Creation of a subsystem Management of documents for accounting of the movement of paper and electronic documents and a subsystem "Electronic archive of tax information" for storage and providing data access and to electronic images of documents

Tasks:

  • Creation of uniform rules of document registration and automation of process of document registration in the AIS "Tax 3"
  • Status monitoring of processing, selection and use of documents
  • Ensuring electronic interaction with taxpayers, communications between tax authorities and also with external departments and the organizations
  • Accounting, storage and providing data access and to electronic images of the documents which are formed in the course of work of tax authorities

  • Reduction of manual transactions during the work with documents
  • Formalization and automation of procedures of tax administration

2016

In development of the AIS "Tax-3" in 2016 the Federal Tax Service is going to find and test the products with the open code which are analogs of IBM MQ Series and IBM FileNet[1].

Based on technologies of IBM and the product based on them "Logic of ECM. Electronic archive" in FTS the subsystem "Management of documents and electronic archive" is implemented. Documents of tax administration from their receipt in tax authority before destruction are stored in archive.

In documentation on purchase of licenses "Logic of ECM. The electronic archive" to FTS is written[2]that the electronic archive should ensure simultaneous operation not less than 3.8 thousand users in mode 24х7. Volumes of archive - 10 Tbyte/year structured and 45 Tbyte/year of unstructured data.

FTS uses software solutions for functioning of subsystems already long ago Management of documents and "Electronic archive of tax information" which were developed by specialists of Business Logic from IT Group. These solutions use the IBM FileNet platform. One of problems of this tender - to test use of the new platform built on Open Source and which could replace further IBM FileNet, tells TAdviser Victor Weinstein, the CEO of Business Logic (IT Group) company

During upgrade of electronic archive the contractor (on June 27 it selected GNIVC of FTS) will have to design the software based on open analogs of IBM MQ Series and IBM FileNet and also to offer structure of necessary completions of the application software.

Also "prototyping" of the application software using the selected alternative products and technologies instead of IBM should be executed. On the limited list of functions it will be tested for the purpose of obtaining comparative characteristics.

FTS will not be limited to replacement of technologies of IBM. Earlier in 2016 TAdviser wrote that the tax administration will become pilot department "on import substitution of information and telecommunication infrastructure based on Russian hardware and the software". In particular, department is going to switch to the Russian office software provided on cloud model [1] (in more detail).
