The project of business process automation in Vnesheconombank based on WebTutor

In 2013 in Vnesheconombank process of implementation of the innovation approach in the field of training and personnel development was initiated, and already now many assigned tasks are solved in the automated mode using the software package WebTutor.

At the moment in Vnesheconombank such modules are used:

  • Training center.
  • Personel assessment.
  • Distance learning.
  • Digital library.
  • Knowledge management.
  • Testing.
  • Webinars.

Foreign Trade Bank uses the local version of the WebTutor system (exists as well cloud option). It is connected with the fact that the bank is the state corporation and in information security field rather strict requirements are imposed here.

PURPOSES AND PROJECT IMPLEMENTATION OF IMPLEMENTATION OF THE EDUCATIONAL PORTAL

The main objective which was set at implementation of the educational portal – to create uniform approach to training and personnel development by means of:

  • automation of the majority of educational business processes,
  • reduction of manual transactions,
  • implementations of modern educational technologies.

Practically all educational business processes are transferred to WebTutor PC rails:

  • formation of the regulating documentation which is necessary at the direction of workers on training,
  • filling of reports after training (now all reports form exclusively in electronic form),
  • registration of workers for training events,
  • passing of electronic remote rates,
  • report generation based on e-learning in different cuts.

As for document flow, earlier preparation of documentation was executed on paper carriers in the manual mode that involved big costs of time of workers. Now these processes are also completely automated. For the present in the company did not conduct in-depth studies precisely to calculate saving of time and finance. But in reality all understand that an administrative chain "prepare the memo, approve, sign, transfer, etc. to the end result" takes much more time, than its "start" in the automated mode using competently constructed interface of the Educational portal.

PROJECT PARTICIPANTS

As the problem of implementation of the educational portal was complex, it was solved joint efforts of specialists of a command of Vnesheconombank and specialists of WebSoft company. For example, the company developed the concept of design of the portal by own forces, and technical implementation – the staff of Websoft.

Certainly, the significant role was played by Directorate of information technologies and security of bank on which all technical aspect of the project lay: setup of unloading of data, installation of new modules of the server, their start in operation, selection of necessary resources, etc. It was team work from capital letter.

PROJECT DEADLINES

All necessary works at an initial stage: transition to the new version of WebTutor 3.0 and updating of design, – were executed rather quickly – within 2 months. Most of all time left on data migration other information systems and on their correct display on the portal.

THE CONFIGURED BUSINESS PROCESS AUTOMATION

The bank completely automated registration of listeners for training, preparation of the financial documentation accompanying training of listeners debugged the system of mailing of notifications, filling of reports on results of training by participants. Brought into operation the module "Formation of the Training Plan for Calendar Year" where workers and heads for acquaintance with training programs, their cost can easily come, to submit the application for participation. To tell more precisely, developed and implemented about twelve modules which are absent in the box version of the WebTutor PC: Report Rosstat, Report on purchases, Magazine of training in foreign languages and others.

As a result had an opportunity of operational preparation of the draft budget and training plan of employees of Vnesheconombank, flexible configuration of a training management process. At the same time online we have an opportunity to create reports in different cuts and with different extent of detailing.

At the end of 2015 in bank began to work on automation of process of management of personnel development on the basis of professional standards (i.e. detailed study and the description of labor functions on activities in the different industries and spheres of economy). The main objective – to bring the personnel documentation connected with training management into compliance with the requirements approved by the Ministry of Labour and Social Protection of the Russian Federation and also to automate a number of processes and procedures.

PERSONNEL RECRUITMENT AUTOMATION

In Vnesheconombank personel assessment on competences is annually carried out. Heads of departments and divisions by means of the Educational portal enter the data reflecting the actual level of competences on each worker in the module "Personel assessment". The filled forms go to level above and higher heads or confirm the acquired information, or make the corrections. Thus, the head receives the consolidated code on all the structural division.

MODULE 'KNOWLEDGE MANAGEMENT'

The module "Knowledge management" is for a long time used for receiving additional quantitative and qualitative indexes of learning process. When the worker attends a training event, information on this event is fixed in a system, the action card in which different data including the direction of training are entered forms. It means that the above-stated module allows to see in what directions personnel development is performed: law, IT technologies, financial analysis, personnel management and others. As a result, by means of the module "Knowledge management" the pool of the directions of training used for drawing up new plans, the budget, justification of need of the direction on training events, etc. forms. The module "Knowledge management" is additional tools of requirement analysis and effectiveness of training.

DEVELOPMENT OF ELECTRONIC RATES

As for development of electronic rates, rather densely got to this work in 2014. In two years developed basic rates: "Anti-corruption", "Project management frameworks", "Address with the insider information", "Data protection of holders of payment cards", "Development of the electronic presentation" and other highly specialized rates.
