2017: Purchase of computers and software for 422 million rubles

In July, 2017 the Information and Analytical Center (IAC) of support of Justice state automated system selected the supplier of computers and software for retrofitting of automation objects of Justice state automated system.^[1]

On the tender only one request from Kraftvey company arrived. It satisfied the customer's conditions, as a result the only participant was recognized by the winner and with him the contract was signed. The amount of the agreement remained at the level of the starting price of purchase – 422 million rubles.

Purchase provides delivery of 5.5 thousand workstations complete with 19.5-inch monitors and uninterruptible power supply units. The cost of each set is estimated at 48 thousand rubles. The operating station should be brought together based on the processor with a performance not less than 3500 points according to the CPU Mark Benchmark test. Amount of RAM should be not less than 4 GB of DDR3, the volume of the hard drive or SSD – not less than 500 GB.

On computers the Windows 7 Professional operating system together with a set of office applications of Microsoft Office 2010 Standard should be preset. The total cost of this software for deliverable workstations is about 150 million rubles. About 8 million more rubles will be spent for the licenses Windows Server CAL for access to the server.

According to terms of reference, the listed software products should provide functioning of Justice state automated system in federal courts, managements of Judicial department in territorial subjects of the Russian Federation, Judicial department at the Supreme Court of the Russian Federation and Federal State Budgetary Institution IAC Sudebnogo of department.

In justification of impossibility of observance of prohibition on foreign software, the state customer specified that office applications should provide correct request processing of special software of Justice state automated system to the interface of API Microsoft Office and conform to requirements of documentation to Justice state automated system. The customer shows similar requests also to operating systems. At the same time, the domestic solutions specified in the register do not satisfy to the sounded parameters.

2016: Purchase of computers and software for 730 million rubles

In May, 2016 the Information and Analytical Center (IAC) of support of Justice state automated system summed up the auction results on delivery of program technical means and software for retrofitting of automation objects of the state automated system "Justice" Delivery of Program Technical Means^[2]. The starting price of the tender announced in April was about 734.3 million rubles. The winner from him selected the Adaptive Technologies company which offered the price in 730.6 million rubles. In addition to it Kraftway also participated in biddings.

Delivery includes 10,000 workstations complete with the UPS and the preset OS software of Windows 7 Professional and Microsoft Office. Also the center buys 10,000 licenses Windows Server, follows from technical specifications on an auction. Workstations and software will be delivered in regional governments of judicial department and regional courts.

The IAC of support of Justice state automated system did not detect in the register of domestic software of operating systems and office suites and buys products of Microsoft

Documentation on an auction includes justification why it is impossible to observe the restriction for the admission of foreign software for this purchase existing for state agencies. In justification signed by the first deputy head of organization it is said that in the register of the Russian software there are no data on the software products corresponding to the same class, as purchased. Operating systems, office applications, server and binding software is about such classes as.

Upon at the time of the declaration of an auction at the register there is software of those classes, as required for Justice state automated system. So, for example, in it there are operating systems of Alt Linux for workstations and the MyOffice office suite.

In Judicial department at the Supreme Court of the Russian Federation of which the IAC of support of Justice state automated system is under control could not explain TAdviser at the time of the publication of material as it turned out that specialists of the center did not detect these products in the register of the Russian software.

The main delivery scope – for the amount of 494 million rubles – is the share of workstations. Requirements to a brand of computers in documentation to purchase are not specified.

2015: Purchase of computers, software and information booths for 372 million rubles

In September, 2015, the IAC of support of Justice state automated system carried out purchase of program technical means and software for retrofitting of automation objects of Justice state automated system with the starting price of 371.9 million rubles.^[3]. Purchase included 5,000 workstations with software and also information booths. The contract according to the results of biddings was signed with Express + Service company.
