2019: Implementation of return of unclaimed result
Within automated information system of MFC Chapel (AIS MFC) installed in MFC of Sevastopol return of unclaimed result to the department providing service, the termination of office-work in service and also rendering service at once from several applicants became possible. On December 2, 2019 the BFT company reported about it.
As a result in the AIS MFC of Sevastopol opportunities appeared:
- Rendering services with participation of several applicants
There was an opportunity to adopt the statement on rendering service from several applicants. During creation of matter in a system several applicants on this case are registered and documents acceptance from all applicants on case is executed at once. Applicants have the equal rights in obtaining information on the course of process of rendering service. Issue of result of rendering service can be executed as all applicants at the same time, and to everyone. - Return to the department providing service, unclaimed result
If the applicant does not address to MFC behind result of rendering service throughout certain time (standard time for each service is set separately according to administrative regulations of providing service), then a system automatically sends unclaimed result to department. - Office-work termination
For services which regulations of rendering provide a possibility of the address of the applicant with the statement for the termination of office-work on earlier created case the feature to configure service option about the office-work termination is added. At the address of the applicant by this option the MFC operator specifies case of the applicant on which office-work needs to be stopped. A system automatically sends documents on the termination of office-work to department. After obtaining result from department in the AIS MFC the fact of the termination of office-work in the matter of the applicant is fixed.
In addition to above the specified changes operators of MFC of Sevastopol can simultaneous accept documents for rendering several services in one life situation. Also in a subsystem of an electronic queue an opportunity to include need of authorization of applicants through a Unified identification and authentication system for registration of prerecording of an electronic queue in the infomat is implemented. Besides, in the AIS MFC of Sevastopol interaction with the following types of data SIEI 3 in processes of rendering services is implemented:
- The certificate of involvement (not attraction) of the person to administrative punishment for consumption of narcotic or psychotropic substances without appointment of the doctor (Ministry of Internal Affairs).
- The certificate of existence (absence) of criminal record and (or) the fact of criminal prosecution or of the termination of criminal prosecution, of stay in search (Ministry of Internal Affairs).
- Information from the Register of the disqualified persons (FTS).
- Submission of the statement from the Unified state register of taxpayers (FTS).
- Statements from the Unified State Register of Individual Entrepreneurs on requests of public authorities" and "Certificates of incorporation on requests of public authorities (FTS).
- Providing data on existence (absence) of the tax arrears, charges, insurance premiums, penalty fee, penalties, percent (FTS).
2015: Automation of 26 state services in 9 MFC of Sevastopol
Process of rendering 26 public services in 9 MFC of Sevastopol is automated based on a centralized system of MFC Chapel. Daily about 1000 applicants are serviced in 80 windows of city MFC, and the total quantity of the adopted statements in 2016 already exceeded 80,000.
If for the majority of regions of Russia process of creation and development of MFC network since 2010 took place in the smooth and long-term mode, then for Sevastopol similar approach for the known reasons was implemented within only two years.
Providing the public and municipal services of Sevastopol began in September, 2014 with acceptance of applicants on 4 services of Rosreestr. For the purpose of implementation of the Order of the Government of the Russian Federation of December 22, 2012 No. 1376 and automation of process of the organization of providing the public and municipal services by the principle of "one window" in Sevastopol the centralized system of MFC Chapel was implemented. As of July 1, 2016 are connected to a system by 9 MFC of the city which render of 26 public services in 80 windows according to uniform standards of the organization of processes of acceptance issue of documents for provision of services, including electronically, based on MFC.
Since February, 2016 telephone service of receivers of state services in call center at MFC of Sevastopol is organized. Through call center operators applicants can learn about degree of readiness of documents, get advice and also previously register in acceptance. For last 5 months the call center of MFC processes about 4000 calls.
In addition to the traditional channels of service including directly MFC in Sevastopol digital channels of access for the population are developed. In particular, in March, 2016 earned electronic representative office of MFC on the Internet – the www.mfc92.ru MFC Portal. On the Portal information on activity of MFC, their addresses and working schedules, the relevant list of the provided public and municipal services, news is placed and also the possibility of prerecording is organized.
It should be noted that requirements of the Decree of the President of the Russian Federation of 5/7/2012 No. 601 in Sevastopol are implemented. Today the share of the residents of Sevastopol having access to receiving the public and municipal services by the principle of "one window" makes more than 90%. Due to work of the Internet portal information on activity of MFC is also in open access now, and knowledge of citizens of the services provided in MFC increased.
In plans of MFC of Sevastopol further improvement of procedures for granting of services. In particular, since July 1, 2016 in the city the regional system of interdepartmental interaction (RSMEV) is implemented. In this regard start of new services with use SIEI will be organized first of all. Besides, until the end of the current year operators of MFC will be able to render to the population about 100 public and municipal services within the system of MFC Chapel. The city of Sevastopol is also going to take part in a pilot project of MFC for business. Earlier Sevastopol became the platform for holding a seminar conference "to MFC for the population and business: the best practices and development plans".
