Delivery of servers based on Elbrus-4C processors

In August 2016, the Ministry of Internal Affairs summed up the results of the tender for the supply of Russian hardware for the Unified System of Information and Analytical Support of the Department's Activities (ISOD).

The winner was the only participant in the auction - "Institute of Electronic Control Machines named after I.S. Bruk." The contract price amounted to 222 million rubles.

A distinctive feature of the purchase for the ISOD data center was the server nodes registered in the delivery nomenclature on multi-core processors "" developed by Elbrus-4C the Ministry of MCST[1]

In two other tenders for this data center, as well as in the competition for the cloud infrastructure of the aforementioned system for a total of almost 1.6 billion, the Ministry of Internal Affairs has always requested some Russian 64-bit standard x86 processors, the production of which in our country has no open information.

The department explained loyalty to domestic decisions by the norms of the Decree of the Government of the Russian Federation of December 24, 2013 No. 1224.

From the documents posted on the public procurement website, it is clear that the organization justified the choice in favor of Elbrus-4C by the need to ensure the compatibility of solutions developed by the Ministry of Internal Affairs for its system.

The document said that the processor and server node should be created by the Russian Federation or by persons registered on its territory, exclusive rights to them, as intellectual property objects should belong to Russia.

There are 216 server nodes in the delivery nomenclature. Each of them must have at least four Elbrus-4S, with four universal computing cores. In server nodes at least 96 GB of RAM, hard drive at least 500 GB of capacity, spindle rotation speed at least 7200 rpm. The system must operate under the control of the Russian OS.

Plan of guaranteed public procurement of Russian microelectronic products

At a meeting of the government commission on the use of IT to improve the quality of life, held under the leadership of Prime Minister Dmitry Medvedev on April 5, 2016, a draft plan for guaranteed public procurement of Russian microelectronic products was presented (a copy of the document is at the disposal of TAdviser).

The largest consumer of domestic electronics in 2016-2018, according to the document, will be the Ministry of the Interior.

In particular, for 17.2 billion rubles, the Ministry of Internal Affairs intends to purchase 17.2 thousand servers based on Elbrus-4C and Elbrus 8-S processors. The supplier of solutions will be INEUM named after I.S. Brook and MCST.

The construction of the data center, which will house these servers, in 2017-2018 will be carried out by the DCS of the Ministry of Internal Affairs. It is planned to spend another 13.7 billion rubles on this work.

Telecommunications equipment in the data center of the Ministry of Internal Affairs expects to purchase 2.4 billion rubles, choosing contractors during competitive procedures.

In addition, the ministry intends to equip workplaces with 110 thousand Tavolga computers based on Baikal-T1 processors. Their cost, according to the plan, will be 3 billion rubles. The suppliers will have to be the developers of computers and processors - "T-Platforms" and "Baikal Electronics."

Monitors for Tavolga, the Ministry of Internal Affairs expects to buy for 1.2 billion rubles, choosing contractors at the competition.

The protocol following the meeting of the legal commission on April 5 states that by June 2, 2016, the Ministry of Finance, the Ministry of Communications, the Ministry of Internal Affairs and other departments that concern the plan for guaranteed purchases of microelectronics should finalize it and submit to the government its financial and economic justification.
