2018: Technical support of Oracle for 1.8 billion rubles
At the end of December, 2018 Rostelecom summed up the results of qualification selection of the companies on provision of services of standard technical support for the software of Oracle. The starting price of purchase was 1.827 billion rubles.[1]
3 companies took part in the tender: Borlas, FORS and RDTECH. Based on consideration of requests the greatest number of points was gained by Borlas company. It also became the winner of selection. The total price of the agreement offered by the winner was 1.794 billion rubles.
The structure of services which will be rendered to Rostelecom includes the consulting help with phone and e-mail concerning installation and operation of software of Oracle, including identification of errors and development of solutions on their elimination. Besides, the patches released by software developer should be provided to the customer for elimination of the found defects. In addition by service provider upgraded versions of the supported programs with new functionality and also under - the versions of programs (update) issued for ensuring effective compatibility with new versions of operating systems after obtaining the written request from the customer should be transferred to the customer.
Also, according to the agreement, Rostelecom should get an authorized access in mode 24x7 to an electronic information "English-speaking" system of technical support of Oracle company (service "My Oracle Support", to the address http://support.oracle.com) for obtaining the reference information.
Order taking from technical specialists of Rostelecom by e-mail or through the Service-Desk of the Contractor system should be performed round the clock and daily (24х7х365). Registration of requests should be performed within 30 minutes. Consideration of requests by technical specialists of the Center of technical support should happen within 2 hours after registration, consultations should be held daily from 9 a.m. till 6 p.m. Moscow time.
At the same time, according to terms of the contract, the customer has no right to create requests for technical assistance through My Oracle Support or to ring directly technical support service of Oracle company.
All services should be rendered within three years during the period from May 30, 2019 to May 31, 2022.
New purchase of technical support services of software products of Oracle is one of the largest similar state procurements for the last few years. Approximately for the similar amount products and services of Oracle in 2017 were bought by Sberbank. The same year VTB 24 reported on purchase of licenses and technical support services of software of Oracle for 1.5 billion rubles. In 2016 Rostelecom purchased licenses and technical support of Oracle for 1.8 billion rubles ($27.7 million).
2017: Technical support of Oracle for 335 million rubles
On March 22, 2017 Rostelecom summed up the results of purchase of technical support services of software of Oracle. The tender consisted of two lots. The first lot (on rendering services of standard technical support) was won by Borlas Group (327.7 million rubles), the second (expanded technical support) - RDTECH (7.7 million rubles).[2]
2016: Purchase of licenses and services of Oracle for $27.7 million
On May 30, 2016 Rostelecom carried out purchase of licenses and services of Oracle corporation for the amount of $27.678 million (about 1.8 billion rubles). The contractor without holding competitive procedures (as the only contractor) selected Asteros system integrator[3].
For new licenses the operator decided to spend $7.285 million, for technical support - $5.158, for cloud services of $3 million and 791 million rubles.
As it appears from the specification of purchase, Rostelecom licenses:

- Partitioning,
- Real Application Clusters,
- Diagnostics Pack,
- Tuning Pack,
- Label Security,
- Active Data Guard,
- Advanced Compression,
- OLAP,
- Business Intelligence и
- Hyperion Planning Plus.
The number of licenses is not limited within three years, follows from documents of the operator.
Also Rostelecom converts and will replace a number of the available licenses for Oracle Database, Hyperion Planning, Real Application Clusters and other products in the macroregional branches.
The technical support will have to extend to all the new, replaced and convertible licenses.
Cloud services which are bought by Rostelecom include Oracle Middleware Public Cloud Services, Oracle Database Public Cloud Services and Oracle IaaS Public Cloud Services.
The press service of Rostelecom told TAdviser that their company in OSS/BSS a landscape uses generally Russian software, but at the same time all her contractors use for development including products of Oracle. For this reason Rostelecom should license it software. Added to the companies that the support which is a part of purchase is required, including, for software on which the ERP system of Rostelecom is created.
The choice of Asteros as the only contractor in Rostelecom is explained with the fact that selected the contractor who completely would conform to all requirements of their company.
The operator became one of the clients of Oracle, largest in Russia, after purchase and implementation of the ERP system of E-Business Suite. The project with breaks proceeded from 2003 to 2014 and demanded investments into hundreds of millions dollars.
The current purchase of licenses and technical support of Oracle is the largest among performed by the Russian state companies in 2014-2016 (see the Research of TAdviser: The largest state procurements of products and services of Oracle in Russia). VTB 24 which enclosed in similar services of the American vendor of 857 million rubles was a champion of 2014. In 2015 the first place was taken by Transneft which spent 695 million rubles.
Rostelecom the last time performed considerable investments in licenses and support of Oracle in 2014-2015 in the amount of 472 million rubles.
