Vladimir Malinin was born on September 29, 1951 in Moscow.
- in 1973 graduated from the Moscow financial institution
- in 1973-1974 worked as the economist Mosgorfinupravleniya
- in 1974-1976 served in Border troops of KGB of the USSR at officer positions
- in 1977-1988 - in financial bodies of the First Head Department (FHD) of KGB of the USSR
- in 1988-1991 - the first deputy chief of financial planning department of management of KGB of the USSR
- in 1991-1994 - the chief of financial planned management of FAGCI under the President of the Russian Federation
- in 1994-1996 - the head of department on collecting shortages on taxes and fees of the State Tax Service of the Russian Federation
- in 1996-1997 - the vice-chairman of Control Accounts Chamber of Moscow
- in 1997-2004 - the head of Control and audit administration of the Ministry of Finance of the Russian Federation
- in 2005-2006 - the chief of Territorial Department of Federal Service for Financial and Budgetary Supervision
- May, 2006 - May, 2007 - the deputy manager of FCS of Russia
- May, 2007 - 2016 - the first deputy head of FCS of Russia, supervised informatization of department.
Vladimir Malinin is the colonel general of customs service (the special rank is given by the Decree of the Russian President of February 22, 2009), the member of Government Commission for Alcohol Market Regulation (The commission is formed by the order of the Government of the Russian Federation of October 29, 2009); it is awarded the state awards among which there is a medal of the Order "For Merit to the Fatherland" of the I degree (2008).
