The Ministry of Defence looks for the contractor for service of the IT system of the VTR

In May, 2016 the Russian Defense Ministry announced a tender[1] at the choice of the contractor for service and maintenance of technical means and software of command centers defense of the fleet. The maximum price of the contract was 299.7 million rubles.

The only application for participation in biddings was submitted by Research Center Kurchatov Institute, however the organization did not provide all necessary documents therefore its request was recognized as non-conforming of documentation on an electronic auction.

The contract assumed system maintenance Tengiz which is used in command centers by defense of the fleet. Its functionality in terms of reference is not explained. From the description of works it is possible to draw a conclusion that a system includes bases of detailed data on ship structure of the VTR, including – on vessels with nuclear power stations.

Commanders of the ships from "electronic tablets" can work with these bases, for example, obtaining such information as the parameters characterizing a ship status in general and a situation in premises (pressure, temperature, mass of water, gas structure), simulars of the set emergency situations, parameters of expert evaluations.

A system also includes the special software with mathematical models which allows to make assessment of insubmersibility and stability of submarines, calculation of temperatures in abnormal and adjacent premises at the fire, to determine diameter of a hole in the vessel by intensity of water inflow, to model failures of main propulsion plants, etc.

The customer was required to provide till November 25, 2017 maintenance Tengiz, service maintenance of databases of a system, to make updating of project, operational documentation and documentation on fight for survivability of the vessel.

Works also include service tinning of special software regarding updating of mathematical models to improve functionality of forecasting of development of emergency by the VTR ships, and service maintenance of a software module of information technological support.
