The Moscow government in July, 2016 was engaged in finding solutions, allowing "to build quickly difficult forecasts and to perform interactive user interaction, information on which is stored in tens of independent databases".

The Government of Moscow intends to analyze and predict a situation on roads using Big Data technologies and machine learning

Modern technologies for sharing allow not to collect all data of systems sources to one physical data warehouse, and to work with them far off, on those servers and in those programs which manage them in the maternal systems, said in the documents of capital IT department published within the tender for search of such solutions[1]. - The most advanced technologies of the analysis of the distributed data lie in the field of neural network programming, machine learning and other applied thematic directions

The main result of information processing from different sources in DIT of Moscow see significant quality improvement of predictions.

It is possible in the presence of the developed instruments of work with signs (conversions, designing and selection) and a set of different classes of forecast models (geometrical, probabilistic, logical) which with the necessary level of reliability give forecast values on automated (i.e. without participation of the person) to a basis

Purpose of services in the announced tender is the analysis and recommendations about use of the described practice of use of information technologies for solving of tasks of the Government of Moscow regarding obtaining forecast data.

The selected contractor (the State-expert company became him) had to compare different approaches for solving of tasks of machine forecasting and create methodological recommendations about their use in an IT landscape of Moscow.

In particular, it was required to carry out the analysis of technologies for the solution of analytical tasks on the basis of work with Big Data and algorithms of machine learning "from such leaders of the industry as IBM Oracle SAS SAP , etc., and also within initiatives of creation of the free distributed software, first of all within activity of Apache Software Foundation (projects Hadoop and Ignite)".

Also the methodology of application of IT in the capital when using the means of analytics based on elements of machine learning had to be created processing rules of the structured, semistructured and not structured information of different orientation are created (a geolocation, actions on the websites and in mobile applications, social networks, etc.).

The winner had to create methodical recommendations for use of the mathematical apparatus put in a basis of operation algorithms with data and a set of necessary algorithms in the context of solvable problems of regression analysis, creation of neural networks and machine learning and also functional requirements of the system of machine forecasting.

According to the results of the analysis the Moscow government expected to receive five forecast business cases on use of technologies of the analysis of Big Data in land and transport spheres (traffic, traffic safety), health care (medical aid and management of flows of patients) and the service industry.
