
- creation of the unified register of housing stock of management company;
- automation of accounting of planned and stoyachny shutdowns of water supply, heat supply;
- automatic registration and processing of requests of citizens, formation and issue of tasks for execution of requests in ZhEU on territorial accessory;
- control of execution of requests according to the existing legislative standards;
- obtaining analytical reporting under execution of requests of residents;
- integration into the program of registration settlement center and work with data on debt on utilities.
At the first stage of the project the reference book of housing stock with detailing on ZhEU, houses, entrances, floors and apartments was created. Thus, information on a status of housing stock was systematized, and on each house the detailed "electronic passport" including information on a status of communications, the repair schedule and works on improvement, etc. was created. It allowed to minimize the risks connected with untimely accomplishment of preventive actions.
For increase in efficiency of dispatching services according to requests integration of DIRECTUM with a database server of paging messages was performed. As a result processing of addresses of the residents arriving on paging network accelerated. With implementing solution managers had an opportunity of tracking of requests in real time and operational sending them on execution to the relevant division. Automatic registration of requests in the DIRECTUM system also allowed to eliminate so-called "false" requests and to perform search of repeated addresses. In addition, accumulated information on execution of requests became the effective tool for control and the analysis of quality of work of contract organizations.
At the second stage of an implementation project work with receivables on payment of utilities was automated. Due to import of the residents given about debt received from the registration settlement center (RSC), means of the DIRECTUM system provided operating control of debt repayment. Thanks to integration with a recording system and registration of telephone negotiations of "SP-Record", these data were used for the organization of automatic call-down of debtors that allowed to bring work with debt to qualitatively new level.
Based on implementation of business solution in UK "Parity" work on requests of residents was considerably accelerated. The centralized control of execution of requests of citizens according to normative terms is provided and also the possibility of the analysis of quality of works of ZhEU by the specific house, the apartment, a type of fault is implemented. With use introduction of "electronic passports" time for formation of the management reporting about a status of housing stock was reduced. The systematic work with receivables which is not requiring additional resources thanks to automation was organized. As a result of UK "Parity" received the full-function tool for quality improvement of work with consumers of services.
