On the competition of Russian Post announced on June 20, 2016 on development and deployment of automated information system of budget planning and the analysis (AIS BPIA)[1] four requests arrived.
The starting price of the agreement is 369 million rubles. Summing up is planned for August 11, 2016.
The first application worth 339.5 million rubles is submitted jointly by the companies "ALP – Information services" and "Ernst & Young is assessment and consulting services". The second - with the suggested price of agreements of 322.3 million rubles is given jointly the companies "SAPRUN of Groups" and "Forecast".
The third request from National Center of Informatization company assumes accomplishment of terms of the contract for 359 million rubles. The fourth is provided by ID-Management Technologies company (leader) together with "Lad-Proyekt", MCD Partner and Corus Consulting Group (members of the collective participant). Its price - 289.5 million rubles.
The developed system is necessary for automation and support of processes of budget management of Russian Post and ensuring integrated approach to planning and enterprise performance management according to strategic objectives.
When developing the contractor will need to provide technical capabilities of integration of the AIS BPIA in a unified environment of management of activity of Russian Post by support of interaction with other information resources.
The volume of automation of the AIS BPIA is no more than 6000 users, of them no more than 2500 at the same time working:
- Management personnel the enterprise – about 400 users;
- Macroregions – about 550 users;
- Branches (UFPS, GTsMPP, EMS, boarding house, Russian Post, TsAITS of OSP, TsGP) – about 5000 users.
During development of the AIS BPIA by the contractor the exclusive rights to the created system and also the rights to use the software product on the terms of the simple (non-exclusive) license should be assigned. The solution proposed by the contractor should not demand from the customer of obligatory payment of services of support.
A system should have the centralized architecture. The server group on which database servers, Web servers, servers of balancing of loading, etc. function should be the central component and also there are files making the server software of a system.
Regional servers at the described architecture should work within a single centralized system, but not require a continuous communication with the central server. From the user point of view no distinctions should be visible during the work via regional intermediate servers or with the central server directly.
The solution architecture of the AIS BPIA should allow the organization of the centralized technical support of a system without the need for presence of profile specialists in regions.
The workplace of the user should represent the personal computer with Internet connection and the installed web browser. Jobs of users are provided by the customer. The operability of a system with capacity of channels of 512 KB / with on branch, the macroregion, 256 KB / with on post office should be provided. System architecture should provide the supported width of the channel of Internet connection of the customer between branches and post offices with server components of the hardware of Management personnel of Russian Post. In case of interruption of communication with the AIS BPIA the user should have an opportunity to continue filling of data from the moment of interruption.
In case of use of open communication links it is necessary to provide the level of information security corresponding to the current legislation of the Russian Federation, including enciphering of transmitted data.
Accomplishment of all works should be broken into 7 stages. At the same time, aggregate term of project implementation should not exceed 456 days.

Use by Russian Post of solutions of 1C
Let's remind that Russian Post will organize enterprise management using solutions 1C. In 2014-15 using 1C: Enterprise [1] the uniform methodology of accounting and tax accounting, payroll was created. Besides, this implementation helped to create uniform rules of sales and rendering services in departments, to manage quickly stocks of Inventories, to provide operating control and the analysis of indicators of a business activity.
In May, 2016 Russian Post announced competition on implementation of new EDMS in which victory was odezhat by NCI company (together with Lanit and 1C-KSU), having proposed the solution of 1C.
