Inhabitants of the Chechen Republic can register in appointment remotely now

2018: Development of mobile application "Personal account of the patient"

The BARS GROUP company, subsidiary company of the National Center of Informatization, announced on April 25, 2018 providing a recording capability to inhabitants of the Chechen Republic on appointment via mobile devices. The company modified electronic registry of a regional medical information system of the region (RMIS), having created and having implemented mobile application "A personal account of the patient".

Mobile application for the patient is an assistant for monitoring and control of own health. Having downloaded it, the inhabitant of the region can register in appointment remotely. Also the solution allows the user to have always access to the electronic medical record — in "personal account" of the application all chronology of acceptances and the recommendation from doctors is available — Irina Karpunina, the deputy CEO of BARS GROUP for the Health care direction told.

The application can be installed on mobile and tablet devices. Information in the application is available from RMIS in real time. When choosing a profile of medical care the user sees the list of the medical organizations (MO) in which the similar help is available. At the inhabitant the list of those MO to which it is attached and also in what it is possible to register without the available attachment is displayed, explained in the company.

In "personal account" the user can look at the schedule of the selected doctors, register in acceptance and also set push-notifications on new visits and records. Besides, in the application the history of visits and the recommendation from the electronic medical record is reflected. In addition to the Chechen Republic, as of April, 2018, the solution is developed and implemented in the following regions: Novosibirsk region, Republic of North Ossetia-Alania and Kaliningrad region.

The Personal Account of the Patient application is available to downloading in Google Plau^[1] and App Store^[2].

2015: Development of the mobile instrument of control and system management of health care

The BARS GROUP company developed the powerful mobile instrument of control and system management of health care of the Chechen Republic.

The "Monitoring Center of the Ministry of Health of the Chechen Republic" project is significant both for leadership team, and for the region in general. The responsible mission is assigned to the profile minister Elkhan Suleymanov: make the Chechen medicine of one of the best in the country, and for this purpose it is necessary to operate with operational information from any place in the world. Using the tablet computer the minister is capable to control the level of birth rate, death rate, incidence, resources and activity of the medical organizations for 43 key indicators. Earlier on their collecting from 3 to 7 days were required. During this time many data lost relevance. Now information arrives in real time, and it always near at hand.

The Russian software platforms developed by BARS GROUP company were involved in implementation of the monitoring center: "Web Codes 2.0", Alpha BI and "Mobile Automated System of Control of Analytical Indicators" (MASCAI).

The solution "Web Codes 2.0" provides accounting of data and formation of the regulated and independent reporting. Alpha BI performs consolidation and the analysis of the data which are stored in different electronic resources of 70 medical organizations of the region: medical information system, software of financial and economic activity and other. Based on collected indicators, in the form of tables, diagrams, cartograms, interactive analytical panels which by means of MASKAP become available on mobile devices form. Such submission of information facilitates her perception and acceptance of management decisions. Data are filtered by the territorial principle (areas, municipalities, the region), temporary (day, month, year) thanks to what it is possible to compare indicators and to trace their dynamics (for example, medical examination level in the region by areas and the medical organizations).

As note in BARS GROUP, creation in the territory of the Russian Federation the systems of the distributed situational centers, according to the Decree of the President of the Russian Federation No. 648 of July 25, 2013, gains steam. Development and consolidation of information resources in subjects are necessary for their successful functioning. The Chechen Republic – one of the leading regions in respect of application of IT in management – goes on this way, implementing modern software solutions (which will be able to become further information sources for the situational centers) in key industries. Thus, in many respects using IT tools, in the Chechen Republic premises for increase in efficiency and quality of management are created.
