In September, 2018 the Federal Antimonopoly Service (FAS) issued the instruction of the Ministry of Internal Affairs about elimination of violations in documentation on purchase more than 30 thousand computers with Windows 7 OS. The Fontanka portal with reference to the activist of the Moscow popular front who filed a complaint reported about it and the chairman of the Stopkartel organization Aleksandra Kulakova.

Violation is connected with justification of the Ministry of Internal Affairs of purchase of foreign software - Windows OS. According to Fontanka, in the FAS decision it is specified that in justification of department there are no instructions on specific characteristics on which OS from the register of domestic software do not match the need of department. Anti-monopolists issued to the Ministry of Internal Affairs the instruction to rewrite auction documentation till October 24 to the requirement.

Addressing FAS, Kulakov was guided by the government decree about establishment of prohibition on the admission of import software on state procurements. It provides a possibility of use of foreign software, but only if prohibition cannot be observed. From the customer it is required to prove for what reasons it is impossible to perform the government decree.

Analogs of operating systems are already developed by many Russian companies, including subsidiary of Rostec corporation, and can be used in the Ministry of Internal Affairs and other state structures. It is impossible to assume that at once, at imposition of new sanctions of the USA about prohibition of use of programs of Microsoft corporation, all computer network of the Ministry of Internal Affairs, other state structures and their personal computers were paralyzed. It is necessary to tell that in the tender documentation of the Ministry of Internal Affairs there is a section with justification of impossibility to observe prohibition on the admission of import software. In it it is specified that Windows 7 OS is necessary to provide due to the need interaction with software which is used by the customer. In particular, OS should be compatible to the certified information security tools of VipNet Client, Crypto Pro and an antivirus of Kaspersky Lab, to formats Microsoft Officec and with the available application software used in the Ministry of Internal Affairs.

In the same place the table of comparison of Windows 7 OS with OS of the register of domestic software on compliance to these requirements is provided. At the table there are also OS for the PC, and for servers. In fields with all requirements for compatibility of these OS with the above-stated application software it is mentioned "it is not documented".

Declaration of tender

On August 30, 2018 the Ministry of Internal Affairs announced an electronic auction on delivery of personal computers for the divisions in different regions. The starting price of the contract is about 1 billion rubles^[1]. Follows from procurement documentation that department is going to purchase 30.025 thousand computers of Lenovo from Windows 7 OS and monitors of HP to them.

2016: Purchase more than 20 thousand PCs on Windows OS

In June, 2016 the Ministry of Internal Affairs buys 21.6 thousand personal computers with the preset Windows 7 Professional operating system and trial version of a packet of office software of Microsoft Office Professional Plus 2013.

Also on computers should be set an antivirus of Kaspersky Lab and ViPNet Client 3.2 KC3.

The processor of the purchased PCs should contain not less than two cores, its frequency should not be less than 2.6 GHz, a cache memory – not less than 2 MB, energy consumption – no more than 35 Watts, "a lithograph – no more than 14 nanometers". Computers should be equipped with hard drives with a capacity not less than 500 GB and monitors with diagonal 23".

For all delivery scope of the Ministry of Internal Affairs it is ready to pay 962.7 million rubles.

The Ministry of Internal Affairs did not suit Russian to software

The tender documentation to purchase contains 11-page justification of impossibility of use of the software from the register of the Russian software in replacements of products of Microsoft.

Police officers, as it appears from justification, studied descriptions of several products Alt Linux and Raidix and did not detect in them ability to integrate with corporate service of the uniform directory Active Directory Domain Services, existence of the built-in enciphering data, support Java, DotNet and OpenGL, touch control and an opportunity for work with several monitors and also some other opportunities.

Microsoft Office in the Ministry of Internal Affairs Case,1C-Bitrix,1C Document flow,Abbyy Finereader compared to several tens products from the register of the Russian software, in particular, with different MyOffice versions,EDMS.

In one of the studied products police officers did not detect availability of the text editor, a spreadsheet processor and tools for the presentations, means for work with databases, supports of DotNet, a possibility of creation, reading and change of documents in the Word 97-2003, Excel 97-2003 formats, etc.

The CEO of New cloud technologies (the developer of the products "MyOffice")Dmitry Komissarov spoke about similar purchases of foreign software in an interview of TAdviser earlier:

I will give an example of a classical conversation. We have a potential client who has 100,000 computers. He has an inventory of what occurs on these computers. And when we come to this client, we hear, for example, that in Excel pivot tables, heavy charts and so on are necessary. Further we know as we work with this client long ago that from 100,000 at him only 1500 computers on which Excel is started. It is started. I.e. files are not edited, and Excel is just started. Conditionally speaking, 98% of computers of this specific customer are intended for text documents, and, generally for viewing these text documents. Not for their editing. Therefore we speak to the customer: why not to make a mix? Yes, we understand that there are employees who do the heavy presentations in PowerPoint. OK, how many them at you? 100? 1500 people start Excel. Well, let at them will be Microsoft Office. And you can quite equip 98000 computers with the product "MyOffice", and we will achieve that all basic documents, including Excel and PowerPoint-files in is mute will open and be edited. Yes, there is that functionality which is not available to us yet, but 98,000 jobs can be saved on these twice. It is what yet not reaches all.
